The symposium is being held at ICISE in Quy Nhơn Nam Ward, Gia Lai Province from March 26 to 28.MPNP is a biennial scientific conference series. Vulnerable sections – including embankments, river dykes and silted or degraded canals – must be identified, with proposals made for reinforcement and repairs.City authorities have also called for regular monitoring and acceleration of irrigation, dyke and reservoir projects to ensure structural safety during the upcoming rainy season.The Department of Construction has been assigned to urgently review and report on the progress of the Thanh Đa Peninsula anti-landslide project, covering multiple sections and reinforcement works along the Sài Gòn River at discharge points. All have met requirements on registration, inspection and licensing, and have installed vessel monitoring systems (VMS), a key tool to enhance oversight of offshore activities.Lieutenant Colonel Đặng Văn Long, Deputy Commander of the Nhật Lệ Border Guard Station, said that border guards have tightened checks from the moment vessels leave port.He added that vessels losing VMS signals must report to shore at least six hours in advance for monitoring and handling in line with regulations.At fishing ports and anchorage areas, departure conditions are strictly controlled. Vessel owners must complete all required procedures and ensure VMS devices operate continuously, while maintaining accurate fishing logs.A 24/7 monitoring system allows authorities to track vessels’ positions and movements in real time. Any abnormal signs, such as signal loss or risks of encroaching into unauthorised waters, are promptly addressed through warnings or preventive measures.In addition to managing vessels within the locality, Quảng Trị has strengthened coordination with other provinces to supervise boats operating beyond its jurisdiction, particularly those docking or operating in neighbouring areas.Trần Hải, Vice Chairman of the People’s Committee of Bắc Trạch Commune, said local authorities have asked other localities to coordinate closely in managing such vessels, ensuring those that fail to meet offshore requirements remain docked to prevent violations.Vice Chairman of the Provincial People’s Committee Lê Văn Bảo affirmed that the entire fleet is now under control in terms of routes, fishing grounds and anchorage locations, including vessels operating outside the province.These efforts have helped prevent local vessels from infringing foreign waters – a key factor behind the EC’s warning, while raising fishermen’s awareness and compliance with legal regulations.Local authorities stressed that alongside technical measures, communication and legal education have played an important role. Training sessions and dialogues have improved fishermen’s understanding of regulations and the risks associated with IUU fishing.In the time ahead, Quảng Trị will continue identifying strict fleet management as a core solution, while maintaining inspections, promoting technology application and enhancing inter-agency and inter-provincial coordination.With consistent and effective measures, the province is working with the rest of the country towards removing the IUU “yellow card” and developing a sustainable and responsible fisheries sector. However, he noted that current efforts have largely focused on building the organisational structure and legal framework.He emphasised that two tasks must proceed in parallel: continuing to finalise the legal and institutional framework, infrastructure and human resources, and launching concrete initiatives that can contribute to economic activities.To that end, the Deputy PM directed the Ministry of Finance (MoF) to work with the Government Office to promptly organise a meeting with relevant ministries to finalise and approve the operational regulations for the centre. Once consensus is reached, the regulations should be issued without delay.Regarding the governing council’s 2026 work plan, Bình asked the MoF to incorporate feedback from parties and particularly from HCM City and Đà Nẵng in order to complete the plan. The two cities, he said, should then develop their own operational plans based on the overall framework. He also called on local authorities to introduce at least one concrete initiative or activity each month to demonstrate progress.The principle is to prioritise feasible initiatives first, such as agricultural exchanges and traditional services that meet immediate market demand, while more complex areas like fintech and regulatory sandboxes continue to be studied, he said. HCM City, for instance, is preparing to launch a national agricultural trading platform where international buyers could directly trade Vietnamese products such as rice, durian and seafood instead of relying on fragmented transactions.With regard to policy mechanisms, the Deputy PM noted that the Government is preparing a decree to establish a regulatory framework for its management body. Exports to the Middle East account for less than 3 per cent of Việt Nam’s total export turnover, while the likelihood of a large-scale and prolonged ground campaign in Iran is considered relatively low.VinaCapital views the situation as a more intense version of last year’s “12-day conflict”, meaning tensions may last longer but mainly create a sharp yet short-term shock to global financial markets.The clearest impact on Việt Nam’s economy would come from higher oil prices. Since the beginning of the year, global oil prices have risen about 30 per cent, potentially pushing Việt Nam’s CPI inflation from around 2.5 per cent year-on-year to nearly 4 per cent in the coming months.However, fuel accounts for only about 4 per cent of Việt Nam’s CPI basket, while food and foodstuffs – largely produced domestically – make up nearly 36 per cent. As a result, the energy price shock is considered manageable, although higher transport and logistics costs may push up domestic prices.Higher oil prices could also weigh on GDP growth, as Việt Nam is a net energy importer with net imports equivalent to about 1 per cent of GDP relative to energy consumption. Nevertheless, the Government still has room to offset this impact through growth-supporting measures.The oil price surge may also be partly cushioned by plans from the Organization of the Petroleum Exporting Countries (OPEC) to raise output from April, while fuel inventories – particularly in China – are reportedly at multi-year highs.Meanwhile, a stronger US dollar and rising gold prices could put depreciation pressure on the Vietnamese đồng (VNĐ). Combined with higher inflation, this may push 12-month deposit rates up by 50–100 basis points this year to around 7 per cent per year.In a less favourable scenario where oil prices exceed US$100 per barrel, inflation could rise above 5 per cent and deposit rates climb beyond 7–8 per cent, while GDP growth may fall by about two percentage points.Higher energy costs would also hit household spending. Currently, Vietnamese households spend about 6 per cent of their total expenditure on petrol and gas. If oil prices rise by around 70 per cent, this share could exceed 10 per cent, forcing households to cut spending on other items.On the stock market, rising oil prices, shipping costs and interest rates may increase short-term volatility and widen sectoral divergence. Petroleum retailers, oil refiners, oilfield service firms, natural rubber producers, shipping and port operators, as well as fertiliser and gold businesses, may benefit.By contrast, fuel- and rate-sensitive sectors such as airlines, tourism and real estate could face pressure.Overall, VinaCapital analysts believed the impact of Middle East tensions on Việt Nam’s economy will likely remain short-term and moderate, while market fluctuations could create opportunities for long-term investors to accumulate stocks at more attractive valuations. — VNA/VNS

The patient’s hand was nearly destroyed.Injuries caused by fireworks or explosive devices are often extremely complex, making the restoration of individual fingers extraordinarily difficult.Despite prompt emergency care and urgent surgery, and after extensive efforts by the medical team, doctors were only able to preserve two of the patient’s five fingers. The entire palm and wrist area sustained devastating damage, meaning the treatment process is expected to be prolonged and will require multiple additional surgeries.In the long term, the patient is likely to regain only very limited hand function.Dr Vịnh said that every year, particularly in the three months leading up to the Lunar New Year, the department treats numerous firework-related accidents, most of them involving adolescents. In recent years, however, such cases have been occurring sporadically throughout the year rather than being confined to festive periods.The patient has undergone surgical debridement to remove crushed tissue and foreign objects, including firework fragments. Officers boarded the boat and found oil of unknown origin.On board were its captain, Trần Văn Tính, of Đồng Tháp Province and one crew member.Tính failed to furnish documents to prove the origin of the oil, nor did the crew have the certification required to be sailors.In the afternoon of January 16, the patrol team brought the boat ashore, and handed the case over to Squadron No. 301 under the Coast Guard Region No. 3 Command based in HCM City’s Phước Thắng Ward for further investigation.Coast Guard Intelligence Division No. 2 is tasked with monitoring the sea from the Central Highlands province of Đắk Lắk to the Cửu Long (Mekong) Delta provicne of An Giang, including the Trường Sa (Spratly) Archipelago.The division is also assigned to detect and combat violations of law, such as national security crimes, smuggling, and trade fraud at sea. — VNS

VNA/VNS Photo</td></tr></tbody></table></figure>QUẢNG TRỊ - Quảng Trị Province has intensified inspections from fishing ports to fishing grounds and closely monitored fishing vessels that do not meet operational standards, as part of vigorous efforts to combat illegal, unreported and unregulated (IUU) fishing.The central province has also paid attention to collecting registration and inspection data, integrating it for management, and ensuring that non-compliant vessels are not allowed to go fishing.Lê Văn Bảo, Vice Chairman of the provincial People’s Committee, has requested relevant local units to closely track the inspection deadlines of all local fishing vessels, including those registered elsewhere or at private inspection units.Through inspections, awareness campaigns, and the collection of vessel documentation from local fishermen, authorities aim to equip the provincial monitoring system with full data to manage all vessels and block non-compliant boats from fishing, he said.Bảo also urged the provincial Department of Agriculture and Environment to work with local authorities to track vessels nearing the end of their technical inspection period and guide owners to complete inspections on time.Localities were tasked with accelerating the deregistration of vessels that no longer exist and swiftly ending IUU fishing activities in the province.Quảng Trị has more than 4,600 fishing vessels with a length of six metres or longer, including 158 that are unqualified for operation. Local authorities have tightened supervision by sealing non-compliant vessels, assigning staff for regular monitoring, and publicly disclosing their status to prevent IUU fishing and enable community oversight.Sen. Lt. Colonel Cao Ngọc Lâm, head of the economic security division of the provincial Department of Public Security, said the police force will intensify monitoring and strictly handle serious IUU fishing violations, especially illegal operations by local vessels in foreign waters, while coordinating sanctions to prevent unresolved cases or vessel detentions.Lê Ngọc Linh, Deputy Director of the provincial Sub-department of Fisheries and Fishery Surveillance, said enforcement against IUU fishing violations has shifted from persuasion to strict and zero-tolerance action, focusing on strong deterrence and clear accountability for vessel owners, captains and management agencies.In the coming period, authorities will focus on communication and guidance to help fishing vessel owners regularly monitor the validity and expiry of vessel documents and complete renewals or reissuance in a timely manner to avoid non-compliance, he noted.
