To create a financial ecosystem that meets international standards while respecting local conditions, Việt Nam needs to modernise its legal documents and streamline administrative procedures to convince investors.The second challenge is establishing an effective governance and dispute resolution mechanism. Governance must recognise the roles and interests of all stakeholders, from regulators to businesses and investors. Only with transparent, fair and efficient governance can the market send positive signals and create the trust and stability necessary for capital inflows, he said.The third, and perhaps most difficult, challenge is talent development. Major IFCs worldwide are distinguished not only by infrastructure and technology, but also by their pool of experts, Brochet said. The market remains fragmented, with the top 10 largest companies accounting for only about 30 per cent of the market share.FDI companies often have advantages due to large capital, modern technology, automated production&nbsp;and participation in the global supply chain.Meanwhile, most domestic companies operate at medium and small scales, with limited capital and semi-automated production lines, primarily serving the domestic market.One of the key growth drivers for the paper packaging industry is the boom in e-commerce. The first phase, from now until mid-2026, will test the two-part pricing with industrial customers engaged in direct power purchase agreements (DPPA) with renewable energy producers and large electricity users in production and business.In the second phase, from January to June 2026, authorities will issue parallel invoices without requiring payment to all pilot participants and provide guidance on the new pricing system.From July 2026 to July 2027, the system will be tested in practice to monitor demand changes, customer behaviour, and electricity sales revenue, and to study necessary adjustments to the tariff structure.The ministry will study expanding the two-part tariff to more customer groups from August 2027.Vietnam Electricity (EVN) will be responsible for proposing the pricing and submitting it to the ministry for implementation following the roadmap.At a conference on Monday, EVN General Director Nguyễn Anh Tuấn said the pilot should first be implemented for large customers who use at least 200,000 kWh per month and are connected at 22kV or higher. There will be around 7,000 such enterprises, who are also subject to DPPA. Residential customers will not be included at this stage due to the requirement to invest in new metering systems.In the initial phase, the mechanism will apply to large users without exception. Later, peak and off-peak pricing will ensure greater fairness, Minister of Industry and Trade Nguyễn Hồng Diên said.Most countries have already applied a two-part electricity tariff to encourage efficient energy use while easing the pressure to invest in new generation capacity and grid expansion.Nguyễn Huy Hoạch from the Institute of Energy said the mechanism will ensure fairness for industrial and commercial users.Energy expert Ngô Đức Lâm said two-part pricing is necessary to implement DPPA and move towards a competitive electricity market. — VNS

Photo vneconomy.vn</td></tr></tbody></table></figure>HÀ NỘI — Việt Nam is reaping the rewards of fiscal prudence, with public debt figures falling sharply over the past five years, offering breathing room for the State budget and signalling improved financial security.According to a newly released report from the Ministry of Finance, the country’s public debt has dropped from 55.9 per cent of GDP in 2020 to just 34 per cent in 2024 — well below the statutory ceiling.The national public debt report for the 2020–24 period reveals that government debt accounted for 31.8 per cent of GDP in 2024, a significant reduction from 49.9 per cent in 2020.Government-guaranteed debt declined to 2.2 per cent, while local government debt held steady at approximately 0.6 per cent of GDP.The Ministry of Finance attributed this shift to tighter fiscal discipline and improved debt management by the State. Beyond the overall reduction, the report noted a clear slowing in public debt growth, laying a more stable foundation for budgetary balance.External borrowing has also been curbed. The country’s foreign debt-to-GDP ratio dropped from 47.9 per cent in 2020 to 27.9 per cent in 2024, further reducing reliance on overseas loans and enhancing national financial security.The pressure of debt servicing has eased as well.The Government’s debt repayment obligations fell from 21.2 per cent of State budget revenue in 2020 to 18.9 per cent in 2024. This ratio is considered a key indicator of repayment pressure, and maintaining a low and downward trend is seen as vital for long-term fiscal sustainability.However, the report also noted that the country's foreign debt repayment obligation compared to the export turnover of goods and services recorded an increasing trend from 5.7 per cent in 2020 to 7.8 per cent in 2024.Although this increase has not created much pressure, it reflects the fact that Việt Nam needs to continue to promote exports and maintain a stable trade balance to ensure room for debt repayment in the long term. — BIZHUB/VNS

These include corporations, companies, enterprises, cooperatives, People’s credit funds, non-public service units, associations, individual non-agricultural, forestry and fishery production and business establishments, religious and belief establishments&nbsp;and branches and representative offices of foreign enterprises and non-governmental organisations operating in Việt Nam.The census will gather data across five key categories: unit identification and classification; production and business conditions such as labour, assets and capital sources; performance indicators including products, revenue and costs; the extent of science and technology application, digital economy and e-commerce; and in-depth thematic information for policy-making and analysis.For the first time, Việt Nam will integrate existing administrative data sources and apply information technology throughout the entire census process –&nbsp;from data collection to processing and synthesis. This approach is expected to reduce operational costs, enhance efficiency&nbsp;and ensure the accuracy and transparency of the final results.Information collection will be conducted in two phases.Phase 1, from&nbsp;January 5 to March 31, 2026, will focus on individual non-agricultural, forestry and fishery production and business establishments, cooperatives&nbsp;and religious and belief establishments.Phase 2, from 1 April to 31 August 2026, will survey enterprises, non-public service units, associations, unions, business establishments under administrative agencies and public service units, as well as foreign branches and non-governmental organisations.To oversee the effort, the Prime Minister will establish a central steering committee, which will coordinate the census nationwide with the involvement of the Ministry of Finance, Ministry of National Defence, Ministry of Public Security, Ministry of Home Affairs&nbsp;and local governments. Steering committees will also be set up at provincial and commune levels to ensure consistency and thorough implementation.Preliminary results are expected in January 2027, with full official data to follow in the third quarter of 2027. In the afternoon, the market rebounded into positive territory, though the gains were modest as leading stocks gradually lost momentum.At the close on Friday, the VN-Index finished at 1,584.95 points, up 3.14 points, or 0.2 per cent.Market breadth was slightly positive with 177 gainers and 155 decliners. Liquidity rose 11.3 per cent from the previous session to VNĐ49.1 trillion (approximately US$1.87 billion).Meanwhile, the VN30-Index dropped 5.77 points, or 0.33 per cent, to 1,729.08 points. Within the VN30 basket, there were 18 decliners, 11 gainers and one stock that ended flat.Vingroup shares rose 1.7 per cent and VPBank gained 2.1 per cent, despite both experiencing mild corrections during the session. Since the beginning of August, VIC and VPB have accumulated gains of 11 per cent and 15 per cent respectively, with some sessions hitting the ceiling.Aside from these two large-cap stocks, the blue-chip group saw rather negative movements. The market’s focus continued to shift towards mid-cap stocks. All 15 stocks that hit their ceiling prices on HoSE today were outside the VN30 basket, with notable names including PDR, CII, PVD, HAG and GEE. Accordingly, investment funds are allowed to pre-negotiate the right to purchase new shares in the next rounds of capital calls of start-ups. This not only creates flexibility in the investment structure, but also helps funds maintain their position and benefits in the next stages of business development.The decree also states specific regulations to standardise the organisational and operational model of innovative start-up investment funds.First, in terms of scale, each innovative start-up investment fund can include from two to a maximum of 30 investors contributing capital, and has no legal entity. This is a flexible model, suitable for the small scale and experimental nature of many venture capital funds in the early stages.Second, in terms of the investment ratio cap, the total capital a fund is allowed to invest in a start-up must not exceed 50 per cent of the start-up's charter capital after receiving investment. This regulation aims to restrict the fully dominance of investors and encourage start-ups to seek more diverse sources of capital.Third, cross-investment is prohibited. The decree strictly prohibits innovative start-up investment funds from contributing capital to another innovative start-up investment fund. This is a measure to avoid financial risks, avoid capital spirals and increase transparency in investment activities.As for operation, creative start-up investment funds are allowed to invest in innovative start-up SMEs; use convertible investment instruments; own the right to purchase shares in start-ups; and use idle capital to make term deposits or buy deposit certificates at banks approved by competent authorities.However, the funds are not allowed to lend commercially or guarantee loans; invest in listed securities, bonds, fund certificates on the stock market; or make profit commitments when raising capital from investors. These limits are put in place to protect the nature of venture capital as supporting innovation, rather than operating for financial profit or speculation.&nbsp;— BIZHUB/VNS

Plans are underway to expand this with scholarships and academic exchange programmes for Vietnamese scientists.Deputy Minister Long emphasised that science, technology and innovation are central to Việt Nam’s goal of becoming a high-income, developed nation by 2045. In the past six months, the MoST has submitted major legislative revisions to the National Assembly, including the newly passed Law on the Digital Technology Industry and amendments to key sector-related laws covering standards, product quality and atomic energy. A draft Law on Digital Transformation is also in the works for submission later this year.Along with these legal reforms, Việt Nam is pioneering the use of regulatory sandboxes, flexible legal frameworks that empower ministries and local governments to test and implement innovative solutions. This reflects a directive from the General Secretary that institutional reform must become a pillar of national competitiveness.As part of the country’s National AI Strategy, Việt Nam aims to bring AI knowledge and skills to all segments of society — not only Government officials, but also regular citizens and businesses. The event focused on unlocking the export potential of passion fruit, banana, pineapple, and coconut.According to the ministry, Việt Nam currently cultivates more than 50 fruit varieties across over 1.3 million hectares of farmland. However, only durian has surpassed the US$1 billion export milestone,reaching $2.3 billion in 2023 and $3.3 billion in 2024.Dragon fruit, which once crossed that threshold, fell to just $534 million last year.Deputy Minister Trần Thanh Nam noted that passion fruit, banana, pineapple, and coconut are expected to become the country’s next strategic export items. These fruits not only have substantial production capacity but also align with global consumption trends and increasingly strict import requirements.Together, these four fruit crops cover over 420,000 hectares and yield more than 6.3 million tonnes annually. Vietnamese bananas alone are grown on 161,000 hectares, generating nearly $380 million in exports in 2024 and placing Việt Nam among the world's top nine banana exporters. Vietnamese bananas are now available in key markets such as China, Japan, South Korea, Australia, the EU, and the US.Pineapples are cultivated on over 52,000 hectares, coconuts on nearly 202,000 hectares, and passion fruit on over 12,000 hectares. He noted that the global market is expected to grow at a compound annual rate of 6.3 per cent, underscoring vast export opportunities.Nguyên said Vietnamese pineapples are highly competitive, with products like DOVECO’s concentrated juice exported to more than 50 countries at premium prices.In some cases, Vietnamese products have even outperformed those from the US and Europe, strengthening Việt Nam’s global reputation.“To reach billion-dollar export status, the pineapple industry needs a clear and systematic strategy,” Nguyên said. “This includes expanding raw material areas, improving varieties, investing in irrigation, and applying advanced technologies to enhance yield and quality.
