Last year, the Vietnam Academy of Science and Technology (VAST) signed 51 international cooperation agreements at academy and affiliated-unit levels, focusing on such key areas as space technology, materials science, energy, data science, and environmental science.VAST is also implementing 45 cooperation tasks and preparing 57 new ones for 2026-29. These programmes have enabled Vietnamese scientists to access advanced research directions, improve their expertise, and gradually acquire and master new technologies.Last year, VAST hosted 27 international delegations, helping promote scientific cooperation and technology transfer, particularly in strategic technology fields. It also actively participated in international science organisations, contributing to Việt Nam’s greater engagement in global scientific programmes.Meanwhile, Vietnam National University, Hanoi (VNU), organised 93 international conferences, seminars, forums and lectures last year, attracting nearly 700 leading experts and scientists from around the world. These academic activities helped strengthen staff capacity, improve the quality of education and research, and raise VNU’s international standing.VNU has also been invited to join leading international alliances and networks in artificial intelligence and digital transformation, recognised as an equal partner in the global scientific community. One example is the AI Alliance Network, which brings together 17 international AI associations from 14 countries, with more than 7,000 members and partners.Despite these achievements, experts say international science and technology cooperation still falls short of current requirements. Many programmes and projects remain focused on academic exchanges and have yet to be closely linked to market needs. Financial and intellectual property protection mechanisms remain fragmented, while procedures for bringing in foreign experts and research equipment can be cumbersome.International cooperation should therefore shift decisively from signing agreements to building genuine domestic capacity in research and development (R&amp;D), talent, data, computing infrastructure, technology transfer and markets.Prof. Dr. Trần Hồng Thái, President of VAST, said the development of international scientific networks should be pursued through four closely linked lines of action.Vietnamese scientists should have more chances to work directly at global hubs where new knowledge and technologies are created. To truly master advanced technologies, Việt Nam can’t just receive finished products; it needs to get involved early in major international programmes, labs, and research facilities. This way, Vietnamese scientists can become active members of the global community shaping the technologies of the future.Vietnamese scientists should also be encouraged to join international scientific organisations and gradually take on leadership roles, contributing to agenda-setting, research priorities, initiatives, standards and decisions on the allocation of international scientific resources.Alongside sending Vietnamese researchers abroad for training and collaboration, Việt Nam should create favourable conditions for international scientists to work in the country, train local talent and jointly address specific scientific and technological challenges.This requires attractive funding mechanisms, research facilities and working conditions, as well as resources to recruit leading experts, ensure adequate laboratories and research teams, and streamline administrative procedures.Việt Nam should also take the initiative in organising international conferences, forums, scientific schools and specialised workshops. These events should focus on areas where Việt Nam has strengths or strategic needs, with the aim of developing joint research programmes, collaborative teams and long-term scientific initiatives, said the expert. — VNA/VNS

Links between research institutes, universities and businesses are still insufficient, while many research results have yet to be commercialised.The strategic technology programme itself also presents new implementation challenges.As the approach is being applied for the first time, mechanisms covering financing, commissioning, funding, contracting and programme management are still being refined.Some ministries and agencies have also faced difficulties in defining expected outputs, identifying core technologies, assessing investment efficiency and developing commercialisation plans. Việt Nam shifts Resolution 57 focus from policy to strategic technology products

Bringing the applicable provisions into a single document is expected to make it easier for telecommunications operators, inspection organisations, infrastructure providers and regulators to identify and apply the rules currently in force.Importantly, the consolidation does not introduce requirements beyond those already promulgated. Instead, it brings existing provisions together, reducing the risk of conflicting interpretations and helping improve transparency and enforcement.The move is also in line with the Government's broader push to decentralise and simplify administrative procedures and eliminate unnecessary requirements.Faster procedures, clearer responsibilitiesOne of the most notable aspects of the document is the incorporation of administrative reforms introduced under Circular No. 21/2026/TT-BKHCN.Under the updated procedure, within three working days of receiving a complete and valid application, the inspection organisation must notify the applicant in writing that the dossier has been accepted and provide information on the appraisal fee.Once the business has fulfilled its financial obligations, the appraisal and issuance of an inspection certificate must be completed within 11 working days.If shortcomings are identified in the dossier, the inspection organisation must clearly notify the business so that the necessary amendments can be made within eight working days. After the supplementary documents are received, the inspection certificate must be processed within a further five working days.The regulations also clarify the responsibilities of the parties if a business fails to complete its dossier within the prescribed period.Another provision sets a five-working-day deadline for payment of the appraisal fee from the date the business receives notification. Failure to pay within this period may result in the inspection organisation declining to carry out the appraisal.The clearer deadlines are expected to prevent applications from remaining unresolved for extended periods while placing greater responsibility on businesses to complete administrative procedures on time.The regulations also continue to encourage voluntary inspection of equipment that is not subject to mandatory inspection. Re-inspection is required when equipment's technical parameters are changed beyond permitted limits or when changes in surrounding construction conditions affect electromagnetic-field exposure safety.At the same time, businesses are not required to undergo re-inspection if equipment is modified within permitted technical parameters and continues to meet certified safety limits.The approach is intended to keep regulatory oversight proportionate to actual risks, protecting public safety without imposing unnecessary compliance costs on businesses.Digital infrastructure gets a regulatory boostBeyond its technical provisions, the consolidated document has broader implications for the development of Việt Nam's telecommunications sector.A clearer and more consistent inspection process can help businesses deploy networks more quickly by reducing administrative delays before equipment is put into operation. This, in turn, can support faster investment in next-generation telecommunications networks.The regulations also clarify the responsibilities of regulators, inspection organisations and businesses, while requiring inspection databases, public disclosure of relevant information and online updates of inspection and measurement results. These measures are expected to strengthen transparency and oversight while supporting digital transformation in State management.The framework is particularly relevant to the implementation of Politburo Resolution No. 57-NQ/TW, which identifies breakthroughs in science and technology, innovation and national digital transformation as key drivers of the country's development.Reliable telecommunications networks are fundamental to these goals. Digital government, the digital economy, smart cities, smart manufacturing and the Internet of Things all depend on infrastructure that is not only fast and widely accessible but also technically safe and reliable.Against this backdrop, inspection based on national technical regulations provides an important safeguard, helping ensure that equipment entering operation meets requirements for quality, safety and technical compatibility.As Việt Nam seeks to strengthen its digital capabilities, telecommunications infrastructure will remain a foundation for wider digital development.A modern, transparent and efficient inspection framework therefore goes beyond administrative reform. <figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/7/30/518261_5539660435028638_image.png" alt=""></figure></td></tr><tr><td>The eTax Mobile application on a mobile phone. — Photo baochinhphu.vn</td></tr></tbody></table></figure>HÀ NỘI — The tax sector is accelerating its digital transformation, adopting a modern management model powered by big data, artificial intelligence (AI) and electronic invoices to improve tax administration, streamline procedures and foster a more transparent business environment.The Politburo's Resolution 57-NQ/TW to promote breakthroughs in science, technology, innovation and national digital transformation has become a key driver behind the tax authority's efforts to modernise its operations.Rather than relying primarily on traditional administrative procedures, the sector is moving towards a data-centric model that applies advanced technologies to strengthen compliance management and enhance taxpayer services.Since the beginning of 2026, the Tax Department has rolled out a range of measures aimed at modernising revenue administration while placing taxpayers at the centre of its services.Digital transformation has continued to gather momentum, with the nationwide electronic invoice system operating stably, wider adoption of the eTax Mobile application and the introduction of the AI-powered 'Virtual Tax Assistant' chatbot to support household businesses and individual taxpayers.Tax Department deputy director Mai Sơn said the agency is working towards building a modern and intelligent tax administration system centred on data, with extensive application of AI and risk management.To achieve this goal, the department is placing particular emphasis on digital transformation governance, technology architecture, data governance and close coordination between tax administration and information technology.As part of this transformation, the tax authority has successfully deployed electronic invoices, including e-invoices generated from cash registers, across the country.It has also established a centralised taxpayer database, expanded digital applications throughout the entire tax administration process, operated an information portal for foreign service providers, phased out the lump-sum tax regime for household businesses in favour of self-declaration and self-payment, strengthened risk management systems and enhanced data connectivity with ministries, sectors and related organisations.Under the new model, electronic invoice data has become the central source of information for tax administration.The Tax Department plans to compare invoice data with taxpayers' financial transactions and other data sources to accurately determine tax obligations, conduct risk analysis and carry out inspections only where necessary.Once the legal framework is fully synchronised, the tax authority also plans to strengthen enforcement against online business activities that are not registered, declared or taxed.Institutional reform has become another important pillar supporting the implementation of Resolution 57.The combination of the revised Law on Tax Administration and the objectives outlined in Resolution 57 has laid the foundation for a modern and equitable tax management model built on big data and AI.Electronic administrative decisions and decisions automatically generated by digital systems have now been granted legal validity.This creates the basis for fully digital public services, an electronic tax administration built on centralised taxpayer databases and greater automation across tax operations.AI is expected to play an increasingly important role in taxpayer support, operational processing, inspections, sanctions, enforcement measures and automated tax refunds.The recognition of electronically generated administrative decisions also supports the implementation of Resolution 57 and Project 06, enabling individuals and businesses to transition from manual tax administration towards a model based on digital data, electronic invoices and electronic transactions.According to the Tax Department, the reforms are intended to promote fairness among business entities, protect taxpayers' legitimate rights and interests, and encourage household businesses to develop more transparently and sustainably within the private sector.At the same time, tax administration is shifting from a model that primarily relies on tax declarations to one driven by data analytics and risk assessment. An important factor behind this transition is stronger inter-agency cooperation.Data-sharing mechanisms between the Ministry of Finance, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Science and Technology and the State Bank of Vietnam have significantly improved the monitoring of financial flows, particularly in e-commerce and the digital economy.The effectiveness of the new approach is already reflected in tax revenue figures.During the first four months of 2026 alone, tax revenue from organisations and individuals engaged in e-commerce totalled nearly VNĐ114.2 trillion (US$4.3 billion), up 9 per cent from the same period a year earlier. — BIZHUB/VNS

A handful of localities have built credible folk culture databases; many others are barely paying attention.Patchy data standards are stoking fears that digitisation will strip folk forms of their “authenticity".Trần Hữu Sơn, former Vice President of the Vietnam Folk Arts Association, warned that folk culture is inseparable from its physical and spiritual setting. The search requires only bones that can be used for examinations at labs before the final results of the DNA identification process,” said Captain Nguyễn Văn Hùng, a political officer of the team.“All members of the team acknowledge the importance of the mission with honour and respect for the war martyrs. We make every effort to work quickly while handling the remains with care to achieve the best possible identification results,” he added.Lieutenant Colonel Nguyễn Thanh Liêm, head of the team, explained that the collection would require manual work to handle bone fragments from thousands of nameless graves.“We must identify teeth and dense bone fragments suitable for maternal-line genetic identification. But the cave collapsed after fierce bombings by the US-Saigon forces on April 25, 1969, burying many people.“It’s a tough job as landmines and unexploded ordnance have yet to be cleared, while the structure of the cave has weakened over the years," Ích said.The team initially discovered various belongings of the fallen soldiers, including sandals, raincoats, pieces of parachute cloth, unfused shells and cartridges scattered in the cave.“We’ll do what we can to restore the names of all the war martyrs in the cave. They are now taking a far more proactive approach, placing residents at the centre of public service delivery,” he said.Following the historic merger of the former provinces of Phú Thọ, Vĩnh Phúc and Hòa Bình into the new Phú Thọ Province, the number of specialised administrative agencies across the province was reduced dramatically, from 91 to just 26.Alongside this streamlining, the management capacity of local officials has improved significantly.One of the most notable achievements during the first year has been the province's progress in administrative reform and digital transformation.Phú Thọ is now among the country's leading localities in operating commune-level Public Administration Service Centres while maintaining its green status on the national public service portal.The province has standardised more than 2,092 administrative procedures and successfully introduced a system allowing residents to submit applications regardless of their places of residence within the province.At the Public Administration Service Centre in Hùng Vương Ward, procedures related to land administration, business registration and civil matters have become considerably more convenient.Many appraisal procedures are now completed directly at the local level, with data integrated seamlessly into the provincial digital system.Residents can monitor the progress of their applications using QR codes or receive completed documents via postal services.As a result, more than 99 per cent of administrative applications in many localities are now processed on or ahead of schedule.Võ Miếu Commune resident&nbsp;Hà Thị Thu Hằng said administrative procedures are now explained much more clearly, while many applications can be submitted online, significantly reducing travel time and costs.Hà Văn Chúc, a resident of Minh Đài Commune, said that many people had initially worried that the abolition of district-level administration would make procedures more complicated."In reality, the opposite has happened," he said.Many procedures are processed more quickly, and officials provide much more thorough guidance."People are very supportive of the new model," he added.Closer to the peopleRather than simply waiting for residents to visit administrative offices, many local authorities have taken a more proactive approach by working directly within communities to identify and resolve issues before they escalate.Over the past year, the province has established 26 working groups that regularly visit communes and wards to address difficulties and gather feedback from communities.In Vân Phú Ward, officials have been instructed to maintain a thorough understanding of local conditions and resolve issues as close to the community level as possible, minimising administrative backlogs.Ward resident Nguyễn Văn Ninh said administrative procedures are now much simpler and faster than before, with officials providing detailed guidance and significantly reducing unnecessary intermediary steps.The same approach has proved effective in Mường Vang Commune.Formed through the merger of three former communes, Mường Vang is home to more than 20,900 people, nearly 98.5 per cent of whom belong to the Mường ethnic group.Mass organisations, village heads, respected community heads and Community Digital Technology Teams have all played an active role in raising public awareness, helping residents access digital public services and conveying local concerns to the authorities.As a result, many emerging issues have been resolved at an early stage.Between July 2025 and June 2026, the commune held 125 citizen reception sessions and successfully resolved all 56 petitions and complaints relating to social welfare, environmental issues and community livelihoods.During the same period, local authorities processed more than 3,400 administrative applications, all within the prescribed timeframe, achieving a 100 per cent public satisfaction rate.In the first six months of this year alone, the commune activated more than 13,600 Level-2 electronic identification accounts, equivalent to nearly 83 per cent of eligible residents.Quách Tuấn Phong, chairman of the People's Committee of Mường Vang Commune, said the success of the two-tier local government model in mountainous areas rests on public consensus and the strength of grassroots political institutions."When people have confidence in the authorities, Government policies can be implemented much more effectively," he said. Behind that paradox lies a labour market undergoing a profound shift.Currently, thousands of workers are needed on production lines, but there is a shortage of applicants.Recruiting is more difficult than ever, even though businesses are offering training from day one and are willing to sign direct contracts while providing full insurance and benefits. Some businesses have even raised salaries, increased allowances, improved the working environment and expanded the benefits on offer.The situation at PouYuen Company is a case in point.Earlier this year, the company posted advertisements to recruit over 4,000 workers, but it has not seen nearly enough applicants, despite the fact that no experience or skills are required.PouYuen’s trade union president Củ Phát Nghiệp said that, along with offering stable incomes, the firm would also provide benefits such as a 13th-month salary, 24/7 accident insurance, support for child care and shuttle buses. Yet these were still failing to attract candidates as expected.Lý Kim Chi, president of the HCM City Food and Foodstuff Association, said the reason was a change in mindset among job seekers.“The industrial production working environment is not attracting labourers, especially younger ones, who tend to prefer jobs in the gig economy, such as goods delivery, ride-sharing or freelancing, because they have more autonomy with working eight to 12-hour shifts in a factory,” Chi said.According to statistics from the city’s Job Service Centre, in the first half of this year, businesses needed 30,000 employees, but only 23,000 people were looking for jobs.This shortage is taking place amid a recovery in production and rising investment capital inflows into the southern region, placing greater recruitment pressure on businesses during the peak production period towards the end of the year.However, the labour market is not just lacking workers; it is lacking a specific type of employee.A survey by the city’s Job Service Centre shows that the labour shortage is uneven across occupations. While many technical fields are in need of workers, there is an oversupply of candidates for office jobs.Trần Anh Tuấn, vice president of the Vocational Training Association, said that the mismatch between labour supply and demand was partly due to training structures not keeping pace with economic development.In addition, more migrant workers are choosing to return to their hometowns, because they cannot afford the high costs of living in the city.Changing prioritiesSalary is no longer the sole measure of a good job.In the past, income was often the decisive factor for those seeking jobs. The strategy will improve job quality, strengthen training and boost skills for workers, especially groups affected by digital transformation, technology and industrial restructuring."Starting in 2027, the city will expand training programmes tailored to business demand in fields with strong demand for workers, such as precision mechanics, logistics, information technology and finance,” Tới said.“A new feature of this model is that businesses will participate in building training programmes, assessing skills and hiring workers after training, thus forming a seamless pipeline from training to employment, ensuring job opportunities for learners and better meeting the needs of the labour market," she said.Strengthening connections between management agencies, training institutions and businesses would contribute to narrowing the gap between training and practical needs, and create a foundation for employees to build long-term career development opportunities in a stable working environment, she added. — VNS &nbsp;

It will underpin Việt Nam's revived civilian nuclear power ambitions while helping the institute build toward a bigger name in international nuclear research, according to Trần Chí Thành, the institute director.Thành traced the country's nuclear vision back to the years just after independence, when leaders first identified atomic energy as strategically important.That thinking, he said, carries through to Politburo's Resolution 70, which maps out energy security through 2030 with a vision to 2045, and calls for wider peaceful use of nuclear technology across the economy.The path hasn't been straight. Lawmakers approved the Ninh Thuận 1 and Ninh Thuận 2 power plant projects back in 2009, settling on pressurised water and boiling water reactor designs, and VINATOM spent years researching the technology and safety questions involved.But in 2016, the programme was shelved.Work didn't stop, though. Through the pause, the institute kept building expertise – studying newer Generation III+ reactor designs and, increasingly, small modular reactors.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/7/9/514683_40.jpg" alt=""></figure></td></tr><tr><td>VINATOM director Trần Chí Thành at an international workshop on nuclear technology in Russia, September 2025. — VNA/VNS Photo</td></tr></tbody></table></figure>When Việt Nam's nuclear plans revived in late 2024, that groundwork became the foundation for VINATOM's current mandate: assessing reactor safety for large-scale plants – work that will feed directly into the Ninh Thuận projects, training the next generation of nuclear specialists and pushing forward its own small modular reactor designs for eventual domestic use.The institute has also kept up technical cooperation with the International Atomic Energy Agency on small reactors, nuclear safety and fuel research, Thành said.The applications go well beyond electricity, he added. Nuclear techniques already help diagnose and treat cancer, breed higher-yielding crops that resist pests, drought and salinity through induced mutation and test industrial equipment, infrastructure and microchips without damaging them.They're also used to track groundwater reserves, pollution and land subsidence, and increasingly, in defence and security work.Looking ahead, Thành said the institute's priorities flow from Politburo guidance on peaceful nuclear development and Decision 438, which lays out a strategy through 2035 with a further outlook to 2050.Alongside reactor physics and safety research to support new power plants, the priorities include expanding nuclear medicine and radiation technology, and broadening applications in agriculture, natural resources and the environment.Radiation monitoring, management of nuclear waste and spent sources and emergency response to radiation incidents will get particular attention, he said, alongside deeper research collaboration in fields such as neutron physics, radiation safety and radiobiology.Phạm Duy Hiển, a former VINATOM deputy director who also once led the Đà Lạt institute and helped bring its reactor back online in the 1980s, put it starkly: a research reactor, he said, is essential to the survival of the country's nuclear sector – a precondition, not an option, for expanding peaceful nuclear applications.Building out the sector, he added, demands patience and a long view, backed by steady investment in infrastructure and people.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/7/9/514690_42.jpg" alt=""></figure></td></tr><tr><td>Phước Dinh Commune in the south-central province of Khánh Hòa, part of the planned site for the Ninh Thuận 1 nuclear power plant. — VNA/VNS Photo</td></tr></tbody></table></figure>Among the institute's proudest achievements over the past half-century, Thành pointed to the development of targeted radiopharmaceuticals, which he said showcases its research strength in nuclear medicine and its promise for cancer care.Nuclear and isotope techniques have also sharpened the ability to track climate change impacts and to support sustainable farming, resource management and environmental protection, he said – while the Đà Lạt reactor's decades of safe operation have underpinned economic development all along.Now entering its next chapter, the institute says it aims to become the leading nuclear research and development centre not just at home but across the ASEAN region, push further onto the international stage. — VNS
