In 2026, construction and groundbreaking ceremonies were held for 121 schools in the remaining border communes.As of June 15 this year, among the 108 schools launched in 2025, one had been completed and put into operation, while the remaining 107 were under construction.Among the 100 centrally-funded schools, 11 were in the finishing stage and ahead of schedule; 54 had completed building the fundamental structures and remained on schedule; 29 were underway and facing a risk of delay; and six were behind schedule.For the schools launched in 2026, all 121 projects across 17 cities and provinces had officially commenced by March 19. Specifically, 110 schools had assigned investors, while 11 had yet to do so but had designated provincial project management boards to undertake preparatory work.At the same time, 48 schools (39.7 per cent) had completed site clearance and were ready for construction; 57 were undergoing site clearance; 16 were preparing for clearing ground; 13 projects had received approval; and four had begun construction.Reports from the Ministry of Education and Training (MoET) and local authorities indicated that delays and increases in investment costs were mainly caused by difficult terrain, geological and weather conditions, shortages of construction materials and labour, and sharp increases in the prices of fuel, labour and raw materials.In addition, some local leaders were at a loss during the implementation process and had not demonstrated sufficient responsibility or oversight, according to reports.Speaking at the meeting, Deputy PM Châu said: “This is not merely a school construction but a particularly important political task, a project of public trust and social welfare that contributes to strengthening national defence and security and safeguarding national border sovereignty.”He noted that special mechanisms were already in place, policies for schools and students had been issued, and capital funding had been allocated. They were urged to closely monitor construction sites and individual projects, with daily and weekly progress reports and immediate resolution of any emerging difficulties.The Deputy PM also requested that provincial People’s Committee chairpersons submit written commitments on project completion schedules to the MoET before June 22.Particular attention should be paid to the six delayed schools and the 29 school projects at risk of delay. Other major markets included the Republic of Korea (RoK) with 3,373 workers, China with 1,946, Singapore with 968, and Greece with 537, alongside several other destinations.To maintain and expand employment opportunities, the department actively pursued negotiations in the first half of the year to conclude agreements, memoranda of understanding (MOUs) and labour cooperation treaties with seven countries and territories.Notable progress was made in accessing high-income markets, including negotiations on an agreement with Saskatchewan Province in Canada, cooperation with Thuringia State in Germany, and an organised recruitment agreement with Russia.The department is also negotiating with Japan on the Employment for Skill Development (ESD) programme, discussing the deployment of skilled and technical workers to RoK, preparing to sign an MOU with Albania and revising the existing MOU with Taiwan (China).Alongside market expansion efforts, protecting the legitimate rights and interests of overseas workers has remained a top priority.The department has worked closely with Vietnamese labour management boards and diplomatic missions abroad to regularly monitor the situation of Vietnamese trainees and workers.Recruitment agencies have been instructed to promptly resolve cases involving occupational accidents and other risks, ensure full payment of wages and insurance benefits, and guide workers' families in accessing support from the Overseas Employment Support Fund.Amid increasingly complex global developments, the department has also closely monitored labour markets in the Middle East and stands ready to implement protection measures and ensure the safety of Vietnamese workers if necessary.Tuấn said inspections and supervision of recruitment enterprises had been conducted rigorously. Through seven specialised inspection missions during the first half of the year, the department issued seven administrative penalties totalling VNĐ635 million (US$24,300).The department also promptly handled 43 complaints and petitions related to the activities of both licensed and unlicensed labour export companies.For the second half of 2026, the Ministry of Home Affairs aims to meet its target of sending 112,000 workers abroad and is striving to raise the figure to 150,000.To achieve this goal, the department will implement five groups of key tasks through a series of coordinated and concrete measures.Priority will be given to institutional reforms, including finalising and promulgating amendments to several provisions of Law No. 69/2020/QH14 on Vietnamese guest workers, and proposing a strategy on overseas employment for Vietnamese workers through 2030, with a vision towards 2045.International negotiations will also be expanded to facilitate labour cooperation agreements with 14 countries and territories across Asia, Europe, the Americas and the Middle East.In terms of market development, while maintaining its presence in Japan, Taiwan (China) and RoK, the department plans to gradually increase the number of Vietnamese workers in high-income markets with favourable working conditions, particularly in Europe, such as Germany, and North America, including Canada.These efforts will be promoted through international conferences and labour cooperation forums. The department will also continue implementing cooperative projects, including employment information connectivity initiatives with the Japan International Cooperation Agency (JICA), and expand the implementation of the Japan-Vietnam Economic Partnership Agreement (EPA) programme to recruit candidates for the 14th cohort of nurses and care workers to Japan.Addressing the conference, Phạm Đình Lộc, General Director of the department, stressed that alongside its regular responsibilities, the agency would devote maximum resources to improving institutions and policy frameworks.The review and amendment of legal regulations, he said, would be closely aligned with practical realities and emerging management requirements, creating a safe and sustainable foundation for Việt Nam's overseas labour programme. — VNS

Could you elaborate on efforts to diversify distribution channels and expand digital sales for lychees this year?We began applying digital transformation to agricultural product sales, including lychees, in 2025.Through this process, we realised that alongside training farmers in lychee-growing areas, it is also important to equip young people in these communities with the skills to naturally tell their own stories about how they care for and cultivate lychees.Through these stories, consumers can better understand and appreciate the quality of the lychees produced by farmers in Bắc Ninh. — VNS

Many large technology companies, research and development centres and high-quality training institutions are concentrated in the capital, creating a unique competitive advantage that few other localities possess.However, alongside these positive results, practical development also shows that the city’s science, technology and innovation ecosystem has not yet fully realised its inherent potential.The city People's Council recently passed a resolution on a number of preferential policies to support the development of science and technology infrastructure, innovation and digital infrastructure.Under the resolution, Hà Nội will gain a mechanism to support investment, upgrading, renovation, repair and operation of scientific and technological infrastructure belonging to agencies and units in the area.This is an important solution to gradually form a modern network of research and innovation infrastructure, serving the needs of research, testing and technology development.The city will focus on research and development centres, key laboratories, technology incubators at universities, vocational education establishments, science and technology organisations and businesses.Supporting these will help improve research capacity and promote technology transfer and commercialisation of research results, thus creating products and services with high added value.Another policy will support the operation of the city's Technology Exchange, which is expected to help reduce initial investment costs, improve infrastructure exploitation and encourage the private sector to invest in high-tech fields.The resolution provides many direct support policies for the business community and science and technology organisations.Beneficiaries are numerous, including science and technology firms, science and technology organisations, innovation centres, intermediaries in the science and technology market and groups supporting creative start-ups.One of the policies of interest to the business community is support for preferential loans through the City Development Investment Fund, an important resource to help businesses deploy new investment projects in science and technology, innovation and digital infrastructure.Businesses also enjoy policies on exemption and reduction of land and property rent as well as tax incentives, according to the provisions of the Capital Law and related legal documents.Chip industry developmentThe capital city of Hà Nội aims to become the leading northern hub for the semiconductor industry by 2030.The target follows a five-year Plan 212/KH-UBND on developing the semiconductor industry in Hà Nội through 2030 which Vice Chairman of the Hà Nội People's Committee Trương Việt Dũng has signed.Under the plan, the city will serve as a centre for research, design and manufacturing of semiconductor integrated circuits; a destination for leading Vietnamese and regional semiconductor enterprises; and a pioneer in piloting new training models, fostering public-private partnerships, strengthening cooperation among universities, research institutes and businesses, and effectively leveraging international integration opportunities to support Việt Nam’s chip development strategy.The city will develop a skilled semiconductor workforce, focusing on improving the quantity and quality of trained personnel and gradually mastering key stages of semiconductor production.It aims to train at least 22,000 workers with university degrees or higher to serve the industry.Other targets include completing investment and development of the National Innovation Centre as well as a Semiconductor Research and Data Centre, both at Hòa Lạc Hi-Tech Park.A semiconductor talent training system will also be built from secondary school to postgraduate level to meet the industry's development needs.City authorities also aim to attract and help establish at least 20 enterprises specialising in integrated circuit design and semiconductor chip development for use in electronics manufacturing, electronic components and devices, telecommunications and information technology.The city will also support semiconductor firms in using land resources, while striving to attract at least one strategic investor and promote investment and international cooperation in the semiconductor industry. Our responsibility as public health leaders is to break that addiction.”Việt Nam continues to be recognised globally for strong leadership in tobacco control. At the World Health Assembly last week, a World No Tobacco Day Award was presented to Việt Nam’s Deputy Minister of Health, recognising the contributions of the Ministry of Health’s Department of Legislation, the Health Policy and Strategy Institute, the Poison Control Centre at Bạch Mai Hospital, and the Vietnam Tobacco Control Fund.There are promising signs that the ban on e-cigarettes and heated tobacco products is reducing youth use and resulting in fewer emergency cases and more enforcement. The initial cause was identified as the vessel having taken the wrong channel.Upon receiving the report, the Lạch Cờn Border Control Station deployed a rescue team comprising one motorised launch and four officers and soldiers. A fishing vessel, NA-70622-TS, belonging to Đậu Đình Hiệp, born in 1994 and residing in Đồng Tiến Quarter, Tân Mai Ward, Nghệ An Province, was also mobilised to assist. By about 11am the same day, authorities had successfully rescued TH-91969-TS, ensuring the safety of both crew and vessel.Earlier, on May 20, fishing vessel NA-73210-TS, captained by Phạm Văn Hiếu, born in 1984 and residing in Thân Ái Quarter, Quỳnh Mai Ward, was heading towards the inlet when it was struck by large waves and strong winds about one nautical mile from the inlet mouth. The vessel was thrown off course, lost control and was in danger of sinking. Officers and soldiers of the Quỳnh Phương Border Post co-operated to rescue and tow the vessel and all crew members safely to shore.The Lạch Cờn sea inlet is one of six major sea inlets in Nghệ An Province. Under Decision No 1053/QĐ-BNNMT issued in March 2026 by the Ministry of Agriculture and Environment, the Lạch Cờn channel is one of five designated storm-shelter anchorages for eligible fishing vessels in 2026. The anchorage has a water depth ranging from 1.2 to 5 metres, a channel length of 1,200 metres, a capacity of 500 fishing vessels, and can accommodate vessels up to 31 metres in length. It is classified as a provincial-level anchorage within Nghệ An Province.Specialised authorities have assessed that the sea inlets of Lạch Cờn, Lạch Vạn and Lạch Thơi in Nghệ An Province have particularly complex channels due to sand silting. When tides rise in combination with strong offshore winds, conditions become hazardous and fishing vessels face a heightened risk of running aground. Therefore, local authorities and relevant agencies have advised fishermen to navigate along the correct channels, follow marker buoys and maintain a proper watch whenever entering sea inlets. — VNS

The city’s population is ageing rapidly, coupled with low and declining birth rates that are causing the ageing index to rise even faster.Experts believe that population ageing is having a broad impact on sectors ranging from social welfare to the labour market, health care and social services.Therefore, it is necessary to accurately identify and assess the challenges and develop appropriate solutions to ensure sustainable socio-economic development, maintain social security and improve people’s quality of life.Associate Professor Dr Bùi Thị An, chairwoman of the Hà Nội Women Intellectuals Association and director of the Institute of Resources, Environment and Community Development, told hanoimoi.vn that Việt Nam is entering a demographic transition period at one of the fastest rates in Asia.Since 2011, Việt Nam has officially entered the period of population ageing and is expected to become an aged population nation by 2026, An said.“Notably, Việt Nam is experiencing a situation of ‘getting old before getting rich’. The ageing rate is increasing but social security, economic accumulation, and support systems are insufficient to meet new needs,” said An. “In Hà Nội alone, the rate of population ageing is faster than the national average.”However, instead of viewing the elderly as a burden on society, many countries have been tapping into opportunities offered by the silver economy, a potential market built around the needs and capabilities of older people, she said.Việt Nam, in general, and Hà Nội in particular, has the opportunity to transform the challenge of an ageing population into a key driver of economic growth if appropriate strategies are developed and the potential is properly utilised.The expert said the silver economy is an economic ecosystem designed to serve and harness the potential of older people, helping them become not only consumers but also a productive force.The main pillars of the silver economy include health care, long-term care and elderly services; technologies supporting older people, such as health and wellness technology and smart homes; finance and retirement insurance; tourism, culture and entertainment for the elderly; employment and the development of a knowledge-based economy for older people.“Among these pillars, creating jobs and providing a knowledge-based economy is the most important,” said An.“The elderly are still capable of participating in knowledge-based economic activities such as consulting, teaching, or part-time work, thereby contributing not only to economic development but also maintaining their autonomy and self-worth.”Developing the silver economyAn innovative aspect of the silver economy model is the shift from a passive welfare mindset to a resource exploitation mindset, viewing the elderly not only as people needing care but also as a valuable resource contributing to socio-economic development.According to An, for Hà Nội to become a national centre for the silver economy, the city needs to implement solutions such as developing a network of elderly care facilities, building age-friendly cities and integrating silver economy elements into urban planning and development.Agreeing with this view, Deputy Director of the Hà Nội Department of Health Đinh Hồng Phong said that in the context of population ageing, the silver economy has become an irreversible trend aimed at meeting the needs of the elderly while contributing to economic growth.In particular, following the Party Central Committee's directive in Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection, care and improvement of people’s health, the city is focusing on piloting a daytime health care model for the elderly in communes and wards, which is expected to become operational in 2026, Phong said.Accordingly, the model will provide comprehensive daytime health care services for the elderly, including health monitoring and management, primary health care, rehabilitation and physical therapy, nutritional care, psychological and social counselling and support, cultural and recreational activities to improve mental well-being, the application of information technology, electronic health records and remote monitoring support.Hà Nội is prioritising the development of a diverse network of elderly care services based on community and home care, combined with a system of professional care facilities.At the same time, the city is promoting socialisation by creating mechanisms to encourage private-sector participation in developing the silver economy, especially in the fields of healthcare, rehabilitation and support services for the elderly, he said.Population ageing is a challenge, but also an opportunity for new development.When older people are well cared for and continue contributing to society, they become a resource for sustainable growth.Therefore, developing the silver economy has been identified as one of the city’s long-term directions to proactively adapt to the ageing population process, Phong said. — VNS &nbsp;

HÀ NỘI — Minister of Science and Technology Vũ Hải Quân has signed a decision approving the Việt Nam Research Excellence Fellowship (VREF) for the 2026–2030 period.VREF is designed to deliver on the Party’s guidelines, notably the Politburo’s Resolution 57-NQ/TW dated December 22, 2024, which targets breakthroughs in sci-tech, innovation and national digital transformation, as well as Resolution 71-NQ/TW dated August 22, 2025 on education and training development.Building a new generation of leading scientistsUnder the decision, PhD students are identified as a core research force directly contributing to breakthroughs in sci-tech and innovation. Investing in top-tier doctoral candidates is more than workforce development, but a high-stakes strategic bet to forge a cohort of world-class scientists and technologists who can power Việt Nam's long-term economic ambitions.The programme marks a sharp pivot from broad training support to targeted investment in research excellence. It concentrates resources on priority areas, especially strategic technologies, while ensuring balanced coverage across scientific disciplines.Selection will be transparent and fiercely competitive, with funding linked tightly to measurable deliverables. The scheme also encourages co-funding from enterprises and research organisations, deepens state-academia-industry ties, and broadens global collaboration.It will back outstanding PhD students pursuing high-impact studies, with strong preference for projects that master core technologies or spawn strategic tech products. The explicit goal is cultivating a generation of young scientists equipped with exceptional talent and true independent research capacity, thus boosting Vietnam’s technological self-reliance and national competitiveness.Roughly 100 top post-graduates are expected to be selected and funded each year. Priority slots go to those working directly on core technologies and strategic products, with the remainder for breakthrough studies in other fields.Output targets are rigorous: at least 60 per cent of results published in reputable international journals, at least 20 per cent involving intellectual property registration, and at least 15 per cent transferred, commercialised or applied in production and business.Funding of up to VNĐ1 billion per yearEligible candidates are those meeting strict criteria, including proposing projects either to master or to innovate core technologies tied to strategic products, or to conduct novel, high-potential research in other scientific domains. The host universities, research institutes and science-technology organisations must demonstrate sufficient personnel, facilities and management capacity.Both domestic and foreign scientists can act as supervisors or co-supervisors. Enterprises and other entities are actively encouraged to co-finance projects, collaborate on research, and drive application and commercialisation within legal bounds.Funding will draw primarily from the state budget via annual sci-tech and innovation allocations, supplemented by resources pooled from domestic and foreign enterprises and organisations.Each fellow can receive up to VNĐ1 billion (US$38,000) per year for a maximum of three years. In exceptional cases, projects may be extended by up to two years without additional state funding.Funds can be spent on direct research needs, including remuneration, materials and equipment, data and infrastructure, testing and processing services, scientific publications, conference participation, product development and technology validation, intellectual property registration and commercialisation, technology transfer, and international academic exchange, among other eligible expenses.Disbursement is strictly performance-based, tied to annual milestones. The city is accelerating digital literacy efforts to ensure all citizens can participate in the digital space. — VNS Photo Nguyễn Diệp</td></tr></tbody></table></figure>HCM CITY — HCM City has made history as the first locality in Việt Nam to officially promulgate a comprehensive digital data development strategy for the 2026–30 period, with a vision extending to 2035.The announcement was made during a quarterly review meeting earlier this week, chaired by Trần Lưu Quang, secretary of the municipal Party Committee.The meeting focused on the progress of Politburo Resolution No. 57 and key government digital projects Nos. 204 and 06.To fuel this digital evolution, the city has allocated VNĐ12.7 trillion (US$500 million) for 2026, representing 4.2 per cent of total budget expenditure.Of this amount, more than VNĐ9.5 trillion ($374 million) is dedicated to recurrent spending, while more than VNĐ3.1 trillion ($122 million) is earmarked for investment.Nguyễn Mạnh Cường, vice chairman of the municipal People’s Committee, said the city has already completed 16 out of 44 tasks assigned by the central government and 11 of its own 14 planned tasks for the first quarter.The city's digital economy is currently on a high-growth trajectory, with a target to contribute at least 30 per cent of the city's Gross Regional Domestic Product (GRDP) by the end of 2026.The city currently hosts 35 business incubators and innovation centres.Its startup ecosystem ranks among the top five in Southeast Asia.It is also positioned within the top 110 startup ecosystems globally.The ecosystem's total value is estimated between $7 billion and $7.5 billion.The city is home to nearly 30,000 information and communication technology (ICT) companies.These ICT firms account for 40 per cent of the national total.The city has piloted the commercialization of 54 technology products.These pilot projects have successfully attracted nearly VNĐ500 billion ($19.7 million) in investment.HCM City is also implementing aggressive talent attraction policies. New recruitment processes offer competitive monthly incomes ranging from VNĐ30 million to VNĐ100 million ($1,200–$4,000) for high-level experts, alongside increased autonomy for research organizations.Strategic initiatives are also underway to develop 12 inter-regional digital technology zones covering 1,000 hectares across the city.The city is also collaborating with global giants like AMD to bolster the semiconductor and AI industries.Efforts to streamline administration have seen the dossier digitisation rate reach nearly 88 per cent.Furthermore, the city has issued more than 12.7 million chip-based ID cards and 8.6 million electronic identification (eID) accounts.Under the "Digital Literacy for All" movement, it aims for 95 per cent coverage of the VNeID application to ensure that the transition to a digital society is inclusive for all residents. — VNS

Many localities have introduced context-specific mechanisms to accelerate technology transfer and application in production and business.HCM City’s Technology Exchange in a new phase has been redesigned to bring technologies closer to production. The platform has shifted from information provision to transaction facilitation, from broad connections to targeted matching, and from general support to full-cycle support. Each enterprise’s technology demand is tracked, advised and supported until tangible results are achieved.This transformation marks a significant step in strengthening intermediary infrastructure for the city’s science and technology market, promoting commercialisation of research outcomes and fostering an innovation ecosystem.Aiming to turn HCM City into a hub for science, technology and innovation in Southeast Asia, the municipal People’s Committee has approved a scheme to develop internationally accredited Centres of Excellence (CoE). The Institute of Nano Materials and Molecular Structure (INOMAR) under Việt Nam National University – HCM City was the first to join the scheme in June 2025, with funding of VNĐ85 billion (US$3.2 million). It has since merged with the Institute of Nanotechnology to form the Advanced Materials Technology Institute, operating under a university–research linkage model to support advanced research in new materials and nanotechnology.Last October, the Research and Development Centre at the Sài Gòn Hi-Tech Park was also approved to join the scheme, receiving nearly VNĐ96 billion to develop into a CoE in green transition and digital transformation. The centre focuses on highly applicable research serving enterprises and the market, including semiconductors, biotechnology, materials science and precision engineering–automation.Meanwhile, Cà Mau province is promoting its strengths in the marine economy, agriculture, aquaculture and eco-tourism by fostering a robust startup ecosystem. Vice Chairman of the provincial People’s Committee Nguyễn Minh Luân pledged to improve a transparent, enabling policy environment, reduce administrative barriers and encourage innovation with controlled risks.The province is investing in a comprehensive startup support system, with its Innovation and Startup Centre acting as a hub to connect entrepreneurs with experts and investors, supporting projects from ideation to incubation, acceleration and commercialisation.Promoting facilitating administrationAn Giang province is advancing digital governance by encouraging public officials to propose initiatives, improve procedures and enhance service delivery. Its “One agency, one initiative” campaign for this year requires each department and local authorities to register at least one initiative with clear objectives, measurable outputs and compliance with legal regulations. Each solution must include at least two measurable indicators and before-and-after data to ensure substantive impact.Similarly, Cần Thơ City has launched a comprehensive plan for implementing breakthroughs in science and technology development, innovation and digital transformation this year. The plan emphasises full digital transformation across three pillars – digital administration, digital economy and digital society with citizens and businesses at the centre. The city aims for 100 per cent of business-related administrative procedures to be fully conducted online, over 80 per cent of administrative transactions to be contactless, and complete digitisation of administrative records.Cần Thơ targets digital economy to account for at least 14.5 per cent of its GRDP, while promoting e-commerce, e-contracts and cashless payments to reach 80 per cent. In the field of digital society, it aims for 95 per cent of adults to have bank accounts and electronic health records, and for all general education schools to adopt digital management platforms and electronic transcripts.Chairing the Government’s second meeting this year on science, technology, innovation and digital transformation, Prime Minister Phạm Minh Chính stressed the need to identify the right tasks, assign the right people, ensure regular supervision, measure accurately, promptly address bottlenecks, and deliver tangible, effective results. <figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/4/1/493028_tnconc.jpg" alt=""></figure></td></tr><tr><td>Farmland at the foot of Bà Đen Mountain is planned for cassava, rubber and fruit trees, creating concentrated farming zones and improving land-use efficiency in Tây Ninh Province. — VNA/VNS Photo Minh Phú</td></tr></tbody></table></figure>TÂY NINH — Farmers in the southern province of Tây Ninh are improving incomes by applying technology, joining value chains and developing co-operative models.In Lộc Ninh Commune’s B4 Hamlet, Phạm Văn Toại’s softshell turtle farm reflects a shift in production thinking as he adopts new techniques.“Farming today does not rely only on labour, it requires technical skills and information,” Toại, 60, said.By applying proper processes, from water treatment to nutrition, his turtles grow well, face fewer diseases and generate stable income, he said.Besides adopting advanced techniques, farmers have linked with companies and co-operatives to develop value chains.The HCM City-based Chanh Viet Trading and Investment Joint Stock Company has linked with thousands of farmers in the province to develop a seedless lemon growing area of nearly 7,000ha, meeting export standards for demanding markets.Nguyễn Văn Hiển, the company’s chairman, said: “We aim to fully exploit product value while supporting farmers with both techniques and product purchasing.”The company has invested in production and deep processing to improve value, he said.Farmers who link with companies have achieved higher efficiency.Võ Thị Thu Thảo, who has grown sugarcane in Thạnh Bình Commune for more than 21 years, has linked with a company, a move that improved efficiency thanks to its support in supplying materials, transferring techniques and promoting mechanisation.Mechanisation, especially drones for spraying, has reduced labour costs, saved time and improved pest control while ensuring safety, she said.Her family cultivates 13ha of sugarcane, with average yields of more than 80 tonnes per hectare, she said.However, she added that to keep sugarcane a sustainable income source, enterprises should continue supporting farmers in developing new varieties and expanding mechanisation as labour becomes scarce and costs rise.Along with companies, co-operatives play an important role in reorganising production and improving value.The Thạnh Hòa Agricultural Service Co-operative in Thạnh Lợi Commune has more than 30ha of lemons from 15 members.
