They are now taking a far more proactive approach, placing residents at the centre of public service delivery,” he said.Following the historic merger of the former provinces of Phú Thọ, Vĩnh Phúc and Hòa Bình into the new Phú Thọ Province, the number of specialised administrative agencies across the province was reduced dramatically, from 91 to just 26.Alongside this streamlining, the management capacity of local officials has improved significantly.One of the most notable achievements during the first year has been the province's progress in administrative reform and digital transformation.Phú Thọ is now among the country's leading localities in operating commune-level Public Administration Service Centres while maintaining its green status on the national public service portal.The province has standardised more than 2,092 administrative procedures and successfully introduced a system allowing residents to submit applications regardless of their places of residence within the province.At the Public Administration Service Centre in Hùng Vương Ward, procedures related to land administration, business registration and civil matters have become considerably more convenient.Many appraisal procedures are now completed directly at the local level, with data integrated seamlessly into the provincial digital system.Residents can monitor the progress of their applications using QR codes or receive completed documents via postal services.As a result, more than 99 per cent of administrative applications in many localities are now processed on or ahead of schedule.Võ Miếu Commune resident&nbsp;Hà Thị Thu Hằng said administrative procedures are now explained much more clearly, while many applications can be submitted online, significantly reducing travel time and costs.Hà Văn Chúc, a resident of Minh Đài Commune, said that many people had initially worried that the abolition of district-level administration would make procedures more complicated."In reality, the opposite has happened," he said.Many procedures are processed more quickly, and officials provide much more thorough guidance."People are very supportive of the new model," he added.Closer to the peopleRather than simply waiting for residents to visit administrative offices, many local authorities have taken a more proactive approach by working directly within communities to identify and resolve issues before they escalate.Over the past year, the province has established 26 working groups that regularly visit communes and wards to address difficulties and gather feedback from communities.In Vân Phú Ward, officials have been instructed to maintain a thorough understanding of local conditions and resolve issues as close to the community level as possible, minimising administrative backlogs.Ward resident Nguyễn Văn Ninh said administrative procedures are now much simpler and faster than before, with officials providing detailed guidance and significantly reducing unnecessary intermediary steps.The same approach has proved effective in Mường Vang Commune.Formed through the merger of three former communes, Mường Vang is home to more than 20,900 people, nearly 98.5 per cent of whom belong to the Mường ethnic group.Mass organisations, village heads, respected community heads and Community Digital Technology Teams have all played an active role in raising public awareness, helping residents access digital public services and conveying local concerns to the authorities.As a result, many emerging issues have been resolved at an early stage.Between July 2025 and June 2026, the commune held 125 citizen reception sessions and successfully resolved all 56 petitions and complaints relating to social welfare, environmental issues and community livelihoods.During the same period, local authorities processed more than 3,400 administrative applications, all within the prescribed timeframe, achieving a 100 per cent public satisfaction rate.In the first six months of this year alone, the commune activated more than 13,600 Level-2 electronic identification accounts, equivalent to nearly 83 per cent of eligible residents.Quách Tuấn Phong, chairman of the People's Committee of Mường Vang Commune, said the success of the two-tier local government model in mountainous areas rests on public consensus and the strength of grassroots political institutions."When people have confidence in the authorities, Government policies can be implemented much more effectively," he said. "Local administration must remain close to the people, understand their needs and genuinely serve their interests."Chairwoman of Lương Sơn Commune's Việt Nam Fatherland Front Committee Thúy Hòa said the new model is helping build a leaner, more efficient administration that better serves local communities."We are fully aware of that responsibility, which is why we devote considerable time to meeting residents and listening to their concerns," she said.&nbsp;— VNS

Behind that paradox lies a labour market undergoing a profound shift.Currently, thousands of workers are needed on production lines, but there is a shortage of applicants.Recruiting is more difficult than ever, even though businesses are offering training from day one and are willing to sign direct contracts while providing full insurance and benefits. Some businesses have even raised salaries, increased allowances, improved the working environment and expanded the benefits on offer.The situation at PouYuen Company is a case in point.Earlier this year, the company posted advertisements to recruit over 4,000 workers, but it has not seen nearly enough applicants, despite the fact that no experience or skills are required.PouYuen’s trade union president Củ Phát Nghiệp said that, along with offering stable incomes, the firm would also provide benefits such as a 13th-month salary, 24/7 accident insurance, support for child care and shuttle buses. Yet these were still failing to attract candidates as expected.Lý Kim Chi, president of the HCM City Food and Foodstuff Association, said the reason was a change in mindset among job seekers.“The industrial production working environment is not attracting labourers, especially younger ones, who tend to prefer jobs in the gig economy, such as goods delivery, ride-sharing or freelancing, because they have more autonomy with working eight to 12-hour shifts in a factory,” Chi said.According to statistics from the city’s Job Service Centre, in the first half of this year, businesses needed 30,000 employees, but only 23,000 people were looking for jobs.This shortage is taking place amid a recovery in production and rising investment capital inflows into the southern region, placing greater recruitment pressure on businesses during the peak production period towards the end of the year.However, the labour market is not just lacking workers; it is lacking a specific type of employee.A survey by the city’s Job Service Centre shows that the labour shortage is uneven across occupations. While many technical fields are in need of workers, there is an oversupply of candidates for office jobs.Trần Anh Tuấn, vice president of the Vocational Training Association, said that the mismatch between labour supply and demand was partly due to training structures not keeping pace with economic development.In addition, more migrant workers are choosing to return to their hometowns, because they cannot afford the high costs of living in the city.Changing prioritiesSalary is no longer the sole measure of a good job.In the past, income was often the decisive factor for those seeking jobs. When I find the right job, I will quit this temporary job," Khôi said.Many other university graduates have made the same choice as Khôi, demonstrating a significant shift in the labour market.According to experts, the change became clearer after the COVID-19 pandemic and more recent economic fluctuations. After witnessing businesses cut staff or scale back production, workers tend to consider their options more carefully before making each career decision.Closing the gapThe quality and adaptability of workers, and the connection between training and business needs, are becoming decisive factors.As the largest labour market in the country, HCM City is making adjustments to form a new covenant between the State, businesses, training institutions and workers.Meanwhile, digital transformation, automation and AI have dramatically changed the structure of work.The demand for workers with technological skills, the ability to operate smart systems and experience in a digital environment is increasing, while many low-skilled jobs are gradually being replaced by machines.According to Nguyễn Thụy Vũ, PhD, director of the HCM City Institute of Training and Advancement, the biggest challenge today is the gap between business requirements and the actual capabilities of workers.There is also a gap in expectations between employees and businesses regarding the working environment, income, benefits and development opportunities.“As the city promotes investment attraction in high technology, semiconductors, automation and green manufacturing, the need for highly skilled workers is increasingly urgent,” Vũ said.“If training fails to keep up with market demand or businesses do not effectively participate in the workforce development process, the risk of some employees being left behind is very clear," he said.According to Lương Thị Tới, deputy director of the HCM City Department of Home Affairs, the Labour and Employment Strategy for 2026-2030 aims to build a sustainable employment ecosystem. The strategy will improve job quality, strengthen training and boost skills for workers, especially groups affected by digital transformation, technology and industrial restructuring."Starting in 2027, the city will expand training programmes tailored to business demand in fields with strong demand for workers, such as precision mechanics, logistics, information technology and finance,” Tới said.“A new feature of this model is that businesses will participate in building training programmes, assessing skills and hiring workers after training, thus forming a seamless pipeline from training to employment, ensuring job opportunities for learners and better meeting the needs of the labour market," she said.Strengthening connections between management agencies, training institutions and businesses would contribute to narrowing the gap between training and practical needs, and create a foundation for employees to build long-term career development opportunities in a stable working environment, she added. — VNS &nbsp;

It will underpin Việt Nam's revived civilian nuclear power ambitions while helping the institute build toward a bigger name in international nuclear research, according to Trần Chí Thành, the institute director.Thành traced the country's nuclear vision back to the years just after independence, when leaders first identified atomic energy as strategically important.That thinking, he said, carries through to Politburo's Resolution 70, which maps out energy security through 2030 with a vision to 2045, and calls for wider peaceful use of nuclear technology across the economy.The path hasn't been straight. Lawmakers approved the Ninh Thuận 1 and Ninh Thuận 2 power plant projects back in 2009, settling on pressurised water and boiling water reactor designs, and VINATOM spent years researching the technology and safety questions involved.But in 2016, the programme was shelved.Work didn't stop, though. Through the pause, the institute kept building expertise – studying newer Generation III+ reactor designs and, increasingly, small modular reactors.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/7/9/514683_40.jpg" alt=""></figure></td></tr><tr><td>VINATOM director Trần Chí Thành at an international workshop on nuclear technology in Russia, September 2025. — VNA/VNS Photo</td></tr></tbody></table></figure>When Việt Nam's nuclear plans revived in late 2024, that groundwork became the foundation for VINATOM's current mandate: assessing reactor safety for large-scale plants – work that will feed directly into the Ninh Thuận projects, training the next generation of nuclear specialists and pushing forward its own small modular reactor designs for eventual domestic use.The institute has also kept up technical cooperation with the International Atomic Energy Agency on small reactors, nuclear safety and fuel research, Thành said.The applications go well beyond electricity, he added. Citizens are becoming increasingly familiar with using chip-embedded identity (ID) cards and the VNeID mobile application to carry out administrative procedures, make cashless payments, scan QR codes or look up information online.For many people, especially the young, smartphones are no longer simply a means of communication but have become a ‘digital wallet’ that supports many daily tasks.Remaining challengesAt the conference to review the first 1.5 years of implementing Resolution 57, held in Hà Nội on July 1, data from the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation showed that 84.8 per cent of the tasks laid out for the period had been completed.However, according to the committee’s deputy head Nguyễn Hải Ninh, the actual results are not entirely commensurate with the reported targets, with several tasks remaining on paper and not implemented.In many localities, elderly people and small businesses still have difficulties accessing digital platforms, from electronic identification and online public services to online tax declaration and payment.Many remote areas still experience electricity shortages or insufficient telecommunications coverage, which hinder the deployment of digital platforms. About 30 per cent of the terminal equipment used for work in localities still does not meet the minimum requirements for digital connection, hindering digital transformation at the grassroots level.Data and database development remains slow. The process typically costs between US$30,000 and $200,000 per design and can take 12 to 24 months.The new centre will operate under a Multi-Project Wafer (MPW) model, allowing multiple chip designs to share a single fabrication run. The approach is expected to reduce prototyping costs, shorten development time and accelerate the commercialisation of 'Make in Vietnam' semiconductor products.According to the ministry, Việt Nam has around 60 chip design companies, 7,000 chip design engineers and 166 universities offering semiconductor-related programmes. Initial registrations indicate demand to prototype about 30,000 chips.The centre will support the entire semiconductor value chain, including design verification, prototyping, packaging, testing and technology transfer, while linking domestic organisations with international manufacturing and technology partners.Under the Government's roadmap, the State will fully subsidise prototyping costs during 2026-2027 to encourage participation by universities, research institutes and businesses. The centre will continue receiving funding through 2030 to expand its shared facilities before aiming to become a leading semiconductor prototyping hub in Southeast Asia.At the launch ceremony, the centre signed cooperation agreements with 19 domestic and international partners and established an advisory board of 21 semiconductor experts. — VNS

technology projects has been introduced for the first time under a newly-issued Government decree.The Decree No. 229/2026/NĐ-CP on the organisation and operation of the National Foundation for Science and Technology Development was issued on Thursday by the Government.Associate Professor Đào Ngọc Chiến, director of the National Foundation for Science and Technology Development, said risk management is embedded from the very beginning of the project selection process.Each proposed research project will undergo a risk assessment based on evaluations provided by scientific advisory councils.The decree also clearly defines the risk management responsibilities of organisations and individuals undertaking science and technology projects funded or commissioned by the foundation, as well as the foundation's own risk management obligations.Specifically, when the foundation receives reports from host organisations or project leaders regarding emerging risks in funded or commissioned projects, it is required to conduct ad hoc inspections and assessments to evaluate response capabilities, mitigate consequences, and determine the causes and extent of the risks involved.If evidence of fraud or deliberate legal violations is detected during project implementation, the foundation will report the matter and recommend that the competent authorities take action in accordance with the law."Our guiding principle is to accept risks in a controlled manner," Chiến said.Where a project fails to achieve its intended outcomes, organisations or individuals that have complied with professional procedures, management regulations and transparency requirements may be exempt from administrative liability, and funding will not be reclaimed under current regulations.Chiến also added that one of the decree's key features is its clearer definition of the foundation's operating model as an independent science and technology funding body that functions transparently and competitively in line with international standards.He said the foundation's operations have also been redesigned to enhance autonomy while linking decision-making authority with accountability.Funding, commissioning and support activities will be carried out through independent expert evaluations, ensuring academic freedom, objectivity, openness and transparency, while upholding scientific integrity and professional ethics in research and technological development.Another major reform introduced by the decree is a new financial mechanism that grants the foundation greater operational autonomy by shifting from input-based management to an output-oriented funding model.The decree also sets out provisions to support initiatives aimed at strengthening the country's science and technology capacity.Under the new regulations, the foundation will support the development of the national science and technology workforce through schemes for young scientists, postdoctoral researchers and doctoral candidates.It will also fund overseas research placements and short-term academic exchanges, invite distinguished international scientists to Việt Nam for scholarly collaboration, and provide assistance to outstanding young scientists and talented young engineers.Notably, the decree introduces support for research activities undertaken by leading scientists with outstanding achievements in scientific research and technological development, helping foster high-performing research groups and enhance national scientific and technological capabilities.Another new provision, set out in Article 19 of Chapter IV on support for strengthening national science and technology capacity, stipulates that the foundation will finance technology validation activities for technologies derived from scientific research outcomes, patents, technical solutions, technology prototypes and transferred technologies requiring validation under Vietnamese conditions.The objective is to assess their scientific and technical feasibility, complete validation data and ensure that technologies have reached the required level of readiness for further development or commercial transfer.He said that technology validation support represents a crucial transitional stage for promising research ideas that have yet to become fully developed products.“Assistance in refining technologies and evaluating their practical applications will enable research outcomes to reach the market more effectively and facilitate the establishment of technology-based start-ups,” he said. — VNS

In 2026, construction and groundbreaking ceremonies were held for 121 schools in the remaining border communes.As of June 15 this year, among the 108 schools launched in 2025, one had been completed and put into operation, while the remaining 107 were under construction.Among the 100 centrally-funded schools, 11 were in the finishing stage and ahead of schedule; 54 had completed building the fundamental structures and remained on schedule; 29 were underway and facing a risk of delay; and six were behind schedule.For the schools launched in 2026, all 121 projects across 17 cities and provinces had officially commenced by March 19. Specifically, 110 schools had assigned investors, while 11 had yet to do so but had designated provincial project management boards to undertake preparatory work.At the same time, 48 schools (39.7 per cent) had completed site clearance and were ready for construction; 57 were undergoing site clearance; 16 were preparing for clearing ground; 13 projects had received approval; and four had begun construction.Reports from the Ministry of Education and Training (MoET) and local authorities indicated that delays and increases in investment costs were mainly caused by difficult terrain, geological and weather conditions, shortages of construction materials and labour, and sharp increases in the prices of fuel, labour and raw materials.In addition, some local leaders were at a loss during the implementation process and had not demonstrated sufficient responsibility or oversight, according to reports.Speaking at the meeting, Deputy PM Châu said: “This is not merely a school construction but a particularly important political task, a project of public trust and social welfare that contributes to strengthening national defence and security and safeguarding national border sovereignty.”He noted that special mechanisms were already in place, policies for schools and students had been issued, and capital funding had been allocated. Through seven specialised inspection missions during the first half of the year, the department issued seven administrative penalties totalling VNĐ635 million (US$24,300).The department also promptly handled 43 complaints and petitions related to the activities of both licensed and unlicensed labour export companies.For the second half of 2026, the Ministry of Home Affairs aims to meet its target of sending 112,000 workers abroad and is striving to raise the figure to 150,000.To achieve this goal, the department will implement five groups of key tasks through a series of coordinated and concrete measures.Priority will be given to institutional reforms, including finalising and promulgating amendments to several provisions of Law No. 69/2020/QH14 on Vietnamese guest workers, and proposing a strategy on overseas employment for Vietnamese workers through 2030, with a vision towards 2045.International negotiations will also be expanded to facilitate labour cooperation agreements with 14 countries and territories across Asia, Europe, the Americas and the Middle East.In terms of market development, while maintaining its presence in Japan, Taiwan (China) and RoK, the department plans to gradually increase the number of Vietnamese workers in high-income markets with favourable working conditions, particularly in Europe, such as Germany, and North America, including Canada.These efforts will be promoted through international conferences and labour cooperation forums. At the World Health Assembly last week, a World No Tobacco Day Award was presented to Việt Nam’s Deputy Minister of Health, recognising the contributions of the Ministry of Health’s Department of Legislation, the Health Policy and Strategy Institute, the Poison Control Centre at Bạch Mai Hospital, and the Vietnam Tobacco Control Fund.There are promising signs that the ban on e-cigarettes and heated tobacco products is reducing youth use and resulting in fewer emergency cases and more enforcement. Tobacco tax reforms are also expected to have a major impact.WHO estimates that by 2031, these reforms could help 2.1 million people quit or avoid smoking and prevent around 700,000 premature deaths in the coming decades.“Việt Nam has made significant progress and positioned itself as a leader in tobacco control. Now is the time to go further and lock in these gains,” Dr Pratt said.In revisions to the Tobacco Harm Control Law in 2026, Việt Nam has the opportunity to fully reflect the ban on e-cigarettes in the law, including a comprehensive ban on parts, components and related products, such as nicotine pouches. On tobacco, Việt Nam should ban point-of-sale displays, strengthen pack warnings, remove designated indoor smoking areas and enforce smoking bans.Dr Pratt welcomed the idea of a 'smoke-free generation' of youth without tobacco or nicotine addiction.“This would be a very bold and ambitious step, but we must remember that children and youth will have the best chance of growing up nicotine and tobacco-free if e-cigarettes and related products are also comprehensively banned, and proven tobacco measures are put in place.“Protecting young people from tobacco and nicotine-related harms must remain a national priority.
