HÀ NỘI — Minister of Science and Technology Vũ Hải Quân has signed a decision approving the Việt Nam Research Excellence Fellowship (VREF) for the 2026–2030 period.VREF is designed to deliver on the Party’s guidelines, notably the Politburo’s Resolution 57-NQ/TW dated December 22, 2024, which targets breakthroughs in sci-tech, innovation and national digital transformation, as well as Resolution 71-NQ/TW dated August 22, 2025 on education and training development.Building a new generation of leading scientistsUnder the decision, PhD students are identified as a core research force directly contributing to breakthroughs in sci-tech and innovation. Investing in top-tier doctoral candidates is more than workforce development, but a high-stakes strategic bet to forge a cohort of world-class scientists and technologists who can power Việt Nam's long-term economic ambitions.The programme marks a sharp pivot from broad training support to targeted investment in research excellence. It concentrates resources on priority areas, especially strategic technologies, while ensuring balanced coverage across scientific disciplines.Selection will be transparent and fiercely competitive, with funding linked tightly to measurable deliverables. The scheme also encourages co-funding from enterprises and research organisations, deepens state-academia-industry ties, and broadens global collaboration.It will back outstanding PhD students pursuing high-impact studies, with strong preference for projects that master core technologies or spawn strategic tech products. The explicit goal is cultivating a generation of young scientists equipped with exceptional talent and true independent research capacity, thus boosting Vietnam’s technological self-reliance and national competitiveness.Roughly 100 top post-graduates are expected to be selected and funded each year. Priority slots go to those working directly on core technologies and strategic products, with the remainder for breakthrough studies in other fields.Output targets are rigorous: at least 60 per cent of results published in reputable international journals, at least 20 per cent involving intellectual property registration, and at least 15 per cent transferred, commercialised or applied in production and business.Funding of up to VNĐ1 billion per yearEligible candidates are those meeting strict criteria, including proposing projects either to master or to innovate core technologies tied to strategic products, or to conduct novel, high-potential research in other scientific domains. The host universities, research institutes and science-technology organisations must demonstrate sufficient personnel, facilities and management capacity.Both domestic and foreign scientists can act as supervisors or co-supervisors. Enterprises and other entities are actively encouraged to co-finance projects, collaborate on research, and drive application and commercialisation within legal bounds.Funding will draw primarily from the state budget via annual sci-tech and innovation allocations, supplemented by resources pooled from domestic and foreign enterprises and organisations.Each fellow can receive up to VNĐ1 billion (US$38,000) per year for a maximum of three years. In exceptional cases, projects may be extended by up to two years without additional state funding.Funds can be spent on direct research needs, including remuneration, materials and equipment, data and infrastructure, testing and processing services, scientific publications, conference participation, product development and technology validation, intellectual property registration and commercialisation, technology transfer, and international academic exchange, among other eligible expenses.Disbursement is strictly performance-based, tied to annual milestones. New recruitment processes offer competitive monthly incomes ranging from VNĐ30 million to VNĐ100 million ($1,200–$4,000) for high-level experts, alongside increased autonomy for research organizations.Strategic initiatives are also underway to develop 12 inter-regional digital technology zones covering 1,000 hectares across the city.The city is also collaborating with global giants like AMD to bolster the semiconductor and AI industries.Efforts to streamline administration have seen the dossier digitisation rate reach nearly 88 per cent.Furthermore, the city has issued more than 12.7 million chip-based ID cards and 8.6 million electronic identification (eID) accounts.Under the "Digital Literacy for All" movement, it aims for 95 per cent coverage of the VNeID application to ensure that the transition to a digital society is inclusive for all residents. — VNS

Many localities have introduced context-specific mechanisms to accelerate technology transfer and application in production and business.HCM City’s Technology Exchange in a new phase has been redesigned to bring technologies closer to production. The platform has shifted from information provision to transaction facilitation, from broad connections to targeted matching, and from general support to full-cycle support. Each enterprise’s technology demand is tracked, advised and supported until tangible results are achieved.This transformation marks a significant step in strengthening intermediary infrastructure for the city’s science and technology market, promoting commercialisation of research outcomes and fostering an innovation ecosystem.Aiming to turn HCM City into a hub for science, technology and innovation in Southeast Asia, the municipal People’s Committee has approved a scheme to develop internationally accredited Centres of Excellence (CoE). The Institute of Nano Materials and Molecular Structure (INOMAR) under Việt Nam National University – HCM City was the first to join the scheme in June 2025, with funding of VNĐ85 billion (US$3.2 million). It has since merged with the Institute of Nanotechnology to form the Advanced Materials Technology Institute, operating under a university–research linkage model to support advanced research in new materials and nanotechnology.Last October, the Research and Development Centre at the Sài Gòn Hi-Tech Park was also approved to join the scheme, receiving nearly VNĐ96 billion to develop into a CoE in green transition and digital transformation. The centre focuses on highly applicable research serving enterprises and the market, including semiconductors, biotechnology, materials science and precision engineering–automation.Meanwhile, Cà Mau province is promoting its strengths in the marine economy, agriculture, aquaculture and eco-tourism by fostering a robust startup ecosystem. Vice Chairman of the provincial People’s Committee Nguyễn Minh Luân pledged to improve a transparent, enabling policy environment, reduce administrative barriers and encourage innovation with controlled risks.The province is investing in a comprehensive startup support system, with its Innovation and Startup Centre acting as a hub to connect entrepreneurs with experts and investors, supporting projects from ideation to incubation, acceleration and commercialisation.Promoting facilitating administrationAn Giang province is advancing digital governance by encouraging public officials to propose initiatives, improve procedures and enhance service delivery. Its “One agency, one initiative” campaign for this year requires each department and local authorities to register at least one initiative with clear objectives, measurable outputs and compliance with legal regulations. Each solution must include at least two measurable indicators and before-and-after data to ensure substantive impact.Similarly, Cần Thơ City has launched a comprehensive plan for implementing breakthroughs in science and technology development, innovation and digital transformation this year. The plan emphasises full digital transformation across three pillars – digital administration, digital economy and digital society with citizens and businesses at the centre. The city aims for 100 per cent of business-related administrative procedures to be fully conducted online, over 80 per cent of administrative transactions to be contactless, and complete digitisation of administrative records.Cần Thơ targets digital economy to account for at least 14.5 per cent of its GRDP, while promoting e-commerce, e-contracts and cashless payments to reach 80 per cent. In the field of digital society, it aims for 95 per cent of adults to have bank accounts and electronic health records, and for all general education schools to adopt digital management platforms and electronic transcripts.Chairing the Government’s second meeting this year on science, technology, innovation and digital transformation, Prime Minister Phạm Minh Chính stressed the need to identify the right tasks, assign the right people, ensure regular supervision, measure accurately, promptly address bottlenecks, and deliver tangible, effective results. Justice is rolling out a broad package of measures to advance the comprehensive digital transformation, as the shift to digital becomes an inevitable trend and a key driver of socio-economic development, improved national governance and better services for citizens and businesses.The move is aimed at the robust implementation of the Politburo's Resolution 57.Deputy Director of the ministry’s Information Technology Department Phạm Đức Dụ said the ministry has recognised the strategic importance of digital transformation and, in line with Party and State policy, has established a steering committee for the development of science and technology, innovation and digital transformation.The committee is chaired by the Party Committee Secretary and Minister of Justice Nguyễn Hải Ninh.A set of operating regulations has also been issued to ensure disciplined and consistent implementation.The steering committee meets weekly to push forward digital transformation across the justice sector and to promptly implement key directives and conclusions from central and Government-level steering bodies.On the institutional front, the ministry has promulgated a series of key documents providing the foundation and direction for IT application and digital transformation in the justice sector for the next five years.These include the ministry’s Digital Transformation Strategy through 2030, a data strategy to implement tasks assigned under Government Resolution 214/NQ-CP, the Government’s action plan on data creation for comprehensive digital transformation and version 4.0 of the ministry’s Digital Architecture Framework.Infrastructure supporting digital transformation has been centrally and uniformly deployed at the ministry’s Data Centre, gradually meeting nationwide requirements for IT applications.The ministry is also migrating systems to cloud infrastructure to enable scalable expansion and flexible adoption of new technologies.Information system security is being implemented under a four-layer model in line with the Prime Minister's Directive 14/CT-TTg on strengthening cybersecurity to improve Việt Nam’s global rankings.Early resultsThe ministry has completed the national electronic civil status database, which now stores more than 145 million records.These include over 84 million birth registrations, 25 million marriage registrations, 15 million death registrations, 19 million records of marital status certificates and two million other records.Its data has also been integrated with national, sectoral and local databases, such as the National Population Database, the insurance database, the National Integrated Database at the National Data Centre and provincial administrative procedure information systems.“These links have significantly facilitated administrative procedures, allowing citizens to avoid submitting paper documents for information already available in the system,” Dụ said.The electronic civil status database is also the first database to publish its data in line with Government Resolution 66.7/2025/NQ-CP.“This is a core platform enabling the ministry to successfully cut paperwork and simplify administrative procedures for millions of citizens,” Dụ said.Another highlight is the National Law Portal at <a href="https://ai.phapluat.gov.vn/">https://ai.phapluat.gov.vn/</a>.More than just a technological platform, it serves as a bridge connecting citizens and businesses with the legal system in a convenient, transparent and accessible manner, thus strengthening public trust and enhancing law enforcement capacity.Developed through a public–private partnership, the portal integrates existing legal information systems and databases with legal services provided by law firms.It offers practical, user-friendly features, including legal document systematisation and search, public consultation on draft legislation, reception and processing of feedback and recommendations, and AI-powered legal assistance.Part of the implementation of a Government-approved project on applying digital technology to handle feedback on legal documents, it also connects users with legal advisory services, provides legal aid for disadvantaged groups and supports businesses.The platform serves as an effective communication channel between the Government, ministries, local authorities, citizens and businesses in both lawmaking and enforcement, enabling users to submit feedback without complex procedures.“These efforts are not only about modernising the justice sector, but also contributing to national digital transformation goals and laying the groundwork for scientific and technological development and innovation,” Dụ added.Deputy Minister of Justice Nguyễn Thanh Tịnh said Resolution 57 identifies science and technology as the foundation, innovation as the objective, and digital transformation as a breakthrough solution to drive Việt Nam’s development in the next few years.“This is a highly appropriate policy,” Tịnh said.The justice ministry is committed to making practical and effective contributions to building and refining the institutional framework for implementing Resolution 57, he added.A centralised administrative procedure system for the justice sector has aheadDespite these achievements, Dụ acknowledged several challenges.The ministry’s IT infrastructure remains uneven, with some systems built on outdated technologies. Servers, transmission capacity and equipment have yet to meet the demands of big data processing.Meanwhile, cybersecurity risks and data breaches are increasing, while early warning and monitoring systems remain incomplete.Digital capabilities are also uneven, with some officials lacking proficiency in digital skills. All have met requirements on registration, inspection and licensing, and have installed vessel monitoring systems (VMS), a key tool to enhance oversight of offshore activities.Lieutenant Colonel Đặng Văn Long, Deputy Commander of the Nhật Lệ Border Guard Station, said that border guards have tightened checks from the moment vessels leave port.He added that vessels losing VMS signals must report to shore at least six hours in advance for monitoring and handling in line with regulations.At fishing ports and anchorage areas, departure conditions are strictly controlled. Vessel owners must complete all required procedures and ensure VMS devices operate continuously, while maintaining accurate fishing logs.A 24/7 monitoring system allows authorities to track vessels’ positions and movements in real time. Any abnormal signs, such as signal loss or risks of encroaching into unauthorised waters, are promptly addressed through warnings or preventive measures.In addition to managing vessels within the locality, Quảng Trị has strengthened coordination with other provinces to supervise boats operating beyond its jurisdiction, particularly those docking or operating in neighbouring areas.Trần Hải, Vice Chairman of the People’s Committee of Bắc Trạch Commune, said local authorities have asked other localities to coordinate closely in managing such vessels, ensuring those that fail to meet offshore requirements remain docked to prevent violations.Vice Chairman of the Provincial People’s Committee Lê Văn Bảo affirmed that the entire fleet is now under control in terms of routes, fishing grounds and anchorage locations, including vessels operating outside the province.These efforts have helped prevent local vessels from infringing foreign waters – a key factor behind the EC’s warning, while raising fishermen’s awareness and compliance with legal regulations.Local authorities stressed that alongside technical measures, communication and legal education have played an important role. Training sessions and dialogues have improved fishermen’s understanding of regulations and the risks associated with IUU fishing.In the time ahead, Quảng Trị will continue identifying strict fleet management as a core solution, while maintaining inspections, promoting technology application and enhancing inter-agency and inter-provincial coordination.With consistent and effective measures, the province is working with the rest of the country towards removing the IUU “yellow card” and developing a sustainable and responsible fisheries sector. However, he noted that current efforts have largely focused on building the organisational structure and legal framework.He emphasised that two tasks must proceed in parallel: continuing to finalise the legal and institutional framework, infrastructure and human resources, and launching concrete initiatives that can contribute to economic activities.To that end, the Deputy PM directed the Ministry of Finance (MoF) to work with the Government Office to promptly organise a meeting with relevant ministries to finalise and approve the operational regulations for the centre. Once consensus is reached, the regulations should be issued without delay.Regarding the governing council’s 2026 work plan, Bình asked the MoF to incorporate feedback from parties and particularly from HCM City and Đà Nẵng in order to complete the plan. The two cities, he said, should then develop their own operational plans based on the overall framework. He also called on local authorities to introduce at least one concrete initiative or activity each month to demonstrate progress.The principle is to prioritise feasible initiatives first, such as agricultural exchanges and traditional services that meet immediate market demand, while more complex areas like fintech and regulatory sandboxes continue to be studied, he said. HCM City, for instance, is preparing to launch a national agricultural trading platform where international buyers could directly trade Vietnamese products such as rice, durian and seafood instead of relying on fragmented transactions.With regard to policy mechanisms, the Deputy PM noted that the Government is preparing a decree to establish a regulatory framework for its management body. Exports to the Middle East account for less than 3 per cent of Việt Nam’s total export turnover, while the likelihood of a large-scale and prolonged ground campaign in Iran is considered relatively low.VinaCapital views the situation as a more intense version of last year’s “12-day conflict”, meaning tensions may last longer but mainly create a sharp yet short-term shock to global financial markets.The clearest impact on Việt Nam’s economy would come from higher oil prices. Since the beginning of the year, global oil prices have risen about 30 per cent, potentially pushing Việt Nam’s CPI inflation from around 2.5 per cent year-on-year to nearly 4 per cent in the coming months.However, fuel accounts for only about 4 per cent of Việt Nam’s CPI basket, while food and foodstuffs – largely produced domestically – make up nearly 36 per cent. As a result, the energy price shock is considered manageable, although higher transport and logistics costs may push up domestic prices.Higher oil prices could also weigh on GDP growth, as Việt Nam is a net energy importer with net imports equivalent to about 1 per cent of GDP relative to energy consumption. Nevertheless, the Government still has room to offset this impact through growth-supporting measures.The oil price surge may also be partly cushioned by plans from the Organization of the Petroleum Exporting Countries (OPEC) to raise output from April, while fuel inventories – particularly in China – are reportedly at multi-year highs.Meanwhile, a stronger US dollar and rising gold prices could put depreciation pressure on the Vietnamese đồng (VNĐ). Combined with higher inflation, this may push 12-month deposit rates up by 50–100 basis points this year to around 7 per cent per year.In a less favourable scenario where oil prices exceed US$100 per barrel, inflation could rise above 5 per cent and deposit rates climb beyond 7–8 per cent, while GDP growth may fall by about two percentage points.Higher energy costs would also hit household spending. Currently, Vietnamese households spend about 6 per cent of their total expenditure on petrol and gas. If oil prices rise by around 70 per cent, this share could exceed 10 per cent, forcing households to cut spending on other items.On the stock market, rising oil prices, shipping costs and interest rates may increase short-term volatility and widen sectoral divergence. Petroleum retailers, oil refiners, oilfield service firms, natural rubber producers, shipping and port operators, as well as fertiliser and gold businesses, may benefit.By contrast, fuel- and rate-sensitive sectors such as airlines, tourism and real estate could face pressure.Overall, VinaCapital analysts believed the impact of Middle East tensions on Việt Nam’s economy will likely remain short-term and moderate, while market fluctuations could create opportunities for long-term investors to accumulate stocks at more attractive valuations. — VNA/VNS
