FPT Corporation, together with other UAV manufacturers, is in charge of technical operations, providing technology solutions, UAV equipment, and flight control software systems.Earlier, the Ministry of Science and Technology (MoST) selected Điện Biên to implement the controlled pilot project for low-altitude economy development using UAV technology.As reported by the Government News, Deputy Minister of Science and Technology Bùi Hoàng Phương described the low-altitude economy as an emerging field with strong interdisciplinary characteristics and substantial development potential.He said Điện Biên was chosen both for its unique geographical conditions and for its potential to provide a pilot model that could be replicated elsewhere in Việt Nam.Phương noted that UAV technology had already been applied in many locations. Therefore, the project focuses not only on testing the technology itself but, more importantly, on developing practical application models and evaluating the effectiveness of integrating UAVs into economic activities, production and daily life. — VNS

The process typically costs between US$30,000 and $200,000 per design and can take 12 to 24 months.The new centre will operate under a Multi-Project Wafer (MPW) model, allowing multiple chip designs to share a single fabrication run. The approach is expected to reduce prototyping costs, shorten development time and accelerate the commercialisation of 'Make in Vietnam' semiconductor products.According to the ministry, Việt Nam has around 60 chip design companies, 7,000 chip design engineers and 166 universities offering semiconductor-related programmes. Initial registrations indicate demand to prototype about 30,000 chips.The centre will support the entire semiconductor value chain, including design verification, prototyping, packaging, testing and technology transfer, while linking domestic organisations with international manufacturing and technology partners.Under the Government's roadmap, the State will fully subsidise prototyping costs during 2026-2027 to encourage participation by universities, research institutes and businesses. The centre will continue receiving funding through 2030 to expand its shared facilities before aiming to become a leading semiconductor prototyping hub in Southeast Asia.At the launch ceremony, the centre signed cooperation agreements with 19 domestic and international partners and established an advisory board of 21 semiconductor experts. — VNS

technology projects has been introduced for the first time under a newly-issued Government decree.The Decree No. 229/2026/NĐ-CP on the organisation and operation of the National Foundation for Science and Technology Development was issued on Thursday by the Government.Associate Professor Đào Ngọc Chiến, director of the National Foundation for Science and Technology Development, said risk management is embedded from the very beginning of the project selection process.Each proposed research project will undergo a risk assessment based on evaluations provided by scientific advisory councils.The decree also clearly defines the risk management responsibilities of organisations and individuals undertaking science and technology projects funded or commissioned by the foundation, as well as the foundation's own risk management obligations.Specifically, when the foundation receives reports from host organisations or project leaders regarding emerging risks in funded or commissioned projects, it is required to conduct ad hoc inspections and assessments to evaluate response capabilities, mitigate consequences, and determine the causes and extent of the risks involved.If evidence of fraud or deliberate legal violations is detected during project implementation, the foundation will report the matter and recommend that the competent authorities take action in accordance with the law."Our guiding principle is to accept risks in a controlled manner," Chiến said.Where a project fails to achieve its intended outcomes, organisations or individuals that have complied with professional procedures, management regulations and transparency requirements may be exempt from administrative liability, and funding will not be reclaimed under current regulations.Chiến also added that one of the decree's key features is its clearer definition of the foundation's operating model as an independent science and technology funding body that functions transparently and competitively in line with international standards.He said the foundation's operations have also been redesigned to enhance autonomy while linking decision-making authority with accountability.Funding, commissioning and support activities will be carried out through independent expert evaluations, ensuring academic freedom, objectivity, openness and transparency, while upholding scientific integrity and professional ethics in research and technological development.Another major reform introduced by the decree is a new financial mechanism that grants the foundation greater operational autonomy by shifting from input-based management to an output-oriented funding model.The decree also sets out provisions to support initiatives aimed at strengthening the country's science and technology capacity.Under the new regulations, the foundation will support the development of the national science and technology workforce through schemes for young scientists, postdoctoral researchers and doctoral candidates.It will also fund overseas research placements and short-term academic exchanges, invite distinguished international scientists to Việt Nam for scholarly collaboration, and provide assistance to outstanding young scientists and talented young engineers.Notably, the decree introduces support for research activities undertaken by leading scientists with outstanding achievements in scientific research and technological development, helping foster high-performing research groups and enhance national scientific and technological capabilities.Another new provision, set out in Article 19 of Chapter IV on support for strengthening national science and technology capacity, stipulates that the foundation will finance technology validation activities for technologies derived from scientific research outcomes, patents, technical solutions, technology prototypes and transferred technologies requiring validation under Vietnamese conditions.The objective is to assess their scientific and technical feasibility, complete validation data and ensure that technologies have reached the required level of readiness for further development or commercial transfer.He said that technology validation support represents a crucial transitional stage for promising research ideas that have yet to become fully developed products.“Assistance in refining technologies and evaluating their practical applications will enable research outcomes to reach the market more effectively and facilitate the establishment of technology-based start-ups,” he said. — VNS

In 2026, construction and groundbreaking ceremonies were held for 121 schools in the remaining border communes.As of June 15 this year, among the 108 schools launched in 2025, one had been completed and put into operation, while the remaining 107 were under construction.Among the 100 centrally-funded schools, 11 were in the finishing stage and ahead of schedule; 54 had completed building the fundamental structures and remained on schedule; 29 were underway and facing a risk of delay; and six were behind schedule.For the schools launched in 2026, all 121 projects across 17 cities and provinces had officially commenced by March 19. Specifically, 110 schools had assigned investors, while 11 had yet to do so but had designated provincial project management boards to undertake preparatory work.At the same time, 48 schools (39.7 per cent) had completed site clearance and were ready for construction; 57 were undergoing site clearance; 16 were preparing for clearing ground; 13 projects had received approval; and four had begun construction.Reports from the Ministry of Education and Training (MoET) and local authorities indicated that delays and increases in investment costs were mainly caused by difficult terrain, geological and weather conditions, shortages of construction materials and labour, and sharp increases in the prices of fuel, labour and raw materials.In addition, some local leaders were at a loss during the implementation process and had not demonstrated sufficient responsibility or oversight, according to reports.Speaking at the meeting, Deputy PM Châu said: “This is not merely a school construction but a particularly important political task, a project of public trust and social welfare that contributes to strengthening national defence and security and safeguarding national border sovereignty.”He noted that special mechanisms were already in place, policies for schools and students had been issued, and capital funding had been allocated. They were urged to closely monitor construction sites and individual projects, with daily and weekly progress reports and immediate resolution of any emerging difficulties.The Deputy PM also requested that provincial People’s Committee chairpersons submit written commitments on project completion schedules to the MoET before June 22.Particular attention should be paid to the six delayed schools and the 29 school projects at risk of delay. Deputy PM stresses progress, quality in border commune school-building programme

Other major markets included the Republic of Korea (RoK) with 3,373 workers, China with 1,946, Singapore with 968, and Greece with 537, alongside several other destinations.To maintain and expand employment opportunities, the department actively pursued negotiations in the first half of the year to conclude agreements, memoranda of understanding (MOUs) and labour cooperation treaties with seven countries and territories.Notable progress was made in accessing high-income markets, including negotiations on an agreement with Saskatchewan Province in Canada, cooperation with Thuringia State in Germany, and an organised recruitment agreement with Russia.The department is also negotiating with Japan on the Employment for Skill Development (ESD) programme, discussing the deployment of skilled and technical workers to RoK, preparing to sign an MOU with Albania and revising the existing MOU with Taiwan (China).Alongside market expansion efforts, protecting the legitimate rights and interests of overseas workers has remained a top priority.The department has worked closely with Vietnamese labour management boards and diplomatic missions abroad to regularly monitor the situation of Vietnamese trainees and workers.Recruitment agencies have been instructed to promptly resolve cases involving occupational accidents and other risks, ensure full payment of wages and insurance benefits, and guide workers' families in accessing support from the Overseas Employment Support Fund.Amid increasingly complex global developments, the department has also closely monitored labour markets in the Middle East and stands ready to implement protection measures and ensure the safety of Vietnamese workers if necessary.Tuấn said inspections and supervision of recruitment enterprises had been conducted rigorously. Through seven specialised inspection missions during the first half of the year, the department issued seven administrative penalties totalling VNĐ635 million (US$24,300).The department also promptly handled 43 complaints and petitions related to the activities of both licensed and unlicensed labour export companies.For the second half of 2026, the Ministry of Home Affairs aims to meet its target of sending 112,000 workers abroad and is striving to raise the figure to 150,000.To achieve this goal, the department will implement five groups of key tasks through a series of coordinated and concrete measures.Priority will be given to institutional reforms, including finalising and promulgating amendments to several provisions of Law No. 69/2020/QH14 on Vietnamese guest workers, and proposing a strategy on overseas employment for Vietnamese workers through 2030, with a vision towards 2045.International negotiations will also be expanded to facilitate labour cooperation agreements with 14 countries and territories across Asia, Europe, the Americas and the Middle East.In terms of market development, while maintaining its presence in Japan, Taiwan (China) and RoK, the department plans to gradually increase the number of Vietnamese workers in high-income markets with favourable working conditions, particularly in Europe, such as Germany, and North America, including Canada.These efforts will be promoted through international conferences and labour cooperation forums. The department will also continue implementing cooperative projects, including employment information connectivity initiatives with the Japan International Cooperation Agency (JICA), and expand the implementation of the Japan-Vietnam Economic Partnership Agreement (EPA) programme to recruit candidates for the 14th cohort of nurses and care workers to Japan.Addressing the conference, Phạm Đình Lộc, General Director of the department, stressed that alongside its regular responsibilities, the agency would devote maximum resources to improving institutions and policy frameworks.The review and amendment of legal regulations, he said, would be closely aligned with practical realities and emerging management requirements, creating a safe and sustainable foundation for Việt Nam's overseas labour programme. — VNS

<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/5/29/506450_5493010613988739_dsc09529.jpg" alt=""></figure></td></tr><tr><td>The banana industry is facing a major threat from Fusarium wilt disease caused by the fungus Fusarium oxysporum f.sp. cubense TR4. — Photo stockbiz.vn</td></tr></tbody></table></figure>HÀ NỘI — The Crop Production and Plant Protection Department under the Ministry of Agriculture and Environment and its partners on Friday held a workshop in Hà Nội to strengthen capacity to control and manage banana fusarium wilt disease caused by Tropical Race 4 (TR4) in Việt Nam.The workshop was held in both in-person and online formats, feturing representatives of agencies under the Ministry of Agriculture and Environment, Food and Agriculture Organization (FAO) Vietnam, research institutes, universities, local authorities, businesses, industry associations, experts, scientists and banana farmers from key growing areas.According to the Crop Production and Plant Protection Department, bananas are currently one of Việt Nam’s key export fruit products, with more than 160,000ha&nbsp;under cultivation and annual output exceeding 2.7 million tonnes.In 2024, banana export turnover reached nearly US$380 million, with significant room for further growth.However, the banana industry is facing a major threat from Fusarium wilt disease caused by the fungus Fusarium oxysporum f.sp. cubense TR4.The disease is considered particularly dangerous and has already spread across major banana-producing countries such as the Philippines, China, Malaysia and Indonesia, affecting hundreds of thousands of hectares of cultivation.International studies show that if not effectively controlled, TR4 could cause more than $10 billion in losses to the global banana industry over the coming decades.In Việt Nam, the disease has appeared in many major banana-growing areas, reducing productivity, fruit quality and orchard lifespan.Initial assessments estimate losses equivalent to around 0.5 to 2 percent of banana output, valued at approximately $1.4 million to 5.5 million annually.In response, the Ministry of Agriculture and Environment approved a technical assistance project in September 2025 titled 'Emergency support to control and manage Banana Fusarium Wilt disease caused by Tropical Race 4 (TR4) in Vietnam',” funded by the FAO.The project focused on several key areas, including identifying disease distribution and damage levels, searching for disease-resistant banana varieties, improving detection and diagnostic capacity, researching antagonistic microorganisms&nbsp;and developing sustainable disease management procedures suitable for Việt Nam’s production conditions.It conducted disease surveys and monitoring in major banana-growing regions, evaluated resistance levels of local and imported banana varieties, selected microbial strains capable of suppressing Fusarium TR4, and developed procedures for producing disease-free seedlings and integrated disease management.In addition to research activities, numerous training courses and technical workshops were organised to strengthen the capacity of technical staff and farmers, while communications campaigns helped raise awareness about disease identification, monitoring and prevention.Nguyễn Quý Dương, deputy director of the Crop Production and Plant Protection Department, said the project’s outcomes provide an important scientific and practical foundation for further improving Việt Nam’s technical procedures for managing TR4 banana wilt disease.He said the department will continue coordinating with relevant agencies to strengthen pest monitoring and surveillance, research disease-resistant banana varieties and improve biological management solutions.They will also expand training and technology transfer, and promote the development of safe and sustainable banana production zones for both domestic consumption and export markets, he said. — VNS

Our responsibility as public health leaders is to break that addiction.”Việt Nam continues to be recognised globally for strong leadership in tobacco control. At the World Health Assembly last week, a World No Tobacco Day Award was presented to Việt Nam’s Deputy Minister of Health, recognising the contributions of the Ministry of Health’s Department of Legislation, the Health Policy and Strategy Institute, the Poison Control Centre at Bạch Mai Hospital, and the Vietnam Tobacco Control Fund.There are promising signs that the ban on e-cigarettes and heated tobacco products is reducing youth use and resulting in fewer emergency cases and more enforcement. Tobacco tax reforms are also expected to have a major impact.WHO estimates that by 2031, these reforms could help 2.1 million people quit or avoid smoking and prevent around 700,000 premature deaths in the coming decades.“Việt Nam has made significant progress and positioned itself as a leader in tobacco control. Now is the time to go further and lock in these gains,” Dr Pratt said.In revisions to the Tobacco Harm Control Law in 2026, Việt Nam has the opportunity to fully reflect the ban on e-cigarettes in the law, including a comprehensive ban on parts, components and related products, such as nicotine pouches. On tobacco, Việt Nam should ban point-of-sale displays, strengthen pack warnings, remove designated indoor smoking areas and enforce smoking bans.Dr Pratt welcomed the idea of a 'smoke-free generation' of youth without tobacco or nicotine addiction.“This would be a very bold and ambitious step, but we must remember that children and youth will have the best chance of growing up nicotine and tobacco-free if e-cigarettes and related products are also comprehensively banned, and proven tobacco measures are put in place.“Protecting young people from tobacco and nicotine-related harms must remain a national priority. The initial cause was identified as the vessel having taken the wrong channel.Upon receiving the report, the Lạch Cờn Border Control Station deployed a rescue team comprising one motorised launch and four officers and soldiers. A fishing vessel, NA-70622-TS, belonging to Đậu Đình Hiệp, born in 1994 and residing in Đồng Tiến Quarter, Tân Mai Ward, Nghệ An Province, was also mobilised to assist. By about 11am the same day, authorities had successfully rescued TH-91969-TS, ensuring the safety of both crew and vessel.Earlier, on May 20, fishing vessel NA-73210-TS, captained by Phạm Văn Hiếu, born in 1984 and residing in Thân Ái Quarter, Quỳnh Mai Ward, was heading towards the inlet when it was struck by large waves and strong winds about one nautical mile from the inlet mouth. The vessel was thrown off course, lost control and was in danger of sinking. Officers and soldiers of the Quỳnh Phương Border Post co-operated to rescue and tow the vessel and all crew members safely to shore.The Lạch Cờn sea inlet is one of six major sea inlets in Nghệ An Province. Under Decision No 1053/QĐ-BNNMT issued in March 2026 by the Ministry of Agriculture and Environment, the Lạch Cờn channel is one of five designated storm-shelter anchorages for eligible fishing vessels in 2026. The anchorage has a water depth ranging from 1.2 to 5 metres, a channel length of 1,200 metres, a capacity of 500 fishing vessels, and can accommodate vessels up to 31 metres in length. It is classified as a provincial-level anchorage within Nghệ An Province.Specialised authorities have assessed that the sea inlets of Lạch Cờn, Lạch Vạn and Lạch Thơi in Nghệ An Province have particularly complex channels due to sand silting. When tides rise in combination with strong offshore winds, conditions become hazardous and fishing vessels face a heightened risk of running aground. Therefore, local authorities and relevant agencies have advised fishermen to navigate along the correct channels, follow marker buoys and maintain a proper watch whenever entering sea inlets. — VNS

The city’s population is ageing rapidly, coupled with low and declining birth rates that are causing the ageing index to rise even faster.Experts believe that population ageing is having a broad impact on sectors ranging from social welfare to the labour market, health care and social services.Therefore, it is necessary to accurately identify and assess the challenges and develop appropriate solutions to ensure sustainable socio-economic development, maintain social security and improve people’s quality of life.Associate Professor Dr Bùi Thị An, chairwoman of the Hà Nội Women Intellectuals Association and director of the Institute of Resources, Environment and Community Development, told hanoimoi.vn that Việt Nam is entering a demographic transition period at one of the fastest rates in Asia.Since 2011, Việt Nam has officially entered the period of population ageing and is expected to become an aged population nation by 2026, An said.“Notably, Việt Nam is experiencing a situation of ‘getting old before getting rich’. HÀ NỘI — Minister of Science and Technology Vũ Hải Quân has signed a decision approving the Việt Nam Research Excellence Fellowship (VREF) for the 2026–2030 period.VREF is designed to deliver on the Party’s guidelines, notably the Politburo’s Resolution 57-NQ/TW dated December 22, 2024, which targets breakthroughs in sci-tech, innovation and national digital transformation, as well as Resolution 71-NQ/TW dated August 22, 2025 on education and training development.Building a new generation of leading scientistsUnder the decision, PhD students are identified as a core research force directly contributing to breakthroughs in sci-tech and innovation. Investing in top-tier doctoral candidates is more than workforce development, but a high-stakes strategic bet to forge a cohort of world-class scientists and technologists who can power Việt Nam's long-term economic ambitions.The programme marks a sharp pivot from broad training support to targeted investment in research excellence. It concentrates resources on priority areas, especially strategic technologies, while ensuring balanced coverage across scientific disciplines.Selection will be transparent and fiercely competitive, with funding linked tightly to measurable deliverables. The scheme also encourages co-funding from enterprises and research organisations, deepens state-academia-industry ties, and broadens global collaboration.It will back outstanding PhD students pursuing high-impact studies, with strong preference for projects that master core technologies or spawn strategic tech products. The explicit goal is cultivating a generation of young scientists equipped with exceptional talent and true independent research capacity, thus boosting Vietnam’s technological self-reliance and national competitiveness.Roughly 100 top post-graduates are expected to be selected and funded each year. Priority slots go to those working directly on core technologies and strategic products, with the remainder for breakthrough studies in other fields.Output targets are rigorous: at least 60 per cent of results published in reputable international journals, at least 20 per cent involving intellectual property registration, and at least 15 per cent transferred, commercialised or applied in production and business.Funding of up to VNĐ1 billion per yearEligible candidates are those meeting strict criteria, including proposing projects either to master or to innovate core technologies tied to strategic products, or to conduct novel, high-potential research in other scientific domains. The host universities, research institutes and science-technology organisations must demonstrate sufficient personnel, facilities and management capacity.Both domestic and foreign scientists can act as supervisors or co-supervisors. Enterprises and other entities are actively encouraged to co-finance projects, collaborate on research, and drive application and commercialisation within legal bounds.Funding will draw primarily from the state budget via annual sci-tech and innovation allocations, supplemented by resources pooled from domestic and foreign enterprises and organisations.Each fellow can receive up to VNĐ1 billion (US$38,000) per year for a maximum of three years. In exceptional cases, projects may be extended by up to two years without additional state funding.Funds can be spent on direct research needs, including remuneration, materials and equipment, data and infrastructure, testing and processing services, scientific publications, conference participation, product development and technology validation, intellectual property registration and commercialisation, technology transfer, and international academic exchange, among other eligible expenses.Disbursement is strictly performance-based, tied to annual milestones.
