VNA/VNS Photo</td></tr></tbody></table></figure>QUẢNG TRỊ - Quảng Trị Province has intensified inspections from fishing ports to fishing grounds and closely monitored fishing vessels that do not meet operational standards, as part of vigorous efforts to combat illegal, unreported and unregulated (IUU) fishing.The central province has also paid attention to collecting registration and inspection data, integrating it for management, and ensuring that non-compliant vessels are not allowed to go fishing.Lê Văn Bảo, Vice Chairman of the provincial People’s Committee, has requested relevant local units to closely track the inspection deadlines of all local fishing vessels, including those registered elsewhere or at private inspection units.Through inspections, awareness campaigns, and the collection of vessel documentation from local fishermen, authorities aim to equip the provincial monitoring system with full data to manage all vessels and block non-compliant boats from fishing, he said.Bảo also urged the provincial Department of Agriculture and Environment to work with local authorities to track vessels nearing the end of their technical inspection period and guide owners to complete inspections on time.Localities were tasked with accelerating the deregistration of vessels that no longer exist and swiftly ending IUU fishing activities in the province.Quảng Trị has more than 4,600 fishing vessels with a length of six metres or longer, including 158 that are unqualified for operation. Local authorities have tightened supervision by sealing non-compliant vessels, assigning staff for regular monitoring, and publicly disclosing their status to prevent IUU fishing and enable community oversight.Sen. Lt. Colonel Cao Ngọc Lâm, head of the economic security division of the provincial Department of Public Security, said the police force will intensify monitoring and strictly handle serious IUU fishing violations, especially illegal operations by local vessels in foreign waters, while coordinating sanctions to prevent unresolved cases or vessel detentions.Lê Ngọc Linh, Deputy Director of the provincial Sub-department of Fisheries and Fishery Surveillance, said enforcement against IUU fishing violations has shifted from persuasion to strict and zero-tolerance action, focusing on strong deterrence and clear accountability for vessel owners, captains and management agencies.In the coming period, authorities will focus on communication and guidance to help fishing vessel owners regularly monitor the validity and expiry of vessel documents and complete renewals or reissuance in a timely manner to avoid non-compliance, he noted. At the time of the incident, five fishermen were on board the vessel, while the remaining 47 were fishing from basket boats. By around 2a.m. the same day, the fire had engulfed the entire cabin, forcing those on board to escape by lowering a basket boat into the sea.At 9am&nbsp;on December 17, the captain managed to contact fishing vessel No. 90779-TS from Đắk Lắk Province, which rescued all 52 fishermen and brought them safely aboard.At 7am&nbsp;on December 18, Coast Guard vessel KN364 was dispatched to transfer the fishermen to Song Tử&nbsp;Tây island. Each stage poses a high risk of exposure, not only for those directly involved but also for surrounding communities.According to health experts, rabies causes between 75 and 100 human deaths each year in Việt Nam. Following the COVID-19 pandemic, zoonotic diseases have been increasingly considered a serious threat to community health. <figure class="table"><table><tbody><tr><td><figure class="image image-style-align-center"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2025/12/12/471187_5347841557599973_vna_potal_san_bay_tan_son_nhat_dong_nghet_ngay_cuoi_nam_7825200.jpg" alt=""></figure></td></tr><tr><td>A check-in counter at Tân Sơn Nhất Airport, HCM City. — VNA/VNS Photo</td></tr></tbody></table></figure>HÀ NỘI — Việt Nam currently has a total of 28 aircraft grounded due to engine shortages, according to Tạ Minh Trọng, head of the Flight Safety Standards Division under the Civil Aviation Authority of Việt Nam (CAAV).The grounded aircraft are 24 A321NEOs, three A350s and one A320CEO, accounting for 13.1 per cent of the commercial fleet (28 out of 213 aircraft).The number of grounded aircraft is five fewer compared to the same period in 2024.The groundings are due to global recall and repair requirements from engine manufacturer Pratt &amp; Whitney (PW).The recall and maintenance needs affect many airlines not only in Việt Nam but also worldwide.The total number of aircraft registered under Vietnamese nationality as of December 11, 2025, stands at 262 aircraft including 235 fixed-wing aircrafts and 27 helicopters.Of these, 213 aircraft are operated for commercial aviation, while 49 aircraft with 22 airplanes and 27 helicopters are used in general aviation.According to Trọng, Vietnamese airlines currently operate nearly 50 domestic routes connecting Hà Nội, HCM City, and 20 airports nationwide.They also operate 113 international routes to 24 countries and territories, while foreign carriers from 30 countries and territories operate 142 regular international routes to Việt Nam.According to CAAV, international air passengers are estimated at 46.9 million this year, up 13.3 per cent from 2024.Vietnamese airlines carried 19.4 million international passengers, up 5.2 per cent year-on-year and accounting for 41.4 per cent of total international passengers.They also transported 36.6 million domestic passengers, up 7.5 per cent from 2024.Trọng said: “In 2025, Vietnamese airlines continue to record growth, with total passenger volume rising 6.7 per cent and cargo volume increasing 4.6 per cent compared with 2024.”CAAV has set targets for the air transport sector to reach 95 million passengers and 1.6 million tonnes of cargo in 2026. — VNS

Photo courtesy of the Khánh Hoà Police</td></tr></tbody></table></figure>KHÁNH HÒA — An alleged transnational fraud and human trafficking kingpin has been arrested in Khánh Hòa Province fewer than eight months after he was placed under a wanted order by a South Korean court and an Interpol Red Notice was issued for him as an especially dangerous offender.On November 21, Khánh Hòa Provincial Police apprehended Yeo Sungjin, 37, a South Korean national, while he was hiding in a luxury apartment within the Mường Thanh Viễn Triều apartment–hotel complex in Bắc Nha Trang Ward.According to Interpol Red Notice A-4658/4-2025 requested by South Korea, Yeo was one of the key executives of a large romance scam and human trafficking ring operating out of a criminal compound in Bavet, Cambodia, near the Vietnamese border.From August 2024 to February 2025, under Yeo’s direct command, a group of around 60 people used deepfake technology to create large numbers of fake social media accounts for attractive women, targeting men in multiple Asian countries.The organisation operated by building romantic trust and luring victims into transferring money via fake travel websites, promising full refunds along with free flights and hotel stays, purportedly for trips together.In that period alone, the ring allegedly defrauded victims of at least US$1million.Defrauding money was only the first step. Many victims, after being coaxed into coming to Việt Nam to meet their purported partner, were allegedly taken by Yeo or his accomplices and smuggled across the border into Cambodia.In the notorious criminal compounds in Bavet, their passports were confiscated, they were held in confinement, assaulted and forced to continue scamming others; those who resisted were brutally beaten or sold to other criminal groups.For these alleged acts, Yeo has been charged in South Korea with three particularly serious offences: fraud, participation in a structured criminal organisation, and human trafficking.After part of the ring was dismantled earlier this year, Yeo fled Cambodia, moving clandestinely through the Golden Triangle region before illegally entering Việt Nam to continue evading arrest.At the time of his arrest, Yeo’s red notice had not yet appeared in the international database of wanted criminals accessible in Việt Nam.However, through stringent monitoring of foreign nationals and heightened vigilance, the Immigration Management Division of Khánh Hòa Police detected that Yeo was residing illegally in the Mường Thanh Viễn Triều apartment.During a unit inspection, he was unable to present any identity documents and displayed numerous suspicious signs. Another sixty gift packages were delivered to three other villages along the dyke, namely Vạn Hội 1, Vạn Hội 2, and Diêu Trì, to help locals overcome the aftermath of the disaster.He also visited SOS Children’s Village Quy Nhơn, where nearly one hundred and thirty orphans along with the staff, had to move to the second floor for safety as floodwaters surrounded and isolated the area. At the village, the Deputy PM presented one hundred seventeen gift packages, providing essential supplies for the children.On the same day, Long held a meeting with the Gia Lai provincial Party Committee, during which Chairman of the provincial People’s Committee Phạm Anh Tuấn reported that within a very short period, Gia Lai suffered a “double disaster” caused by Typhoon Kalmaegi and an exceptionally heavy flood immediately afterwards, resulting in severe damage beyond the local capacity for recovery.Essential infrastructure, housing, and livelihoods of tens of thousands of households were destroyed; many sectors including education, health care, transportation, electricity, and irrigation were heavily affected. It is estimated that the disasters caused a total loss of about VND7 trillion (US$265.6 million) while leaving five dead, one missing, and ten injured.Given that local resources have been depleted, Gia Lai needs emergency assistance from the central government, Tuấn emphasised, calling for the Government to consider providing VND1 trillion to build resettlement areas for three thousand households in thirty-six high-risk locations requiring urgent relocation.The province also requested urgent aid of VND1 trillion from the central budget to rebuild Quy Nhơn and repair damaged transport infrastructure across the province.Secretary of the Gia Lai Party Committee Thái Đại Ngọc said that the entire province, from lowland to mountainous areas, has suffered serious and widespread damage. He requested that police and military forces continue to stay and assist the local authorities and residents in overcoming storm and flood aftermath, especially as hundreds of schools, medical stations, and thousands of homes remain in disarray.Speaking at the meeting, Deputy PM Long expressed sympathy for the province and bereaved families on the difficulties facing them. He acknowledged the proactive and coordinated response by the local authorities and armed forces in the face of disasters, affirming that the timely evacuation of residents and assistance provided by the police and military are a bright spot in the province’s disaster prevention and response efforts.In the immediate term, the province needs to focus on delivering food, essential supplies, and medicine to residents, while repairing and cleaning medical stations and schools to ensure that students can return to classes as soon as possible.In addition, Gia Lai must closely monitor the weather, remain vigilant, and avoid complacency. The armed forces should keep supporting residents and local authorities in overcoming flood consequences. In the long term, the province needs to develop plans to help people stabilise their lives, said Long.The Deputy PM noted that Gia Lai should continue to conduct damage assessments while paying particular attention to the situation of businesses to implement appropriate support mechanisms and policies such as tax relief and assistance with bank debts. PM hopes for closer coordination between CPV, South Africa’s ANC

Photo: Quang Cường</td></tr></tbody></table></figure>In the early morning mist of Chiêm Hóa, the fog clings stubbornly to the slopes surrounding the boarding school in the northern mountainous province of Tuyên Quang.Inside the small kitchen, teachers move briskly, preparing lunch for nearly 500 ethnic minority students. The dining hall is cramped, so meals are served in two shifts: lower-secondary students first, then the upper-secondary ones.No one complains. The school community has long adapted to the constraints of limited space and resources.Just a few years ago, this was a different place. The Chiêm Hóa Lower and Upper Secondary Boarding School for Ethnic Minority Students was little more than a crumbling, flood-prone campus. Teachers still recall nights when heavy rains turned dormitories into rivers, forcing both staff and students to evacuate under the pounding storm.Established in 2021 on the decayed foundation of the former Chiêm Hóa District boarding school, the new institution faced immediate hardship. The dormitory and multi-purpose hall were located in a low-lying area near a stream, and each storm threatened to wash classrooms away. Students had to walk to class along a concrete path that was repeatedly eroded by landslides each storm season.“There were years when we had to evacuate the students twice,” recalled principal Tô Thị Tấm. “Everything was soaked. Teachers stayed awake all night, moving belongings and cleaning. Life turned upside down.”The devastating floods caused by Typhoon Bualoi, which hit Việt Nam in October, left the entire dormitory and multi-purpose building underwater.Deputy Prime Minister Mai Văn Chính visited soon after, encouraging teachers and students to be resilient. That visit left a mark: the school community realised that overcoming adversity was not only a responsibility but also a source of pride for a place dedicated to lifting ethnic minority children toward brighter future.Triumphs against oddsThe challenges were severe: overcrowded classrooms, a shortage of staff, insufficient specialised rooms, and a lack of computers. Yet, in these conditions, determination thrived.Within only a few years, Chiêm Hóa Boarding School achieved what many thought impossible.In the 2024–2025 academic year, 238 out of 475 students earned ‘excellent’ rankings. The school reached a 100 per cent high school graduation rate, and many students were admitted to top universities, including the People’s Security Academy, Hà Nội University of Science and Technology, Hà Nội Medical University, and Hà Nội National University of Education. Hà Nội University of Science and Technology; and Hà Nội University of Pharmacy.However, she pointed out that there is still no unified or official platform connecting generations of Olympiad alumni.“We currently lack a dedicated information channel or forum that links former contestants, allowing them to share experiences and support one another,” she said.To address the problem, she proposed establishing a national alumni network and communication platform for Olympiad laureates, both to promote their achievements and to create opportunities for exchange and mentorship.She also recommended forming collaborative research groups involving Vietnamese and international scientists, where these young talents could take part directly in projects and gain valuable research experience.“Effectively harnessing this pool of young talent will strengthen Việt Nam’s next generation of scientists, driving long-term development in education and research amid deepening international integration,” she said.Although challenges remain, the initiatives offer practical pathways to link talent cultivation with national scientific advancement, building a strong foundation for Việt Nam’s future generations.Lê Công Lợi, Principal of the High School for Gifted Students under the University of Science, Vietnam National University, Hà Nội, also called for expanding opportunities for Vietnamese students to compete in prestigious international academic Olympiads.He suggested that the MOET should work with relevant authorities to allow Vietnamese students to officially represent the country with State funding and formal recognition at competitions such as the Asia-Pacific Mathematical Olympiad, the International Artificial Intelligence Olympiad, the International Olympiad on Astronomy and Astrophysics, the Mendeleev International Chemistry Olympiad and the International Economics Olympiad.Future directionSpeaking at the conference, Deputy Minister of Education and Training Phạm Ngọc Thưởng congratulated and commended the achievements of Vietnamese Olympiad teams in recent years, describing them as “a source of immense pride not only for the students themselves but also for their families, teachers, schools and the nation.”He attributed the accomplishments to several key factors such as the steady improvement of Việt Nam’s education system from early years to high school, the intelligence and dedication of students and the increasing attention and investment from the Party, the State and society in education, particularly in specialised high-achieving programmes.Thưởng said as Việt Nam implements Resolution No. 71-NQ/TW on breakthroughs in education and training, the identification, training and nurturing of talented students will become even more favourable.“Gifted students are the ‘red seeds’, the foundation of the country’s future high-quality human resources,” he said.He thus called for continued innovation in identifying and nurturing young talent, training teachers, improving transparency in examinations and aligning testing standards with international benchmarks.A key priority, he added, is developing a strategic framework for discovering, nurturing and rewarding young talent through breakthrough mechanisms and policies.From 2016 to 2025, Vietnamese teams competing in regional and international Olympiads won 362 medals, including 112 gold, 140 silver, 89 bronze and 21 certificates of merit, 48 more than in the previous decade.For many consecutive years, Việt Nam has ranked among the top ten countries worldwide in subjects such as mathematics, physics, chemistry, biology and informatics.Several teams, notably in mathematics, chemistry, physics and informatics, have maintained consistently high performances and international standings. — VNS

This forum also serves as a platform for local and international experts to exchange experiences and share the latest research in the field of oncology.At the forum, experts said that the current number of cancer cases is increasing rapidly worldwide and has become one of the most worrying health problems.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2025/11/7/462905_5317596117546609_Tuyen.jpg" alt=""></figure></td></tr><tr><td>Deputy Minister of Health Đỗ Xuân Tuyên speaks at the Hà Nội Cancer Prevention Conference 2025. — VNS Photo Thanh Hải</td></tr></tbody></table></figure>According to the Global Cancer Observatory (Globocan), in 2022 the World Health Organization (WHO) recorded about 20 million new cancer cases and 9.7 million cancer deaths.Similarly, the number of cancer cases in Việt Nam has nearly doubled in just over a decade, from 92,000 cases in 2010 to 180,000 cases in 2022, showing that the disease burden is growing for people and the health system.In particular, for a significant proportion of patients, cancer is only detected when the disease has progressed to a late stage, reducing the effectiveness of treatment and increasing treatment costs.Speaking at the ceremony, Deputy Minister of Health Đỗ Xuân Tuyên said that there are currently many challenges, including an increasing number of cancer cases, changing patterns of disease and a growing need for personalised treatment and comprehensive care.To meet these requirements, Tuyên suggested that the Hanoi Oncology Hospital establish a hi-tech centre for cancer diagnosis and treatment, and speed up the construction of a specialised training and research facility.He also asked the hospital to lead the city's cancer network, strengthen connectivity and support for local health care as well as screening and early detection of diseases, expand international cooperation, continue digital transformation and develop a skilled workforce."The clinical trials conducted by the Hanoi Oncology Hospital are well implemented, especially with biological drugs and targeted therapy, opening up opportunities to access new drugs for cancer patients," said Tuyên.He also praised the contribution of the Hanoi Oncology Hospital in health care, especially cancer prevention and treatment, for people living in Hà Nội and nationwide.“The Hanoi Oncology Hospital has gradually grown, becoming one of the country's last lines of defence against cancer, the backbone of the cancer prevention network of the capital and the whole country.
