These include using utensils or packaging materials that are unsafe for direct contact with food; allowing individuals with infectious diseases such as cholera, dysentery, typhoid, hepatitis A or E, infectious dermatitis, pulmonary tuberculosis or acute diarrhoea to prepare food; using food additives that have been improperly re-packaged; or using water that does not meet hygiene standards for food preparation or cleaning.According to the Ministry of Health, current regulations have shown limitations in practice. Some violations are not clearly defined, making enforcement difficult, while penalties for certain offences are considered too low to deter unsafe practices.The ministry said the revisions aim to ensure consistency within the legal system and strengthen enforcement to better protect public health, particularly in the growing street food sector. — VNS

VNS Photo Tố Như</td></tr></tbody></table></figure>HÀ NỘI – As a developing country that began industrialisation only over three decades ago and is highly vulnerable to climate change, Việt Nam, despite facing resource constraints, has consistently demonstrated strong responsibility and proactive engagement in fulfilling its international commitments, said Tăng Thế Cường, Director-General of the Department of Climate Change of the Ministry of Agriculture and Environment (MAE).MAE, in collaboration with the United Nations Development Programme (UNDP), Germany’s Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Asian Development Bank (ADB), on Friday, October 31, organised a Technical Consultation on the Development of Việt Nam’s Nationally Determined Contribution (NDC) 3.0 for the 2026-35 period.The Nationally Determined Contributions (NDCs) form a cornerstone of the Paris Agreement on Climate Change, reflecting countries’ commitments to limit global temperature rise and move towards net-zero emissions.Việt Nam submitted its Intended Nationally Determined Contribution (INDC) in 2015; updated and submitted its NDCs in 2020 and 2022, reflecting the country’s efforts and contributions in reducing greenhouse gas emissions, enhancing carbon sequestration, and adapting to climate change.The development of NDC 3.0 is being carried out under the direction of the Prime Minister, led by MAE, with the active participation of ministries, experts, and scientists, and through broad consultations with organisations, individuals, the business community, and affected groups.NDC 3.0 focuses on measures that fully reflect Việt Nam’s climate change response needs for the 2026-35 period, while also emphasising key foundations of sustainable development, such as co-benefits between adaptation and mitigation, addressing loss and damage, and social equity.The technical consultation aimed to gather expert feedback from stakeholders on key thematic areas of the draft NDC 3.0, including greenhouse gas (GHG) emission reduction in the energy, agriculture, land use and forestry (LULUCF), waste, and industrial processes; climate change adaptation and climate finance; and socio-economic impact assessment and stakeholder roles in NDC implementation.Cường said: “The development of the NDC 3.0 draft is being carried out in accordance with the provisions of the United Nations Framework Convention on Climate Change (UNFCCC) and Paris Agreement on Climate Change, and in line with Viet Nam’s national circumstances.”“It updates the country’s latest strategies, plans on climate change response, energy security, and socio-economic development. It is expected that next year, AI cameras will cover all intersections in the city,” said Đại.Not only ensuring safety and reducing traffic congestion, the AI camera system gradually raises awareness of compliance with the Road Traffic Safety Law among drivers.Nguyễn Thành Trung, 32, from Hà Đông Ward, said: “Installing AI cameras is very effective in detecting drivers’ violations. AI cameras to cover all intersections in Hà Nội

Artificial intelligence (AI) and big data are being piloted to automatically collect and standardise water resource data, building a connected database that supports smart irrigation for both citizens and businesses.Nguyễn Mạnh Hùng, head of the department’s Operations and Irrigation Management Division, said that applying digital technologies has yielded visible results. Regularly updated data on water resources enable localities to plan irrigation schedules, reduce drought and salinity risks, and improve water use efficiency. This aligns with Politburo Resolution No. 57-NQ/TW, which highlights science and innovation as strategic breakthroughs for governance and development.However, he noted that many irrigation systems remain manually operated, with fragmented data not connected in real time.To address this, the Ministry of Agriculture and Environment approved the development of the Vietnam Water Resources Information System (VN-WIS), a unified national data platform integrating AI, IoT, Big Data, GIS, and Digital Twin technologies. VN-WIS enables continuous updates on weather, rainfall, tides, and reservoir capacity, supports decision-making and real-time monitoring of irrigation works, and enhances forecasting and early warning capabilities.The department is also promoting public–private partnerships and collaborating with enterprises, research institutes, and international organisations such as FAO, the World Bank, and JICA for technology transfer and digital skills training.“Our goal is to build a modern, transparent, and resilient irrigation sector in the digital era,” Hùng said.Innovative solutions from research and enterprisesAt the forum, research institutes and businesses showcased a wide range of technologies applied in the sector.The Vietnam Academy for Water Resources introduced a Hybrid AI model that predicts upstream flows 7–30 days in advance, along with a mobile app providing real-time irrigation data. It is also developing a Digital Twin system for sustainable water management in the Mekong Delta.The Southern Campus of Thuyloi&nbsp;University presented a Data Mesh–based system that automatically collects and standardises multi-source data in real time, enabling transparent data sharing and advancing Water 4.0 management.RYNAN Technologies Vietnam JSC showcased its AIoT-based smart water management ecosystem for climate-resilient agriculture. The system monitors environmental indicators such as salinity, pH, and dissolved oxygen in real time and uses machine learning to forecast anomalies and issue early warnings. Photo vietnamplus.vn&nbsp;</td></tr></tbody></table></figure>&nbsp;HÀ NỘI — Việt Nam’s software outsourcing industry must rapidly transform its capabilities and move up the global value chain as the world enters the “second half” of the artificial intelligence (AI) era, according to Nguyễn Huy Dũng, Member of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation.Speaking at the Rikkei Global Summit 2025 in Hà Nội on Friday, Dũng said technology firms need to continuously upskill their workforce to adapt to the accelerating AI revolution, while placing employee growth and happiness at the centre of their long-term strategy.He noted that the global outsourcing sector is expected to exceed US$1.1 trillion in 2025, demonstrating its continued importance to the digital economy. However, he warned that long-standing market dynamics are shifting. China is no longer the world’s low-cost manufacturing hub, Japan is struggling after missing the software wave despite its hardware strengths, and India has undergone significant transformation compared to a decade or two ago.“The competitive landscape has changed at lightning speed,” he said. “Việt Nam’s outsourcing industry must upgrade itself or risk being left behind.”Dũng argued that the sector is entering the “second half” of the AI era. While the first phase was a race to develop AI systems to solve increasingly complex problems, the second focuses on selecting the right problems and measuring AI’s true value. This, he said, requires a fundamental mindset shift—from purely executing engineering tasks to becoming value creators and product builders.The rise of AI is forcing software engineers to move beyond the traditional role of “code writers for hire” and become co-creators alongside clients. Dũng recalled an anecdote shared at the summit in which a CEO of a Fortune 500 company asked his outsourcing partner: “If AI agents can automatically do this work, why do we need you?”“This is no longer a hypothetical question,” Dũng said, warning that new AI agents are dismantling three long-held assumptions of the outsourcing sector: the scarcity of talent, the geographic cost advantage, and the irreplaceability of human intelligence. “These shifts mean companies must redefine their value in the service supply chain,” he said.Dũng broke down software development into three layers: the Concept layer, involving business understanding and problem definition; the Logic layer, involving system design; and the Physical layer, where code is written. Vietnamese engineers, he said, have long been concentrated in the Physical layer. However, advancements in AI and no-code/low-code platforms are rapidly automating this layer, threatening the traditional core work of thousands of developers.“As value moves upward, the need increases for professionals in Information Systems who understand business requirements and can design holistic solutions,” he said.At the same time, global competition is intensifying. Dũng pointed to Japan’s recent strategic cooperation with India as a warning sign, noting that Indian engineers—now considered stronger in AI—are willing to accept salaries 20–30 per cent lower than their Vietnamese counterparts. “The next decade will no longer be a race to the lowest cost, but a fierce competition for value,” he said. “Việt Nam has no alternative but to climb the value chain—from the Physical layer to the Concept layer.”According to Dũng, the most significant innovation needed is in business models. Companies must transition from transactional outsourcing to transformation partnerships. In transactional models, vendors simply code according to the client’s design and are paid by project or man-hours. This “low-level playing field,” he said, is being eroded by AI.In contrast, transformation models require technology firms to participate from the start, helping define problems and develop comprehensive solutions. “In this model, companies sell expertise and outcomes, not just labour,” Dũng said. He cited a recent survey showing that 81 per cent of businesses want their outsourcing partners to act as strategic collaborators rather than traditional service providers.“Clients no longer buy service-level agreements—they buy business results,” he said. “In the AI era, the question is not how to complete a task efficiently, but how to eliminate the task entirely through automation.”He added: “The core competency of future engineers is the ability to combine human empathy with machine power to find breakthrough solutions, not just improve old methods.”Dũng said Việt Nam’s strength lies in being small, agile and flexible. Instead of building large, cumbersome teams, he said the industry needs “elite technology task forces” that are highly skilled, resilient and capable of adapting quickly.To develop such teams, companies must adopt sustainable talent strategies. This is not simply a race to hire top performers, but a commitment to deep investment in people. He stressed that global workforces, including in Vietnam, will need to continuously upgrade skills to adapt to AI, and companies must prioritise employee well-being. “Businesses must place the development and happiness of their employees at the centre,” he said.Dũng highlighted the importance of training missions such as Rikkeisoft’s Rikkei Education programme. The next step is Việt Nam's full inclusion in the FTSE-Russell Emerging Markets Index in September 2026 so passive funds can flow in. This roadmap was approved by the State Capital Management Committee in a decision issued on December 5, 2022.The Petrolimex Board of Directors approved the merger proposal on February 6. As a result, all of PTC's assets, debts, rights, obligations and legal interests will be transferred to Petrolimex, and PTC will cease to exist as a separate entity once the merger is complete.Petrolimex will inherit all of PTC's assets and liabilities.Post-merger, Petrolimex's charter capital will remain unchanged at approximately VNĐ12.94 trillion (US$490.4 million).The merger will not affect the composition of the Board of Directors, the Supervisory Board, the General Director or the legal representatives of the group. It marked the highest-ever monthly export value, equivalent to the export value of wood and wood products, which were Việt Nam’s leading agricultural export.Fruit and vegetable exports totalled $6.2 billion for the first nine months, up 10.3 per cent over the same period last year, statistics reveal.According to the Agency of Foreign Trade under the Ministry of Industry and Trade, durian remains the main growth driver, with exports rebounding strongly after a dip earlier this year.Durian shipments in August reached nearly $589 million, up 55.2 per cent over the previous month and 9.8 per cent over the same month last year, although the eight-month durian export value saw a year-on-year drop of 16.2 per cent to $1.8 billion.The Vietnam Fruits and Vegetables Association estimated that durian exports could hit $900 million in September alone.The association's General Secretary Đặng Phúc Nguyên said that the Chinese market is the main driving force for export recovery, accounting for 60 per cent of Việt Nam’s fruit and vegetable export revenue.Exports to China reached nearly $800 million in September alone on increased demand for durian, he said, forecasting a boom in October, when the durian harvest season ends in other countries.Other fruits also saw strong increases in August, including a remarkable figure for lychees, which went up 58 times the figure of August 2024 as the Vietnamese fruit hit shelves in major US retailer Costco. Strawberry exports also increased 11 times, and avocado, pineapple, and pistachio more than doubled.Numerous processed products also grew two- or three-fold, reflecting efforts to increase added value for fruit and vegetable products and meet stringent requirements from import markets.The association said that the exports of processed fruits and vegetables would expand rapidly in the next five years on anticipated rising demand from China, the US, and Europe.If Việt Nam makes full use of signed trade protocols and increasing investments in deep-processing technology and certified raw material areas, the industry could achieve a two-digit annual growth rate and turn processed fruits and vegetables into a stable billion-dollar export category less reliant on fresh produce, the association noted.Exports are expected to reach $8 billion this year. These ratings would serve as a basis for allocating contracts and quotas, replacing the current system of even allocation.Ratings would help enhance prestige of rice exporters, improve competitive advantages and consolidate brands of Vietnamese rice in the international market, the ministry said.However, a trader warned that the system could favour large exporters with advanced logistics and management, leaving smaller and newer players at a disadvantage. To create a financial ecosystem that meets international standards while respecting local conditions, Việt Nam needs to modernise its legal documents and streamline administrative procedures to convince investors.The second challenge is establishing an effective governance and dispute resolution mechanism. Governance must recognise the roles and interests of all stakeholders, from regulators to businesses and investors. Only with transparent, fair and efficient governance can the market send positive signals and create the trust and stability necessary for capital inflows, he said.The third, and perhaps most difficult, challenge is talent development. Major IFCs worldwide are distinguished not only by infrastructure and technology, but also by their pool of experts, Brochet said. The market remains fragmented, with the top 10 largest companies accounting for only about 30 per cent of the market share.FDI companies often have advantages due to large capital, modern technology, automated production&nbsp;and participation in the global supply chain.Meanwhile, most domestic companies operate at medium and small scales, with limited capital and semi-automated production lines, primarily serving the domestic market.One of the key growth drivers for the paper packaging industry is the boom in e-commerce. FiinGroup's report forecasts that the size of Việt Nam's e-commerce market will reach US$60 billion by 2030, leading to a massive demand for corrugated cartons used for shipping.Additionally, the F&amp;B sector, with its rapid expansion of retail chains and food delivery services, is also driving up the demand for paper packaging.Pharmaceuticals represent another promising sector, with spending expected to increase by 47 per cent from 2021 to 2027, requiring packaging that meets safety standards and clear printing.At the same time, textiles and electronics, key export industries, are expected to continue their recovery starting in mid-2024, further strengthening the demand for paper packaging for logistics purposes.FiinGroup evaluates the growth prospects for Việt Nam's&nbsp;packaging paper industry as very promising.
