Photo courtesy of the Khánh Hoà Police</td></tr></tbody></table></figure>KHÁNH HÒA — An alleged transnational fraud and human trafficking kingpin has been arrested in Khánh Hòa Province fewer than eight months after he was placed under a wanted order by a South Korean court and an Interpol Red Notice was issued for him as an especially dangerous offender.On November 21, Khánh Hòa Provincial Police apprehended Yeo Sungjin, 37, a South Korean national, while he was hiding in a luxury apartment within the Mường Thanh Viễn Triều apartment–hotel complex in Bắc Nha Trang Ward.According to Interpol Red Notice A-4658/4-2025 requested by South Korea, Yeo was one of the key executives of a large romance scam and human trafficking ring operating out of a criminal compound in Bavet, Cambodia, near the Vietnamese border.From August 2024 to February 2025, under Yeo’s direct command, a group of around 60 people used deepfake technology to create large numbers of fake social media accounts for attractive women, targeting men in multiple Asian countries.The organisation operated by building romantic trust and luring victims into transferring money via fake travel websites, promising full refunds along with free flights and hotel stays, purportedly for trips together.In that period alone, the ring allegedly defrauded victims of at least US$1million.Defrauding money was only the first step. Many victims, after being coaxed into coming to Việt Nam to meet their purported partner, were allegedly taken by Yeo or his accomplices and smuggled across the border into Cambodia.In the notorious criminal compounds in Bavet, their passports were confiscated, they were held in confinement, assaulted and forced to continue scamming others; those who resisted were brutally beaten or sold to other criminal groups.For these alleged acts, Yeo has been charged in South Korea with three particularly serious offences: fraud, participation in a structured criminal organisation, and human trafficking.After part of the ring was dismantled earlier this year, Yeo fled Cambodia, moving clandestinely through the Golden Triangle region before illegally entering Việt Nam to continue evading arrest.At the time of his arrest, Yeo’s red notice had not yet appeared in the international database of wanted criminals accessible in Việt Nam.However, through stringent monitoring of foreign nationals and heightened vigilance, the Immigration Management Division of Khánh Hòa Police detected that Yeo was residing illegally in the Mường Thanh Viễn Triều apartment.During a unit inspection, he was unable to present any identity documents and displayed numerous suspicious signs. Vietnamese Spring Fest 2025 draws thousands in Australia

At the village, the Deputy PM presented one hundred seventeen gift packages, providing essential supplies for the children.On the same day, Long held a meeting with the Gia Lai provincial Party Committee, during which Chairman of the provincial People’s Committee Phạm Anh Tuấn reported that within a very short period, Gia Lai suffered a “double disaster” caused by Typhoon Kalmaegi and an exceptionally heavy flood immediately afterwards, resulting in severe damage beyond the local capacity for recovery.Essential infrastructure, housing, and livelihoods of tens of thousands of households were destroyed; many sectors including education, health care, transportation, electricity, and irrigation were heavily affected. It is estimated that the disasters caused a total loss of about VND7 trillion (US$265.6 million) while leaving five dead, one missing, and ten injured.Given that local resources have been depleted, Gia Lai needs emergency assistance from the central government, Tuấn emphasised, calling for the Government to consider providing VND1 trillion to build resettlement areas for three thousand households in thirty-six high-risk locations requiring urgent relocation.The province also requested urgent aid of VND1 trillion from the central budget to rebuild Quy Nhơn and repair damaged transport infrastructure across the province.Secretary of the Gia Lai Party Committee Thái Đại Ngọc said that the entire province, from lowland to mountainous areas, has suffered serious and widespread damage. He requested that police and military forces continue to stay and assist the local authorities and residents in overcoming storm and flood aftermath, especially as hundreds of schools, medical stations, and thousands of homes remain in disarray.Speaking at the meeting, Deputy PM Long expressed sympathy for the province and bereaved families on the difficulties facing them. He acknowledged the proactive and coordinated response by the local authorities and armed forces in the face of disasters, affirming that the timely evacuation of residents and assistance provided by the police and military are a bright spot in the province’s disaster prevention and response efforts.In the immediate term, the province needs to focus on delivering food, essential supplies, and medicine to residents, while repairing and cleaning medical stations and schools to ensure that students can return to classes as soon as possible.In addition, Gia Lai must closely monitor the weather, remain vigilant, and avoid complacency. The armed forces should keep supporting residents and local authorities in overcoming flood consequences. In the long term, the province needs to develop plans to help people stabilise their lives, said Long.The Deputy PM noted that Gia Lai should continue to conduct damage assessments while paying particular attention to the situation of businesses to implement appropriate support mechanisms and policies such as tax relief and assistance with bank debts. PM hopes for closer coordination between CPV, South Africa’s ANC

Photo: Quang Cường</td></tr></tbody></table></figure>In the early morning mist of Chiêm Hóa, the fog clings stubbornly to the slopes surrounding the boarding school in the northern mountainous province of Tuyên Quang.Inside the small kitchen, teachers move briskly, preparing lunch for nearly 500 ethnic minority students. The dining hall is cramped, so meals are served in two shifts: lower-secondary students first, then the upper-secondary ones.No one complains. The school community has long adapted to the constraints of limited space and resources.Just a few years ago, this was a different place. The Chiêm Hóa Lower and Upper Secondary Boarding School for Ethnic Minority Students was little more than a crumbling, flood-prone campus. Teachers still recall nights when heavy rains turned dormitories into rivers, forcing both staff and students to evacuate under the pounding storm.Established in 2021 on the decayed foundation of the former Chiêm Hóa District boarding school, the new institution faced immediate hardship. The dormitory and multi-purpose hall were located in a low-lying area near a stream, and each storm threatened to wash classrooms away. Students had to walk to class along a concrete path that was repeatedly eroded by landslides each storm season.“There were years when we had to evacuate the students twice,” recalled principal Tô Thị Tấm. “Everything was soaked. Teachers stayed awake all night, moving belongings and cleaning. Life turned upside down.”The devastating floods caused by Typhoon Bualoi, which hit Việt Nam in October, left the entire dormitory and multi-purpose building underwater.Deputy Prime Minister Mai Văn Chính visited soon after, encouraging teachers and students to be resilient. That visit left a mark: the school community realised that overcoming adversity was not only a responsibility but also a source of pride for a place dedicated to lifting ethnic minority children toward brighter future.Triumphs against oddsThe challenges were severe: overcrowded classrooms, a shortage of staff, insufficient specialised rooms, and a lack of computers. Yet, in these conditions, determination thrived.Within only a few years, Chiêm Hóa Boarding School achieved what many thought impossible.In the 2024–2025 academic year, 238 out of 475 students earned ‘excellent’ rankings. The school reached a 100 per cent high school graduation rate, and many students were admitted to top universities, including the People’s Security Academy, Hà Nội University of Science and Technology, Hà Nội Medical University, and Hà Nội National University of Education. I try to work hard so I don’t disappoint them.”Boarding life is meticulously organised: scheduled study hours, daily routines, talent clubs, and extracurricular activities. These include using utensils or packaging materials that are unsafe for direct contact with food; allowing individuals with infectious diseases such as cholera, dysentery, typhoid, hepatitis A or E, infectious dermatitis, pulmonary tuberculosis or acute diarrhoea to prepare food; using food additives that have been improperly re-packaged; or using water that does not meet hygiene standards for food preparation or cleaning.According to the Ministry of Health, current regulations have shown limitations in practice. Some violations are not clearly defined, making enforcement difficult, while penalties for certain offences are considered too low to deter unsafe practices.The ministry said the revisions aim to ensure consistency within the legal system and strengthen enforcement to better protect public health, particularly in the growing street food sector. — VNS

VNS Photo Tố Như</td></tr></tbody></table></figure>HÀ NỘI – As a developing country that began industrialisation only over three decades ago and is highly vulnerable to climate change, Việt Nam, despite facing resource constraints, has consistently demonstrated strong responsibility and proactive engagement in fulfilling its international commitments, said Tăng Thế Cường, Director-General of the Department of Climate Change of the Ministry of Agriculture and Environment (MAE).MAE, in collaboration with the United Nations Development Programme (UNDP), Germany’s Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Asian Development Bank (ADB), on Friday, October 31, organised a Technical Consultation on the Development of Việt Nam’s Nationally Determined Contribution (NDC) 3.0 for the 2026-35 period.The Nationally Determined Contributions (NDCs) form a cornerstone of the Paris Agreement on Climate Change, reflecting countries’ commitments to limit global temperature rise and move towards net-zero emissions.Việt Nam submitted its Intended Nationally Determined Contribution (INDC) in 2015; updated and submitted its NDCs in 2020 and 2022, reflecting the country’s efforts and contributions in reducing greenhouse gas emissions, enhancing carbon sequestration, and adapting to climate change.The development of NDC 3.0 is being carried out under the direction of the Prime Minister, led by MAE, with the active participation of ministries, experts, and scientists, and through broad consultations with organisations, individuals, the business community, and affected groups.NDC 3.0 focuses on measures that fully reflect Việt Nam’s climate change response needs for the 2026-35 period, while also emphasising key foundations of sustainable development, such as co-benefits between adaptation and mitigation, addressing loss and damage, and social equity.The technical consultation aimed to gather expert feedback from stakeholders on key thematic areas of the draft NDC 3.0, including greenhouse gas (GHG) emission reduction in the energy, agriculture, land use and forestry (LULUCF), waste, and industrial processes; climate change adaptation and climate finance; and socio-economic impact assessment and stakeholder roles in NDC implementation.Cường said: “The development of the NDC 3.0 draft is being carried out in accordance with the provisions of the United Nations Framework Convention on Climate Change (UNFCCC) and Paris Agreement on Climate Change, and in line with Viet Nam’s national circumstances.”“It updates the country’s latest strategies, plans on climate change response, energy security, and socio-economic development. Regularly updated data on water resources enable localities to plan irrigation schedules, reduce drought and salinity risks, and improve water use efficiency. This aligns with Politburo Resolution No. 57-NQ/TW, which highlights science and innovation as strategic breakthroughs for governance and development.However, he noted that many irrigation systems remain manually operated, with fragmented data not connected in real time.To address this, the Ministry of Agriculture and Environment approved the development of the Vietnam Water Resources Information System (VN-WIS), a unified national data platform integrating AI, IoT, Big Data, GIS, and Digital Twin technologies. Mai Hồng Tâm, deputy head of the Cần Thơ Sub-Department of Irrigation, said that after merging with Hậu Giang and Sóc Trăng, the city manages extensive irrigation infrastructure, from canals and sluices to pumping stations and drainage systems. However, technology application remains fragmented and lacks synchronisation.Lê Xuân Thái, head of the Khánh Hòa Sub-Department of Irrigation, noted that although Supervisory Control and Data Acquisition (SCADA) systems were installed in major reservoirs in the early 2010s, many devices later became inoperative due to unstable maintenance funding and unclear spending standards. This could lead to monopoly in charging infrastructure, hinder small enterprises from entering the market and reduce consumer choice.The association emphasised that EV charging infrastructure should be considered a strategic public asset linked to national energy security and the sustainable development of Việt Nam’s electric vehicle industry.A closed ecosystem might create dependence on a few large corporations and weaken local supporting industries, while an open-access system with standardised connections and transparent usage mechanisms would promote a healthy competitive market, attract private investment, spur innovation and protect consumer rights.Experiences from the EU, Japan and South Korea show that three key factors for successful EV adoption include common charging standards, open-access charging infrastructure and a transparent management framework, the association said.Accordingly, the association urged the issuance of technical standards and regulations for open-access charging systems, together with the development of a national standard for charging and connecting.The establishment of clear non-monopoly principles and transparent commercial access for all automakers is also important, the association said. In July alone, deposits from this group increased by about VNĐ54 trillion.Deposits from institutional customers reached more than VNĐ7.98 quadrillion, up 4.04 per cent compared to the end of 2024. Compared to the end of June 2025, corporate deposits decreased by VNĐ127.52 trillion.According to SBV reports, in July the average đồng deposit interest rate at domestic commercial banks was 0.1-0.2 per cent per year for non-term deposits and deposits with terms of less than one month; 3.3-4.0 per cent per year for deposits with terms from one month to less than six months; 4.6-5.5 per cent per year for deposits with terms from six months to 12 months; 4.9-6.1 per cent per year for deposits with terms from over 12 months to 24 months; and 6.9-7.3 per cent per year for deposits with terms over 24 months.In a newly released currency market report, analysts at MB Securities Company (MBS) assessed that the interest rate level remains generally low, in line with Government and SBV policies to support growth.MBS forecasts that the 12-month term deposit interest rate will remain stable at 4.8 per cent until the end of 2025, although it may come under some pressure if credit growth increases rapidly, estimated at 20.19 per cent for the whole year, the highest level in more than a decade. — BIZHUB/VNS &nbsp;

However, he warned that long-standing market dynamics are shifting. Dũng recalled an anecdote shared at the summit in which a CEO of a Fortune 500 company asked his outsourcing partner: “If AI agents can automatically do this work, why do we need you?”“This is no longer a hypothetical question,” Dũng said, warning that new AI agents are dismantling three long-held assumptions of the outsourcing sector: the scarcity of talent, the geographic cost advantage, and the irreplaceability of human intelligence. “These shifts mean companies must redefine their value in the service supply chain,” he said.Dũng broke down software development into three layers: the Concept layer, involving business understanding and problem definition; the Logic layer, involving system design; and the Physical layer, where code is written. Vietnamese engineers, he said, have long been concentrated in the Physical layer. However, advancements in AI and no-code/low-code platforms are rapidly automating this layer, threatening the traditional core work of thousands of developers.“As value moves upward, the need increases for professionals in Information Systems who understand business requirements and can design holistic solutions,” he said.At the same time, global competition is intensifying. Dũng pointed to Japan’s recent strategic cooperation with India as a warning sign, noting that Indian engineers—now considered stronger in AI—are willing to accept salaries 20–30 per cent lower than their Vietnamese counterparts. “The next decade will no longer be a race to the lowest cost, but a fierce competition for value,” he said. “Việt Nam has no alternative but to climb the value chain—from the Physical layer to the Concept layer.”According to Dũng, the most significant innovation needed is in business models. Companies must transition from transactional outsourcing to transformation partnerships. In transactional models, vendors simply code according to the client’s design and are paid by project or man-hours. This “low-level playing field,” he said, is being eroded by AI.In contrast, transformation models require technology firms to participate from the start, helping define problems and develop comprehensive solutions. “In this model, companies sell expertise and outcomes, not just labour,” Dũng said. He cited a recent survey showing that 81 per cent of businesses want their outsourcing partners to act as strategic collaborators rather than traditional service providers.“Clients no longer buy service-level agreements—they buy business results,” he said. “In the AI era, the question is not how to complete a task efficiently, but how to eliminate the task entirely through automation.”He added: “The core competency of future engineers is the ability to combine human empathy with machine power to find breakthrough solutions, not just improve old methods.”Dũng said Việt Nam’s strength lies in being small, agile and flexible. Instead of building large, cumbersome teams, he said the industry needs “elite technology task forces” that are highly skilled, resilient and capable of adapting quickly.To develop such teams, companies must adopt sustainable talent strategies. This is not simply a race to hire top performers, but a commitment to deep investment in people. He stressed that global workforces, including in Vietnam, will need to continuously upgrade skills to adapt to AI, and companies must prioritise employee well-being. “Businesses must place the development and happiness of their employees at the centre,” he said.Dũng highlighted the importance of training missions such as Rikkeisoft’s Rikkei Education programme. He said the company’s vision of “helping farmers learn to code,” which aims to democratise programming knowledge beyond the IT sector, has become increasingly meaningful. “When technology empowers domain experts to create their own solutions, that is the pinnacle of efficiency,” he said.The summit also underscored a clear message: Việt Nam’s software outsourcing industry can only move forward by working alongside customers as co-creators rather than simply executing orders.This mindset was reflected in Rikkeisoft’s new strategic direction, announced during the event. Chairman Tạ Sơn Tùng said RGS2025 marked not only a milestone in the company’s 13-year journey but also the start of a new phase with a clearer global vision.In the next stage, the company will focus on four strategic priorities: accelerating investment in AI as a core growth driver; expanding talent development through university partnerships and the “three-house” (government–academia–business) model; entering global markets by shifting from outsourcing to end-to-end consulting and technology solutions; and preparing for an initial public offering (IPO) with the ambition to become Việt Nam’s next tech unicorn.“We aim for 50 per cent annual growth, with the aspiration to take Vietnamese intelligence to the world,” Tùng said.During the summit, Rikkeisoft signed several memoranda of understanding with strategic partners to support market expansion, technological talent development and international cooperation.
