Today, advances in science and technology alongside broader economic development have lifted living standards and opened new opportunities.Travelling to the ancient village of Bắc Hoa, where traditional rammed-earth houses with yin-yang tiled roofs cling to the hillside, Nùng villagers can be seen decorating their homes in preparation for the approaching Tết - Lunar New Year 2026.Hùng Văn Thăng’s family is expanding a guest shelter to welcome visitors. On the hilltop, Lường Thị Lan is brewing traditional rice wine in anticipation of a more prosperous Tết. Nearby, the family of Lăng Quốc Kỳ, head of the village’s Fatherland Front Working Committee, is working together to decorate their home.Meanwhile, Hùng Văn Tỷ, a respected village elder, is harvesting cassava. Each household has its own task, yet all share a common belief and a collective focus on the 14th National Party Congress.Kỳ said that for more than 10 days leading up to the Congress, he hung the national flag in a prominent position at the entrance to his house.Watching the live broadcast of the opening session of the 14th National Party Congress, Kỳ spoke of his pride in the changes and development of both the locality and the country, particularly Việt Nam’s rising position on the international stage. He also noted the clear improvement in the lives of ethnic communities and the maintenance of public security and order.To date, local infrastructure including electricity, roads, schools and health care facilities has been comprehensively upgraded, making the area cleaner, more modern and more accessible. All inter-communal and inter-village roads have now been concreted.The education system, from kindergarten to secondary level, has been developed to meet learning needs, with 100 per cent of school-age children in the village attending school. Increased investment in the local health station has also improved access to primary healthcare, particularly for the elderly and children.Since 2023, the commune has built a village cultural house that serves as a centre for cultural activities, community meetings and spiritual life. The patient’s hand was nearly destroyed.Injuries caused by fireworks or explosive devices are often extremely complex, making the restoration of individual fingers extraordinarily difficult.Despite prompt emergency care and urgent surgery, and after extensive efforts by the medical team, doctors were only able to preserve two of the patient’s five fingers. The entire palm and wrist area sustained devastating damage, meaning the treatment process is expected to be prolonged and will require multiple additional surgeries.In the long term, the patient is likely to regain only very limited hand function.Dr Vịnh said that every year, particularly in the three months leading up to the Lunar New Year, the department treats numerous firework-related accidents, most of them involving adolescents. In recent years, however, such cases have been occurring sporadically throughout the year rather than being confined to festive periods.The patient has undergone surgical debridement to remove crushed tissue and foreign objects, including firework fragments. In the next few weeks, doctors will continue treatment by covering necrotic areas with skin flaps, and after several months, they plan to perform toe-to-thumb transfer surgery to replace the lost thumb.Even so, the patient will have to accept the permanent loss of at least two fingers, according to his medical team.Dr Vịnh warned the public, especially young people, never to underestimate the dangers of explosive materials. What doctors regret most is that accidents caused by fireworks are entirely preventable, yet continue to occur. Just a few moments of carelessness can lead not only to permanent loss of limb function, but in many cases can directly threaten lives.The doctor also stressed that in the event of a fireworks-related accident, the injured person should receive basic first aid, including wound dressing and immobilisation, and be transported immediately to the nearest medical facility, as delays may result in the loss of critical time for emergency treatment.Out of this deeply regrettable case, Dr Vịnh expressed the hope that families, schools and society will strengthen supervision, education and awareness among adolescents so that the sound of fireworks no longer comes at the cost of young people’s health, future and entire lives. — VNS

Revenues beat the Government-assigned target by 5.9 per cent.The VSS reported that total accumulated reserves across the social, health, and unemployment insurance funds now top VNĐ1.5 quadrillion, making them one of Việt Nam’s largest off-budget public financial vehicles and ensuring long-term capacity to meet benefit obligations.For 2025, total disbursements from the funds amounted to VNĐ528.2 trillion, including nearly VNĐ342.4 trillion from the social insurance fund, over VNĐ19.4 trillion from unemployment insurance, and VNĐ166.4 trillion from health insurance.According to VSS, fund management and use in 2025 remained tight and effective in line with regulations. Acting on the Ministry of&nbsp;Finance’s directions to improve fund efficiency and stamp out misuse and fraud, the system ramped up risk monitoring, on-site inspections, and oversight.It also improved cost evaluations for health insurance-covered medical services to protect insured patients’ legitimate rights and prevent abuse and fraudulent claims, thereby optimising the health insurance fund.Social insurance funds also serve as a major channel for capital mobilisation, primarily via government bond holdings. VNA/VNS Photo</td></tr></tbody></table></figure>QUẢNG TRỊ - Quảng Trị Province has intensified inspections from fishing ports to fishing grounds and closely monitored fishing vessels that do not meet operational standards, as part of vigorous efforts to combat illegal, unreported and unregulated (IUU) fishing.The central province has also paid attention to collecting registration and inspection data, integrating it for management, and ensuring that non-compliant vessels are not allowed to go fishing.Lê Văn Bảo, Vice Chairman of the provincial People’s Committee, has requested relevant local units to closely track the inspection deadlines of all local fishing vessels, including those registered elsewhere or at private inspection units.Through inspections, awareness campaigns, and the collection of vessel documentation from local fishermen, authorities aim to equip the provincial monitoring system with full data to manage all vessels and block non-compliant boats from fishing, he said.Bảo also urged the provincial Department of Agriculture and Environment to work with local authorities to track vessels nearing the end of their technical inspection period and guide owners to complete inspections on time.Localities were tasked with accelerating the deregistration of vessels that no longer exist and swiftly ending IUU fishing activities in the province.Quảng Trị has more than 4,600 fishing vessels with a length of six metres or longer, including 158 that are unqualified for operation. Local authorities have tightened supervision by sealing non-compliant vessels, assigning staff for regular monitoring, and publicly disclosing their status to prevent IUU fishing and enable community oversight.Sen. Lt. Colonel Cao Ngọc Lâm, head of the economic security division of the provincial Department of Public Security, said the police force will intensify monitoring and strictly handle serious IUU fishing violations, especially illegal operations by local vessels in foreign waters, while coordinating sanctions to prevent unresolved cases or vessel detentions.Lê Ngọc Linh, Deputy Director of the provincial Sub-department of Fisheries and Fishery Surveillance, said enforcement against IUU fishing violations has shifted from persuasion to strict and zero-tolerance action, focusing on strong deterrence and clear accountability for vessel owners, captains and management agencies.In the coming period, authorities will focus on communication and guidance to help fishing vessel owners regularly monitor the validity and expiry of vessel documents and complete renewals or reissuance in a timely manner to avoid non-compliance, he noted. At the time of the incident, five fishermen were on board the vessel, while the remaining 47 were fishing from basket boats. By around 2a.m. the same day, the fire had engulfed the entire cabin, forcing those on board to escape by lowering a basket boat into the sea.At 9am&nbsp;on December 17, the captain managed to contact fishing vessel No. 90779-TS from Đắk Lắk Province, which rescued all 52 fishermen and brought them safely aboard.At 7am&nbsp;on December 18, Coast Guard vessel KN364 was dispatched to transfer the fishermen to Song Tử&nbsp;Tây island. Each stage poses a high risk of exposure, not only for those directly involved but also for surrounding communities.According to health experts, rabies causes between 75 and 100 human deaths each year in Việt Nam. Following the COVID-19 pandemic, zoonotic diseases have been increasingly considered a serious threat to community health.
