Artificial intelligence (AI) and big data are being piloted to automatically collect and standardise water resource data, building a connected database that supports smart irrigation for both citizens and businesses.Nguyễn Mạnh Hùng, head of the department’s Operations and Irrigation Management Division, said that applying digital technologies has yielded visible results. Regularly updated data on water resources enable localities to plan irrigation schedules, reduce drought and salinity risks, and improve water use efficiency. This aligns with Politburo Resolution No. 57-NQ/TW, which highlights science and innovation as strategic breakthroughs for governance and development.However, he noted that many irrigation systems remain manually operated, with fragmented data not connected in real time.To address this, the Ministry of Agriculture and Environment approved the development of the Vietnam Water Resources Information System (VN-WIS), a unified national data platform integrating AI, IoT, Big Data, GIS, and Digital Twin technologies. VN-WIS enables continuous updates on weather, rainfall, tides, and reservoir capacity, supports decision-making and real-time monitoring of irrigation works, and enhances forecasting and early warning capabilities.The department is also promoting public–private partnerships and collaborating with enterprises, research institutes, and international organisations such as FAO, the World Bank, and JICA for technology transfer and digital skills training.“Our goal is to build a modern, transparent, and resilient irrigation sector in the digital era,” Hùng said.Innovative solutions from research and enterprisesAt the forum, research institutes and businesses showcased a wide range of technologies applied in the sector.The Vietnam Academy for Water Resources introduced a Hybrid AI model that predicts upstream flows 7–30 days in advance, along with a mobile app providing real-time irrigation data. It is also developing a Digital Twin system for sustainable water management in the Mekong Delta.The Southern Campus of Thuyloi&nbsp;University presented a Data Mesh–based system that automatically collects and standardises multi-source data in real time, enabling transparent data sharing and advancing Water 4.0 management.RYNAN Technologies Vietnam JSC showcased its AIoT-based smart water management ecosystem for climate-resilient agriculture. The system monitors environmental indicators such as salinity, pH, and dissolved oxygen in real time and uses machine learning to forecast anomalies and issue early warnings. Mai Hồng Tâm, deputy head of the Cần Thơ Sub-Department of Irrigation, said that after merging with Hậu Giang and Sóc Trăng, the city manages extensive irrigation infrastructure, from canals and sluices to pumping stations and drainage systems. However, technology application remains fragmented and lacks synchronisation.Lê Xuân Thái, head of the Khánh Hòa Sub-Department of Irrigation, noted that although Supervisory Control and Data Acquisition (SCADA) systems were installed in major reservoirs in the early 2010s, many devices later became inoperative due to unstable maintenance funding and unclear spending standards. This could lead to monopoly in charging infrastructure, hinder small enterprises from entering the market and reduce consumer choice.The association emphasised that EV charging infrastructure should be considered a strategic public asset linked to national energy security and the sustainable development of Việt Nam’s electric vehicle industry.A closed ecosystem might create dependence on a few large corporations and weaken local supporting industries, while an open-access system with standardised connections and transparent usage mechanisms would promote a healthy competitive market, attract private investment, spur innovation and protect consumer rights.Experiences from the EU, Japan and South Korea show that three key factors for successful EV adoption include common charging standards, open-access charging infrastructure and a transparent management framework, the association said.Accordingly, the association urged the issuance of technical standards and regulations for open-access charging systems, together with the development of a national standard for charging and connecting.The establishment of clear non-monopoly principles and transparent commercial access for all automakers is also important, the association said. In July alone, deposits from this group increased by about VNĐ54 trillion.Deposits from institutional customers reached more than VNĐ7.98 quadrillion, up 4.04 per cent compared to the end of 2024. Compared to the end of June 2025, corporate deposits decreased by VNĐ127.52 trillion.According to SBV reports, in July the average đồng deposit interest rate at domestic commercial banks was 0.1-0.2 per cent per year for non-term deposits and deposits with terms of less than one month; 3.3-4.0 per cent per year for deposits with terms from one month to less than six months; 4.6-5.5 per cent per year for deposits with terms from six months to 12 months; 4.9-6.1 per cent per year for deposits with terms from over 12 months to 24 months; and 6.9-7.3 per cent per year for deposits with terms over 24 months.In a newly released currency market report, analysts at MB Securities Company (MBS) assessed that the interest rate level remains generally low, in line with Government and SBV policies to support growth.MBS forecasts that the 12-month term deposit interest rate will remain stable at 4.8 per cent until the end of 2025, although it may come under some pressure if credit growth increases rapidly, estimated at 20.19 per cent for the whole year, the highest level in more than a decade. — BIZHUB/VNS &nbsp;

Photo vietnamplus.vn&nbsp;</td></tr></tbody></table></figure>&nbsp;HÀ NỘI — Việt Nam’s software outsourcing industry must rapidly transform its capabilities and move up the global value chain as the world enters the “second half” of the artificial intelligence (AI) era, according to Nguyễn Huy Dũng, Member of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation.Speaking at the Rikkei Global Summit 2025 in Hà Nội on Friday, Dũng said technology firms need to continuously upskill their workforce to adapt to the accelerating AI revolution, while placing employee growth and happiness at the centre of their long-term strategy.He noted that the global outsourcing sector is expected to exceed US$1.1 trillion in 2025, demonstrating its continued importance to the digital economy. However, he warned that long-standing market dynamics are shifting. China is no longer the world’s low-cost manufacturing hub, Japan is struggling after missing the software wave despite its hardware strengths, and India has undergone significant transformation compared to a decade or two ago.“The competitive landscape has changed at lightning speed,” he said. “Việt Nam’s outsourcing industry must upgrade itself or risk being left behind.”Dũng argued that the sector is entering the “second half” of the AI era. While the first phase was a race to develop AI systems to solve increasingly complex problems, the second focuses on selecting the right problems and measuring AI’s true value. This, he said, requires a fundamental mindset shift—from purely executing engineering tasks to becoming value creators and product builders.The rise of AI is forcing software engineers to move beyond the traditional role of “code writers for hire” and become co-creators alongside clients. Dũng recalled an anecdote shared at the summit in which a CEO of a Fortune 500 company asked his outsourcing partner: “If AI agents can automatically do this work, why do we need you?”“This is no longer a hypothetical question,” Dũng said, warning that new AI agents are dismantling three long-held assumptions of the outsourcing sector: the scarcity of talent, the geographic cost advantage, and the irreplaceability of human intelligence. “These shifts mean companies must redefine their value in the service supply chain,” he said.Dũng broke down software development into three layers: the Concept layer, involving business understanding and problem definition; the Logic layer, involving system design; and the Physical layer, where code is written. Vietnamese engineers, he said, have long been concentrated in the Physical layer. However, advancements in AI and no-code/low-code platforms are rapidly automating this layer, threatening the traditional core work of thousands of developers.“As value moves upward, the need increases for professionals in Information Systems who understand business requirements and can design holistic solutions,” he said.At the same time, global competition is intensifying. Dũng pointed to Japan’s recent strategic cooperation with India as a warning sign, noting that Indian engineers—now considered stronger in AI—are willing to accept salaries 20–30 per cent lower than their Vietnamese counterparts. “The next decade will no longer be a race to the lowest cost, but a fierce competition for value,” he said. “Việt Nam has no alternative but to climb the value chain—from the Physical layer to the Concept layer.”According to Dũng, the most significant innovation needed is in business models. Companies must transition from transactional outsourcing to transformation partnerships. In transactional models, vendors simply code according to the client’s design and are paid by project or man-hours. This “low-level playing field,” he said, is being eroded by AI.In contrast, transformation models require technology firms to participate from the start, helping define problems and develop comprehensive solutions. “In this model, companies sell expertise and outcomes, not just labour,” Dũng said. He cited a recent survey showing that 81 per cent of businesses want their outsourcing partners to act as strategic collaborators rather than traditional service providers.“Clients no longer buy service-level agreements—they buy business results,” he said. “In the AI era, the question is not how to complete a task efficiently, but how to eliminate the task entirely through automation.”He added: “The core competency of future engineers is the ability to combine human empathy with machine power to find breakthrough solutions, not just improve old methods.”Dũng said Việt Nam’s strength lies in being small, agile and flexible. Instead of building large, cumbersome teams, he said the industry needs “elite technology task forces” that are highly skilled, resilient and capable of adapting quickly.To develop such teams, companies must adopt sustainable talent strategies. This is not simply a race to hire top performers, but a commitment to deep investment in people. He stressed that global workforces, including in Vietnam, will need to continuously upgrade skills to adapt to AI, and companies must prioritise employee well-being. “Businesses must place the development and happiness of their employees at the centre,” he said.Dũng highlighted the importance of training missions such as Rikkeisoft’s Rikkei Education programme. He said the company’s vision of “helping farmers learn to code,” which aims to democratise programming knowledge beyond the IT sector, has become increasingly meaningful. “When technology empowers domain experts to create their own solutions, that is the pinnacle of efficiency,” he said.The summit also underscored a clear message: Việt Nam’s software outsourcing industry can only move forward by working alongside customers as co-creators rather than simply executing orders.This mindset was reflected in Rikkeisoft’s new strategic direction, announced during the event. I would like to offer my warm congratulations to the Government of Việt Nam, especially the Ministry of Finance, the State Securities Commission, the Stock Exchanges, and the Security Depository and Clearing Corporation, and all market participants for this achievement.The upgrade signals growing confidence from international investors and recognises Việt Nam's importance as an investment destination. It underscores the considerable progress that Việt Nam has made in modernising its capital markets: from strengthening the securities law to launching a new trading system and preparing more advanced market infrastructure of clearing and settlement.Based on the World Bank Group's conservative estimates, the total portfolio flows associated with emerging-market status and the inclusion of Vietnamese equities in the FTSE Russell Emerging Markets Index could be in the range of US$3–5 billion in the next couple of years.How should Việt Nam take advantage of the increased global interest in Vietnamese assets resulting from this development?This is a major milestone, but it is only the beginning. The next step is Việt Nam's full inclusion in the FTSE-Russell Emerging Markets Index in September 2026 so passive funds can flow in. Getting there will require enabling global brokers to fully participate in the market.We are working closely with the State Securities Commission, investors, and market participants to help make that possible. Beyond the FTSE-Russell, which accounts for roughly 20 per cent of the total global index market, the next big objective is recognition by MSCI, the largest global index provider. Achieving that would be transformative, potentially bringing three to four times more capital inflows than the FTSE upgrade.To reach this stage, Việt Nam needs to continue reforms, particularly: easing foreign ownership limits, implementing the new clearing and settlement system, and strengthening foreign exchange management.In a recent interview with us, Minister of Finance Nguyễn Văn Thắng acknowledged the World Bank’s support in reaching this milestone. Can you elaborate on how the World Bank contributed?Capital markets development is part of a broader growth agenda in Việt Nam that also includes building better infrastructure, fostering innovation, and supporting private sector-led development. As the Minister noted, this has been a journey, and the World Bank Group has been a very close partner throughout.We work through the Joint Capital Markets Program (J‑CAP), which brings together the World Bank Group’s strengths—global expertise, policy advice, and financing—to support Việt Nam as it modernises its capital markets. Over the past decade, we have worked alongside the Vietnamese authorities as they strengthened market institutions. Since FTSE Russell placed Việt Nam on its Watch List in 2018, the World Bank Group’s J‑CAP team, funded by Australia’s Department of Foreign Affairs and Trade and Switzerland’s State Secretariat for Economic Affairs, has provided policy advice and recommendations that contributed directly to tangible reforms.For this market upgrade specifically, we supported the implementation of key reforms, including eliminating the pre‑funding requirement for foreign institutional investors, simplifying account‑opening procedures, enhancing disclosure practices (including in English), and easing restrictions related to foreign ownership limits.How do you view the prospects for Việt Nam’s capital market development in the coming period?Việt Nam is on the right track: vibrant capital markets will be central to mobilising domestic and international resources sufficient for Việt Nam to achieve its ambition of becoming a high‑income economy by 2045.There is still more to do as Việt Nam deepens its capital markets and opens further to foreign investors such as improving the legal framework, strengthening corporate governance, and implementing the roadmap for information disclosures— factors increasingly emphasized by international investment funds. This roadmap was approved by the State Capital Management Committee in a decision issued on December 5, 2022.The Petrolimex Board of Directors approved the merger proposal on February 6. As a result, all of PTC's assets, debts, rights, obligations and legal interests will be transferred to Petrolimex, and PTC will cease to exist as a separate entity once the merger is complete.Petrolimex will inherit all of PTC's assets and liabilities.Post-merger, Petrolimex's charter capital will remain unchanged at approximately VNĐ12.94 trillion (US$490.4 million).The merger will not affect the composition of the Board of Directors, the Supervisory Board, the General Director or the legal representatives of the group. It marked the highest-ever monthly export value, equivalent to the export value of wood and wood products, which were Việt Nam’s leading agricultural export.Fruit and vegetable exports totalled $6.2 billion for the first nine months, up 10.3 per cent over the same period last year, statistics reveal.According to the Agency of Foreign Trade under the Ministry of Industry and Trade, durian remains the main growth driver, with exports rebounding strongly after a dip earlier this year.Durian shipments in August reached nearly $589 million, up 55.2 per cent over the previous month and 9.8 per cent over the same month last year, although the eight-month durian export value saw a year-on-year drop of 16.2 per cent to $1.8 billion.The Vietnam Fruits and Vegetables Association estimated that durian exports could hit $900 million in September alone.The association's General Secretary Đặng Phúc Nguyên said that the Chinese market is the main driving force for export recovery, accounting for 60 per cent of Việt Nam’s fruit and vegetable export revenue.Exports to China reached nearly $800 million in September alone on increased demand for durian, he said, forecasting a boom in October, when the durian harvest season ends in other countries.Other fruits also saw strong increases in August, including a remarkable figure for lychees, which went up 58 times the figure of August 2024 as the Vietnamese fruit hit shelves in major US retailer Costco. The first phase, from now until mid-2026, will test the two-part pricing with industrial customers engaged in direct power purchase agreements (DPPA) with renewable energy producers and large electricity users in production and business.In the second phase, from January to June 2026, authorities will issue parallel invoices without requiring payment to all pilot participants and provide guidance on the new pricing system.From July 2026 to July 2027, the system will be tested in practice to monitor demand changes, customer behaviour, and electricity sales revenue, and to study necessary adjustments to the tariff structure.The ministry will study expanding the two-part tariff to more customer groups from August 2027.Vietnam Electricity (EVN) will be responsible for proposing the pricing and submitting it to the ministry for implementation following the roadmap.At a conference on Monday, EVN General Director Nguyễn Anh Tuấn said the pilot should first be implemented for large customers who use at least 200,000 kWh per month and are connected at 22kV or higher. There will be around 7,000 such enterprises, who are also subject to DPPA. Residential customers will not be included at this stage due to the requirement to invest in new metering systems.In the initial phase, the mechanism will apply to large users without exception. Photo vneconomy.vn</td></tr></tbody></table></figure>HÀ NỘI — Việt Nam is reaping the rewards of fiscal prudence, with public debt figures falling sharply over the past five years, offering breathing room for the State budget and signalling improved financial security.According to a newly released report from the Ministry of Finance, the country’s public debt has dropped from 55.9 per cent of GDP in 2020 to just 34 per cent in 2024 — well below the statutory ceiling.The national public debt report for the 2020–24 period reveals that government debt accounted for 31.8 per cent of GDP in 2024, a significant reduction from 49.9 per cent in 2020.Government-guaranteed debt declined to 2.2 per cent, while local government debt held steady at approximately 0.6 per cent of GDP.The Ministry of Finance attributed this shift to tighter fiscal discipline and improved debt management by the State. Beyond the overall reduction, the report noted a clear slowing in public debt growth, laying a more stable foundation for budgetary balance.External borrowing has also been curbed. The country’s foreign debt-to-GDP ratio dropped from 47.9 per cent in 2020 to 27.9 per cent in 2024, further reducing reliance on overseas loans and enhancing national financial security.The pressure of debt servicing has eased as well.The Government’s debt repayment obligations fell from 21.2 per cent of State budget revenue in 2020 to 18.9 per cent in 2024. This ratio is considered a key indicator of repayment pressure, and maintaining a low and downward trend is seen as vital for long-term fiscal sustainability.However, the report also noted that the country's foreign debt repayment obligation compared to the export turnover of goods and services recorded an increasing trend from 5.7 per cent in 2020 to 7.8 per cent in 2024.Although this increase has not created much pressure, it reflects the fact that Việt Nam needs to continue to promote exports and maintain a stable trade balance to ensure room for debt repayment in the long term. — BIZHUB/VNS
