Since the establishment of diplomatic relations in 1989, two-way trade has shown impressive growth. Last year, trade revenue soared to a record of US$7.87 billion, a year-on-year increase of 12.2 per cent.Việt Nam shipped $2.6 billion worth of products to Brazil, and imported $5.37 billion from the country, up 15 per cent.In the first five months of this year, the bilateral trade reached $3.33 billion, down 5 per cent&nbsp;compared to the same period in 2024. VCCI cited feedback from enterprises that this regulation is too strict and is a big barrier that will eliminate the majority of enterprises to be qualified for participating in the market.This could lead to a situation that only a few enterprises can participate in the market, causing a limit in competition, undiversified supply sources, thereby affecting the rights and choices of the people.Regarding the business of gold jewellery and handicrafts, the draft decree continues to maintain the business conditions for gold jewellery and handicrafts.According to VCCI, maintaining the business conditions is in accordance with the provisions of the Investment Law, special requirements on safety or management, and the administrative reform policy.The regulation on business conditions is also not really suitable and supportive of the orientation of ‘Encouraging the development of the domestic gold jewellery market to gradually turn Việt Nam into a centre for manufacturing and exporting high-quality gold jewellery’ that the General Secretary Tô Lâm concluded at a meeting with the Central Policy and Strategy Committee on May 28, 2025.VCCI proposed that the SBV remove the regulation on business conditions for gold jewellery. — BIZHUB/VNS

On average, the region processed 43.6 million online orders per day, approaching the scale of the US market.Shopee, Lazada and TikTok Shop accounted for more than 90 per cent of total order volume, with Việt Nam being one of the top five markets in the region alongside Thailand ($23.5 billion), Malaysia ($11.5 billion), the Philippines ($16 billion)&nbsp;and Singapore ($4.9 billion). Thailand and Malaysia led in growth, posting 22 per cent and 20 per cent increases respectively.Indonesia remains the region’s largest e-commerce market, with US$56.5 billion in GMV and a 44 per cent market share. However, its growth slowed to just 5 per cent due to ongoing platform mergers.In Việt Nam, the e-commerce landscape is dominated by three major platforms. Shopee holds the largest market share, commanding 65 per cent of GMV (around $10.4 billion), followed by TikTok Shop at 28 per cent ($4.5 billion), Lazada at 6 per cent ($1 billion)&nbsp;and Tiki at 1 per cent (nearly $200 million).Beyond major platforms, other digital commerce channels such as brand websites, multi-brand retailers, social media&nbsp;and messaging apps like WhatsApp contributed an additional $16.8 billion to the region’s total e-commerce value.The report also noted a resurgence of Chinese consumer brands in Southeast Asia. <figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2025/6/27/433396_5202706323226175_panel.jpg" alt=""></figure></td></tr><tr><td>A panel discussion at the workshop 'Easing Non-Tariff Barriers to unlock ASEAN’s potential'. — Photo courtesy of VIR</td></tr></tbody></table></figure>HÀ NỘI — Although intra-bloc tariffs have been almost eliminated, non-tariff barriers still increase costs and reduce the competitiveness of Vietnamese goods in the ASEAN market.Experts made this assessment at a workshop titled 'Easing Non-Tariff Barriers to unlock ASEAN’s potential' jointly organised by the Vietnam Investment Review newspaper and the New Zealand Embassy on June 27.Opening the workshop, Deputy Editor-in-Chief of Vietnam Investment Review Lê Trọng Minh said that although ASEAN has eliminated more than 99 per cent of intra-bloc tariffs, non-tariff barriers (NTBs) remain significant obstacles to trade and investment in the region.“In the context of ASEAN moving towards its 2045 vision to strengthen economic connectivity and digitalising trade, removing NTBs is an urgent requirement,” said Minh.According to a World Bank report, there are nine common groups of NTBs, of which animal and plant quarantine and food safety (SPS) account for 37.5 per cent, as well as technical barriers to trade (TBT). Although these measures aim to protect health, the environment and consumers, if they lack transparency or are not consistent, they can become invisible barriers that increase costs, prolong customs clearance times and create risks for businesses.“For small and medium-sized enterprises, the cost of complying with NTBs such as product re-inspection, lack of information on technical changes, halal certification or unsynchronised digital procedures is a significant burden. NTBs can account for up to 2-4 per cent of the value of goods, and if 10 per cent of costs due to NTBs can be reduced, ASEAN can increase trade by 3-4 per cent, equivalent to tens of billions of US dollars,” Minh said.Country Director of NielsenIQ in Việt Nam, the Philippines and Myanmar Nguyễn Anh Dũng pointed out three major challenges for businesses when approaching the ASEAN market: separate domestic standards, fragmented distribution infrastructure and differences in consumer culture.“For example, a cosmetic product licensed in Thailand may not be accepted in Việt Nam if it does not have a secondary label or makes changes to the ingredient declaration. The food industry faces even more difficulties in Muslim countries like Malaysia and Indonesia due to the halal certification requirements with complicated procedures, high costs and a long processing time,” said Dũng.Dũng also highlighted issues with logistics and domestic distribution barriers. Many global brands have difficulty penetrating provinces outside of major cities, due to fragmented distribution infrastructure and a lack of reliable domestic partners."To overcome barriers, businesses need to understand not only the law but also the market. Using data on purchasing behaviour and local consumer trends is key to helping businesses take the right approach, prioritise the right categories and choose the right local partners to accelerate," Dũng added.Lệ Hằng, Deputy General Secretary of the Vietnam Association of Seafood Exporters and Producers (VASEP), said that NTBs are a major obstacle to exports to ASEAN, especially SPS and TBT measures as well as import licence requirements.“ASEAN countries often apply strict regulations on quarantine, certification and food safety standards. To comply, businesses must provide additional documents, conduct laboratory testing or adjust production processes. For small businesses, this is a huge barrier,” said Hằng.To support businesses in overcoming barriers, VASEP has acted as a bridge between businesses and management agencies, proposed policies, organised trade promotion and provided training on traceability, ESG and raw material area development. Many recommendations have been acknowledged by the Government, contributing to removing bottlenecks and maintaining export orders, according to Hằng.The event is a platform for exporters and business leaders to share their experiences with non-tariff barriers. It will also explore actionable policy options for improving trade flows and shaping future negotiations, particularly in light of the global trade environment, support Southeast Asian governments in enhancing long-term market competitiveness, strengthen regional business networks and equip companies with the tools needed to remain resilient and competitive. — VNS

As of June 18, major policy directions in the draft were approved by the Government’s Standing Committee. The revised law is expected to include numerous provisions to better protect consumers, Ninh noted.In addition to institutional reform, the agency is also rolling out key solution groups to combat counterfeit goods, imitations, and intellectual property infringements in the digital environment.Efforts are also underway to enhance international cooperation, especially in developing cross-border dispute resolution mechanisms.The ministry is continuing to improve the legal framework, enhance technological solutions, and strengthen inter-agency coordination to build a transparent and secure digital environment centered on consumer protection, deputy minister Nguyễn Sinh Nhật Tân said.Amidst rapidly growing e-commerce, these efforts are fundamental to maintaining market trust and promoting the long-term, sustainable development of the sector, Tân added. — VNS

A domestic network of interconnected data centres using cloud technology will be developed to enable data sharing and enhance processing capacity in support of e-government and comprehensive digital transformation.On infrastructure, the plan includes developing national data centres and multi-purpose regional and national centres that are internationally standardised, safe and sustainable. These centres will deliver cloud computing services to both public agencies and enterprises.By 2030, all government agencies will prioritise deploying new IT systems and services on cloud platforms where feasible, while at least 70 per cent of existing systems will be migrated to the cloud.To achieve these goals, the programme outlines a series of solutions, beginning with institutional improvements. Photo vnbusiness.vn</td></tr></tbody></table></figure>HÀ NỘI&nbsp;— Việt Nam’s gold market is poised for significant reform, as eligible banks and enterprises will soon be permitted to import raw gold and produce bullion — a move expected to invigorate the sector with increased competition and more brands.Đào Xuân Tuấn, director of the State Bank of Vietnam (SBV)’s Foreign Exchange Management Department, said that the SBV is in the process of finalising a draft Government decree that amends Decree 24/2012/NĐ-CP, aimed at gradually liberalising the gold bullion market while ensuring stringent regulatory oversight.A key proposal in the draft is to allow eligible banks and enterprises to import raw gold and produce bullion — a function that, until now, has been exclusively assigned to a single entity.“The SBV will issue licences to the credit institutions and enterprises meeting requirements to import raw gold to produce bullion, or use the imported material to produce jewellery,” Tuấn said.Material import quotas will be granted basing on macroeconomic conditions, monetary policy and market fluctuations. This new approach is intended to dismantle the existing monopoly while maintaining the State’s regulatory and supervisory role.Under the proposed regulations, licensed bullion producers must publicly declare quality standards, maintain detailed transaction records and integrate their data systems with those of regulatory authorities.Tuấn emphasised that enterprises will be held accountable if product quality does not match the declared standards, adding that data about bullion transactions must be transparent, as they are subject to audit at any time.Allowing multiple bullion brands is expected to create a more competitive marketplace, narrow price differentials between brands and ultimately benefit consumers.To further enhance market transparency and oversight, all payments for bullion transactions will be required to be made via bank accounts and accompanied by electronic invoices — a measure aimed at improving financial tracking and control.Under the draft decree, payments for buying and selling gold worth VNĐ20 million or more must be made through the customer's payment account and the payment account of the gold trading enterprise opened at a commercial bank or a foreign bank branch.Tuấn noted that while over 6,000 enterprises are currently active in the production and trading of gold jewellery, most are small businesses lacking the financial capacity to obtain import licences.To address this, the draft decree stipulates that only credit institutions and bullion producers eligible to produce gold bullion are licensed to import raw gold. These entities may then supply raw materials to domestic jewellery manufacturers. A company or bank that wants to be licensed to produce gold bars must have a minimum charter capital of VNĐ1 trillion and VNĐ50 trillion, respectively.This regulation will both increase the supply of raw gold and ensure that import activities remain under control,&nbsp;Tuấn said.Licensed importers will also be required to establish transparent internal processes, keep full transaction records and connect their information systems with the relevant authorities to support inspection and monitoring.The revised decree is expected to represent a turning point for Việt Nam’s gold market, laying a stepping stone for a more competitive and transparent market operating in line with global fluctuations and the law.In the domestic market, the SJC gold price has increased rapidly in recent trading sessions and exceeded VNĐ120 million per tael to sell on Friday morning.Saigon Jewelry Company, DOJI Group and Bảo Tín Minh Châu Gold Company on Friday morning listed the price of SJC gold bars at VNĐ118.5-120.5 million per tael for buying and selling, an increase of VNĐ800,000 per tael from yesterday. While the previous journey covers approximately 367 km, the coastal route is significantly shorter at around 200 km, making it a faster, more sustainable and cost-effective solution for cargo owners across Việt Nam.Designed to support dry and cold chain logistics, the Mekong Express can transport up to several hundred TEUs per voyage and is capable of handling a large number of refrigerated containers.The new service is also a more sustainable alternative to road transport, generating 60 per cent less carbon emissions. The IATA’s statistics showed that traffic from India grew tenfold.The simplification of visa processes and the increase in direct flights – particularly between New Delhi and Mumbai in India and HCM City and Hà Nội in Việt Nam – have boosted tourism.Annual trade turnover between Việt Nam and India also gained 11 per cent over the past decade, reaching US$15 billion last year.Traffic from the Republic of Korea (RoK) also expanded significantly, rising more than five times in the past 10 years. The RoK is by far the largest source of international arrivals for Việt Nam, at more than twice that of China, and the second largest source of foreign direct investment in 2024.Domestic traffic grew at 107 per cent, lagging behind the 150 per cent growth in international traffic during the same period. These fuels meet international standards and have been approved for use in military equipment after passing various technical tests and trials.This was an important strategic move, as most fuels for defence equipment had previously been imported from abroad.To date, BSR has supplied more than 222,500 cubic metres of Jet A-1K and DO L-62 to the military. These fuels are used for routine training, maintenance, and combat readiness activities.Military personnel have confirmed the quality and reliability of the fuels, stating that they meet all technical requirements and help maintain stable operation in harsh conditions.For instance, submarine 186 Đà Nẵng has used DO L-62 made at Dung Quất Refinery for over three years and has worked smoothly. This local fuel can fully replace imported types. Between 2020 and 2022, they built the 85 Fuel Depot, which can store 45,000 cubic metres of fuel. This helps supply fuel for military needs and improves Việt Nam’s emergency response.In 2022 and 2023, BSR earned over VNĐ902 billion (US$35 million) and nearly VNĐ2.1 trillion, respectively, from special-purpose fuels. Still, company leaders say the project is not just about money – it also supports national defence.“In recent years, engineers at Dung Quất Refinery have worked hard to research and create special fuels for national defence. This shows BSR’s growth in technology, ability to make new products and strong commitment to serving the country,” said Chairman of BSR’s Board of Directors Bùi Ngọc Dương.Looking ahead, BSR and the military plan to expand their cooperation further.In addition to maintaining the supply of Jet A-1K and DO L-62 fuel, they aim to develop new products including defence-grade lubricants. VNS Photo Tố Như</td></tr></tbody></table></figure>HÀ NỘI –&nbsp; Data collected from 10,000 farmers not only provides a comprehensive picture of current rice farming practices, but also serves as a critical foundation for developing context-specific recommendations tailored to each locality and crop&nbsp;season, according to findings from the International Rice Research Institute (IRRI).IRRI’s senior expert and Head of Mechanisation and Post-Harvest Dr&nbsp;Nguyễn Văn Hùng spoke about emissions reduction and rice farming at a&nbsp;seminar titled 'Database on the rice cropping system and farming management in the Mekong Delta – supporting the One Million Hectares of High-Quality, Low-Emission Rice Programme', which took place on Tuesday in Hà Nội.“From this data, we can propose effective investment strategies for the One Million Hectares Programme and devise technical solutions aligned with the actual conditions of the value chain including land, water, infrastructure, mechanisation, services&nbsp;and markets in a region-specific, specialised manner,” Hùng said.At the seminar&nbsp;held by the Department of Crop Production and Plant Protection, leading domestic and international scientists exchanged views on how to use data gathered from the&nbsp;research project that surveyed 10,000 rice farmers across twelve Mekong Delta provinces between 2022 and 2024 – the largest household-level investigation that IRRI has conducted in 30 years.IRRI representative Dr Jongsoo Shin&nbsp;told seminar attendees that this 10,000-household survey has provided incredibly valuable insights into rice cultivation practices in the Mekong Delta."Through this workshop, we hope to share our findings and encourage multi-stakeholder participation in realising the goals of Việt Nam’s One Million Hectares Programme," he said.The expert team from IRRI identified a wide range of data correlations across interventions such as mechanisation, fertiliser management, straw collection, alternate wetting and drying, and more.In terms of rice cultivation, the research team proposed several emissions reduction scenarios.Their analyses found that extending straw incorporation into soil to 30 days in Trà Vinh Province, collecting straw in Đồng Tháp Province and avoiding straw burning in Kiên Giang Province were among the most effective measures for cutting emissions.However, the&nbsp;data still requires further in-depth analysis and validation with real-world production practices to accurately assess emissions reduction potential by region.IRRI intends to integrate this dataset into a compatibility map for irrigation, straw management&nbsp;and other farming activities across the Mekong Delta.Initial findings have revealed the importance of behavioural, production&nbsp;and economic factors, as well as mechanisation efficiency, fertiliser use effectiveness, greenhouse gas emissions&nbsp;and cost-benefit outcomes.Regarding fertiliser use, most farmers apply chemical fertilisers more than four times per crop – significantly exceeding optimal recommendations. Overuse of nitrogen fertiliser degrades soil quality and leads to water contamination.Additionally, the survey found a correlation between seed use and nitrogen application: reducing seed density increases nitrogen use efficiency. This is because when rice clumps are spaced out, individual plants compete less for nutrients.Experts identified that seed density, the number of fertiliser applications&nbsp;and water submergence duration before planting are key factors affecting nitrogen use efficiency. In-depth analysis of fertiliser efficiency and its drivers will serve as a basis for formulating strategies to reduce input and boost output in rice production.This would, in turn, inform effective investment strategies for the One Million Hectares Programme and facilitate technical solutions aligned with local conditions across the rice value chain – from land and water to infrastructure, mechanisation, services&nbsp;and markets.Dr Cao Đức Phát, chairman of the IRRI Board of Trustees, praised the household survey conducted by the scientific team.“It has been more than 30 years since we have seen such a broad and in-depth survey. This dataset is a true goldmine&nbsp;for research,” he said.“We should seek resources to implement similar efforts for other rice-producing regions in Việt Nam,” Phát added, highlighting the potential of the dataset to inform policymaking, smart production systems&nbsp;and rice extension efforts.IRRI leadership also recommended that the research team establish a mechanism for sharing this data with both domestic and international research institutions. Such a mechanism would help maximise the dataset’s value in promoting the sustainable transition of farming in&nbsp;the Mekong Delta.The seminar also witnessed the signing of a Memorandum of Understanding between the Việt Nam Food Association, the Việt Nam Soil Science Association&nbsp;and the Việt Nam Fertiliser Association. The event signalled a strong commitment to cooperation among these organisations to promote sustainable rice production in the Mekong Delta.Bùi Bá Bổng, representing the Việt Nam Food Association, said: “The development of a comprehensive database on rice farming in the Mekong Delta is a vital foundation for the sustainable and environmentally friendly growth of the rice sector.
