Many large technology companies, research and development centres and high-quality training institutions are concentrated in the capital, creating a unique competitive advantage that few other localities possess.However, alongside these positive results, practical development also shows that the city’s science, technology and innovation ecosystem has not yet fully realised its inherent potential.The city People's Council recently passed a resolution on a number of preferential policies to support the development of science and technology infrastructure, innovation and digital infrastructure.Under the resolution, Hà Nội will gain a mechanism to support investment, upgrading, renovation, repair and operation of scientific and technological infrastructure belonging to agencies and units in the area.This is an important solution to gradually form a modern network of research and innovation infrastructure, serving the needs of research, testing and technology development.The city will focus on research and development centres, key laboratories, technology incubators at universities, vocational education establishments, science and technology organisations and businesses.Supporting these will help improve research capacity and promote technology transfer and commercialisation of research results, thus creating products and services with high added value.Another policy will support the operation of the city's Technology Exchange, which is expected to help reduce initial investment costs, improve infrastructure exploitation and encourage the private sector to invest in high-tech fields.The resolution provides many direct support policies for the business community and science and technology organisations.Beneficiaries are numerous, including science and technology firms, science and technology organisations, innovation centres, intermediaries in the science and technology market and groups supporting creative start-ups.One of the policies of interest to the business community is support for preferential loans through the City Development Investment Fund, an important resource to help businesses deploy new investment projects in science and technology, innovation and digital infrastructure.Businesses also enjoy policies on exemption and reduction of land and property rent as well as tax incentives, according to the provisions of the Capital Law and related legal documents.Chip industry developmentThe capital city of Hà Nội aims to become the leading northern hub for the semiconductor industry by 2030.The target follows a five-year Plan 212/KH-UBND on developing the semiconductor industry in Hà Nội through 2030 which Vice Chairman of the Hà Nội People's Committee Trương Việt Dũng has signed.Under the plan, the city will serve as a centre for research, design and manufacturing of semiconductor integrated circuits; a destination for leading Vietnamese and regional semiconductor enterprises; and a pioneer in piloting new training models, fostering public-private partnerships, strengthening cooperation among universities, research institutes and businesses, and effectively leveraging international integration opportunities to support Việt Nam’s chip development strategy.The city will develop a skilled semiconductor workforce, focusing on improving the quantity and quality of trained personnel and gradually mastering key stages of semiconductor production.It aims to train at least 22,000 workers with university degrees or higher to serve the industry.Other targets include completing investment and development of the National Innovation Centre as well as a Semiconductor Research and Data Centre, both at Hòa Lạc Hi-Tech Park.A semiconductor talent training system will also be built from secondary school to postgraduate level to meet the industry's development needs.City authorities also aim to attract and help establish at least 20 enterprises specialising in integrated circuit design and semiconductor chip development for use in electronics manufacturing, electronic components and devices, telecommunications and information technology.The city will also support semiconductor firms in using land resources, while striving to attract at least one strategic investor and promote investment and international cooperation in the semiconductor industry. <figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/5/29/506450_5493010613988739_dsc09529.jpg" alt=""></figure></td></tr><tr><td>The banana industry is facing a major threat from Fusarium wilt disease caused by the fungus Fusarium oxysporum f.sp. cubense TR4. — Photo stockbiz.vn</td></tr></tbody></table></figure>HÀ NỘI — The Crop Production and Plant Protection Department under the Ministry of Agriculture and Environment and its partners on Friday held a workshop in Hà Nội to strengthen capacity to control and manage banana fusarium wilt disease caused by Tropical Race 4 (TR4) in Việt Nam.The workshop was held in both in-person and online formats, feturing representatives of agencies under the Ministry of Agriculture and Environment, Food and Agriculture Organization (FAO) Vietnam, research institutes, universities, local authorities, businesses, industry associations, experts, scientists and banana farmers from key growing areas.According to the Crop Production and Plant Protection Department, bananas are currently one of Việt Nam’s key export fruit products, with more than 160,000ha&nbsp;under cultivation and annual output exceeding 2.7 million tonnes.In 2024, banana export turnover reached nearly US$380 million, with significant room for further growth.However, the banana industry is facing a major threat from Fusarium wilt disease caused by the fungus Fusarium oxysporum f.sp. cubense TR4.The disease is considered particularly dangerous and has already spread across major banana-producing countries such as the Philippines, China, Malaysia and Indonesia, affecting hundreds of thousands of hectares of cultivation.International studies show that if not effectively controlled, TR4 could cause more than $10 billion in losses to the global banana industry over the coming decades.In Việt Nam, the disease has appeared in many major banana-growing areas, reducing productivity, fruit quality and orchard lifespan.Initial assessments estimate losses equivalent to around 0.5 to 2 percent of banana output, valued at approximately $1.4 million to 5.5 million annually.In response, the Ministry of Agriculture and Environment approved a technical assistance project in September 2025 titled 'Emergency support to control and manage Banana Fusarium Wilt disease caused by Tropical Race 4 (TR4) in Vietnam',” funded by the FAO.The project focused on several key areas, including identifying disease distribution and damage levels, searching for disease-resistant banana varieties, improving detection and diagnostic capacity, researching antagonistic microorganisms&nbsp;and developing sustainable disease management procedures suitable for Việt Nam’s production conditions.It conducted disease surveys and monitoring in major banana-growing regions, evaluated resistance levels of local and imported banana varieties, selected microbial strains capable of suppressing Fusarium TR4, and developed procedures for producing disease-free seedlings and integrated disease management.In addition to research activities, numerous training courses and technical workshops were organised to strengthen the capacity of technical staff and farmers, while communications campaigns helped raise awareness about disease identification, monitoring and prevention.Nguyễn Quý Dương, deputy director of the Crop Production and Plant Protection Department, said the project’s outcomes provide an important scientific and practical foundation for further improving Việt Nam’s technical procedures for managing TR4 banana wilt disease.He said the department will continue coordinating with relevant agencies to strengthen pest monitoring and surveillance, research disease-resistant banana varieties and improve biological management solutions.They will also expand training and technology transfer, and promote the development of safe and sustainable banana production zones for both domestic consumption and export markets, he said. — VNS

Our responsibility as public health leaders is to break that addiction.”Việt Nam continues to be recognised globally for strong leadership in tobacco control. At the World Health Assembly last week, a World No Tobacco Day Award was presented to Việt Nam’s Deputy Minister of Health, recognising the contributions of the Ministry of Health’s Department of Legislation, the Health Policy and Strategy Institute, the Poison Control Centre at Bạch Mai Hospital, and the Vietnam Tobacco Control Fund.There are promising signs that the ban on e-cigarettes and heated tobacco products is reducing youth use and resulting in fewer emergency cases and more enforcement. Tobacco tax reforms are also expected to have a major impact.WHO estimates that by 2031, these reforms could help 2.1 million people quit or avoid smoking and prevent around 700,000 premature deaths in the coming decades.“Việt Nam has made significant progress and positioned itself as a leader in tobacco control. Now is the time to go further and lock in these gains,” Dr Pratt said.In revisions to the Tobacco Harm Control Law in 2026, Việt Nam has the opportunity to fully reflect the ban on e-cigarettes in the law, including a comprehensive ban on parts, components and related products, such as nicotine pouches. On tobacco, Việt Nam should ban point-of-sale displays, strengthen pack warnings, remove designated indoor smoking areas and enforce smoking bans.Dr Pratt welcomed the idea of a 'smoke-free generation' of youth without tobacco or nicotine addiction.“This would be a very bold and ambitious step, but we must remember that children and youth will have the best chance of growing up nicotine and tobacco-free if e-cigarettes and related products are also comprehensively banned, and proven tobacco measures are put in place.“Protecting young people from tobacco and nicotine-related harms must remain a national priority. The initial cause was identified as the vessel having taken the wrong channel.Upon receiving the report, the Lạch Cờn Border Control Station deployed a rescue team comprising one motorised launch and four officers and soldiers. A fishing vessel, NA-70622-TS, belonging to Đậu Đình Hiệp, born in 1994 and residing in Đồng Tiến Quarter, Tân Mai Ward, Nghệ An Province, was also mobilised to assist. By about 11am the same day, authorities had successfully rescued TH-91969-TS, ensuring the safety of both crew and vessel.Earlier, on May 20, fishing vessel NA-73210-TS, captained by Phạm Văn Hiếu, born in 1984 and residing in Thân Ái Quarter, Quỳnh Mai Ward, was heading towards the inlet when it was struck by large waves and strong winds about one nautical mile from the inlet mouth. The vessel was thrown off course, lost control and was in danger of sinking. Officers and soldiers of the Quỳnh Phương Border Post co-operated to rescue and tow the vessel and all crew members safely to shore.The Lạch Cờn sea inlet is one of six major sea inlets in Nghệ An Province. Under Decision No 1053/QĐ-BNNMT issued in March 2026 by the Ministry of Agriculture and Environment, the Lạch Cờn channel is one of five designated storm-shelter anchorages for eligible fishing vessels in 2026. The anchorage has a water depth ranging from 1.2 to 5 metres, a channel length of 1,200 metres, a capacity of 500 fishing vessels, and can accommodate vessels up to 31 metres in length. It is classified as a provincial-level anchorage within Nghệ An Province.Specialised authorities have assessed that the sea inlets of Lạch Cờn, Lạch Vạn and Lạch Thơi in Nghệ An Province have particularly complex channels due to sand silting. When tides rise in combination with strong offshore winds, conditions become hazardous and fishing vessels face a heightened risk of running aground. The city’s population is ageing rapidly, coupled with low and declining birth rates that are causing the ageing index to rise even faster.Experts believe that population ageing is having a broad impact on sectors ranging from social welfare to the labour market, health care and social services.Therefore, it is necessary to accurately identify and assess the challenges and develop appropriate solutions to ensure sustainable socio-economic development, maintain social security and improve people’s quality of life.Associate Professor Dr Bùi Thị An, chairwoman of the Hà Nội Women Intellectuals Association and director of the Institute of Resources, Environment and Community Development, told hanoimoi.vn that Việt Nam is entering a demographic transition period at one of the fastest rates in Asia.Since 2011, Việt Nam has officially entered the period of population ageing and is expected to become an aged population nation by 2026, An said.“Notably, Việt Nam is experiencing a situation of ‘getting old before getting rich’. HÀ NỘI — Minister of Science and Technology Vũ Hải Quân has signed a decision approving the Việt Nam Research Excellence Fellowship (VREF) for the 2026–2030 period.VREF is designed to deliver on the Party’s guidelines, notably the Politburo’s Resolution 57-NQ/TW dated December 22, 2024, which targets breakthroughs in sci-tech, innovation and national digital transformation, as well as Resolution 71-NQ/TW dated August 22, 2025 on education and training development.Building a new generation of leading scientistsUnder the decision, PhD students are identified as a core research force directly contributing to breakthroughs in sci-tech and innovation. Investing in top-tier doctoral candidates is more than workforce development, but a high-stakes strategic bet to forge a cohort of world-class scientists and technologists who can power Việt Nam's long-term economic ambitions.The programme marks a sharp pivot from broad training support to targeted investment in research excellence. It concentrates resources on priority areas, especially strategic technologies, while ensuring balanced coverage across scientific disciplines.Selection will be transparent and fiercely competitive, with funding linked tightly to measurable deliverables. The scheme also encourages co-funding from enterprises and research organisations, deepens state-academia-industry ties, and broadens global collaboration.It will back outstanding PhD students pursuing high-impact studies, with strong preference for projects that master core technologies or spawn strategic tech products. The explicit goal is cultivating a generation of young scientists equipped with exceptional talent and true independent research capacity, thus boosting Vietnam’s technological self-reliance and national competitiveness.Roughly 100 top post-graduates are expected to be selected and funded each year. Priority slots go to those working directly on core technologies and strategic products, with the remainder for breakthrough studies in other fields.Output targets are rigorous: at least 60 per cent of results published in reputable international journals, at least 20 per cent involving intellectual property registration, and at least 15 per cent transferred, commercialised or applied in production and business.Funding of up to VNĐ1 billion per yearEligible candidates are those meeting strict criteria, including proposing projects either to master or to innovate core technologies tied to strategic products, or to conduct novel, high-potential research in other scientific domains. The host universities, research institutes and science-technology organisations must demonstrate sufficient personnel, facilities and management capacity.Both domestic and foreign scientists can act as supervisors or co-supervisors. Enterprises and other entities are actively encouraged to co-finance projects, collaborate on research, and drive application and commercialisation within legal bounds.Funding will draw primarily from the state budget via annual sci-tech and innovation allocations, supplemented by resources pooled from domestic and foreign enterprises and organisations.Each fellow can receive up to VNĐ1 billion (US$38,000) per year for a maximum of three years. In exceptional cases, projects may be extended by up to two years without additional state funding.Funds can be spent on direct research needs, including remuneration, materials and equipment, data and infrastructure, testing and processing services, scientific publications, conference participation, product development and technology validation, intellectual property registration and commercialisation, technology transfer, and international academic exchange, among other eligible expenses.Disbursement is strictly performance-based, tied to annual milestones. Many localities have introduced context-specific mechanisms to accelerate technology transfer and application in production and business.HCM City’s Technology Exchange in a new phase has been redesigned to bring technologies closer to production. The platform has shifted from information provision to transaction facilitation, from broad connections to targeted matching, and from general support to full-cycle support. Each enterprise’s technology demand is tracked, advised and supported until tangible results are achieved.This transformation marks a significant step in strengthening intermediary infrastructure for the city’s science and technology market, promoting commercialisation of research outcomes and fostering an innovation ecosystem.Aiming to turn HCM City into a hub for science, technology and innovation in Southeast Asia, the municipal People’s Committee has approved a scheme to develop internationally accredited Centres of Excellence (CoE). The Institute of Nano Materials and Molecular Structure (INOMAR) under Việt Nam National University – HCM City was the first to join the scheme in June 2025, with funding of VNĐ85 billion (US$3.2 million). It has since merged with the Institute of Nanotechnology to form the Advanced Materials Technology Institute, operating under a university–research linkage model to support advanced research in new materials and nanotechnology.Last October, the Research and Development Centre at the Sài Gòn Hi-Tech Park was also approved to join the scheme, receiving nearly VNĐ96 billion to develop into a CoE in green transition and digital transformation. The centre focuses on highly applicable research serving enterprises and the market, including semiconductors, biotechnology, materials science and precision engineering–automation.Meanwhile, Cà Mau province is promoting its strengths in the marine economy, agriculture, aquaculture and eco-tourism by fostering a robust startup ecosystem. Its “One agency, one initiative” campaign for this year requires each department and local authorities to register at least one initiative with clear objectives, measurable outputs and compliance with legal regulations. Each solution must include at least two measurable indicators and before-and-after data to ensure substantive impact.Similarly, Cần Thơ City has launched a comprehensive plan for implementing breakthroughs in science and technology development, innovation and digital transformation this year. The plan emphasises full digital transformation across three pillars – digital administration, digital economy and digital society with citizens and businesses at the centre. The city aims for 100 per cent of business-related administrative procedures to be fully conducted online, over 80 per cent of administrative transactions to be contactless, and complete digitisation of administrative records.Cần Thơ targets digital economy to account for at least 14.5 per cent of its GRDP, while promoting e-commerce, e-contracts and cashless payments to reach 80 per cent. In the field of digital society, it aims for 95 per cent of adults to have bank accounts and electronic health records, and for all general education schools to adopt digital management platforms and electronic transcripts.Chairing the Government’s second meeting this year on science, technology, innovation and digital transformation, Prime Minister Phạm Minh Chính stressed the need to identify the right tasks, assign the right people, ensure regular supervision, measure accurately, promptly address bottlenecks, and deliver tangible, effective results. Justice is rolling out a broad package of measures to advance the comprehensive digital transformation, as the shift to digital becomes an inevitable trend and a key driver of socio-economic development, improved national governance and better services for citizens and businesses.The move is aimed at the robust implementation of the Politburo's Resolution 57.Deputy Director of the ministry’s Information Technology Department Phạm Đức Dụ said the ministry has recognised the strategic importance of digital transformation and, in line with Party and State policy, has established a steering committee for the development of science and technology, innovation and digital transformation.The committee is chaired by the Party Committee Secretary and Minister of Justice Nguyễn Hải Ninh.A set of operating regulations has also been issued to ensure disciplined and consistent implementation.The steering committee meets weekly to push forward digital transformation across the justice sector and to promptly implement key directives and conclusions from central and Government-level steering bodies.On the institutional front, the ministry has promulgated a series of key documents providing the foundation and direction for IT application and digital transformation in the justice sector for the next five years.These include the ministry’s Digital Transformation Strategy through 2030, a data strategy to implement tasks assigned under Government Resolution 214/NQ-CP, the Government’s action plan on data creation for comprehensive digital transformation and version 4.0 of the ministry’s Digital Architecture Framework.Infrastructure supporting digital transformation has been centrally and uniformly deployed at the ministry’s Data Centre, gradually meeting nationwide requirements for IT applications.The ministry is also migrating systems to cloud infrastructure to enable scalable expansion and flexible adoption of new technologies.Information system security is being implemented under a four-layer model in line with the Prime Minister's Directive 14/CT-TTg on strengthening cybersecurity to improve Việt Nam’s global rankings.Early resultsThe ministry has completed the national electronic civil status database, which now stores more than 145 million records.These include over 84 million birth registrations, 25 million marriage registrations, 15 million death registrations, 19 million records of marital status certificates and two million other records.Its data has also been integrated with national, sectoral and local databases, such as the National Population Database, the insurance database, the National Integrated Database at the National Data Centre and provincial administrative procedure information systems.“These links have significantly facilitated administrative procedures, allowing citizens to avoid submitting paper documents for information already available in the system,” Dụ said.The electronic civil status database is also the first database to publish its data in line with Government Resolution 66.7/2025/NQ-CP.“This is a core platform enabling the ministry to successfully cut paperwork and simplify administrative procedures for millions of citizens,” Dụ said.Another highlight is the National Law Portal at <a legal information systems and databases with legal services provided by law firms.It offers practical, user-friendly features, including legal document systematisation and search, public consultation on draft legislation, reception and processing of feedback and recommendations, and AI-powered legal assistance.Part of the implementation of a Government-approved project on applying digital technology to handle feedback on legal documents, it also connects users with legal advisory services, provides legal aid for disadvantaged groups and supports businesses.The platform serves as an effective communication channel between the Government, ministries, local authorities, citizens and businesses in both lawmaking and enforcement, enabling users to submit feedback without complex procedures.“These efforts are not only about modernising the justice sector, but also contributing to national digital transformation goals and laying the groundwork for scientific and technological development and innovation,” Dụ added.Deputy Minister of Justice Nguyễn Thanh Tịnh said Resolution 57 identifies science and technology as the foundation, innovation as the objective, and digital aheadDespite these achievements, Dụ acknowledged several challenges.The ministry’s IT infrastructure remains uneven, with some systems built on outdated technologies. Servers, transmission capacity and equipment have yet to meet the demands of big data processing.Meanwhile, cybersecurity risks and data breaches are increasing, while early warning and monitoring systems remain incomplete.Digital capabilities are also uneven, with some officials lacking proficiency in digital skills. There is also a shortage of professionals with combined expertise in law and technology.The simultaneous rollout of multiple IT systems, databases and digital platforms is placing growing demands on data quality, information security and system stability.However, the IT workforce remains thin, often handling multiple responsibilities from development and management to maintenance and user support, creating significant pressure and affecting implementation progress.Training programmes have yet to keep pace, remaining largely basic and lacking depth in areas like data governance, artificial intelligence and big data.Clear mechanisms for data access and sharing across ministries and localities are still lacking, as are comprehensive standards for legal data structures.No unified KPI system or quantitative criteria have been established to measure digital transformation performance.In addition, both citizens and some public servants remain accustomed to traditional methods and are not fully ready to adopt end-to-end online public services.Concerns about data security and reliability persist.The ministry is therefore facing a dual challenge: accelerating digital transformation to meet new policy requirements while addressing constraints in infrastructure, personnel and institutional frameworks.“This is a challenging phase, but also an opportunity for the justice sector to assert its pioneering role in legal data governance and administrative reform,” Dụ said.Policy recommendationsDụ noted that successful digital transformation in the justice sector requires strategic, long-term solutions covering institutions, worker training, finance and international cooperation, not just technology.These include advising authorities to amend and supplement existing policies, establishing monitoring and evaluation mechanisms with clear KPIs and modernising IT infrastructure, particularly through cloud services and integrated cybersecurity solutions.The ministry has been advised to relocate its data to the National Data Centre and ensure all IT systems meet security classification requirements before deployment.It should complete the development and operation of national and sectoral databases by the end of the year, pilot AI platforms to support officials and integrate AI tools for drafting and detecting inconsistencies in legal documents.Further measures include strengthening the workforce, providing specialised training in data governance, AI, big data and blockchain, and developing a new cadre of legal-tech experts.The ministry needs to explore the use of AI and big data for legal analytics and forecasting, as well as blockchain for secure data storage and authentication.Enhanced inter-agency coordination is another priority, including linking legal data with population, asset, business and judicial datasets.Finally, the ministry should draw on international experience in legal data governance and emerging technologies to foster innovation and create an environment for testing and deploying advanced legal solutions. — VNS

This is also one of the important goals of the Party and the State.”The launching ceremony is expected to take place officially on April 24 in Quảng Ninh Province, in conjunction with the launch of Workers’ Month.The event also serves as a practical activity marking the 140th anniversary of International Labour Day (May 1) and World Day for Safety and Health at Work (April 28).Throughout the Action Month, practical activities will be implemented across central and local levels, including enforcing Directive 31-CT/TW of the Party Central Committee; organising dialogues of national and provincial councils on occupational safety and health; and visiting victims and relatives affected by occupational accidents and diseases.Functional agencies will also strengthen inspections and guide self-inspections at enterprises and production facilities, combined with conferences, seminars and in-depth training to raise awareness of occupational safety in the digital age.According to the ministry’s report, more than 7,000 occupation-related accidents occurred last year, down 15.4 per cent compared with 2024.Notably, both the number of fatal workplace accidents and fatalities fell sharply, especially in areas with established labour relations.The country recorded 621 fatal workplace accidents, a decrease of 9.33 per cent, resulting in 658 deaths, down 9.49 per cent.Material losses from workplace accidents fell significantly, from over VNĐ42.5 trillion ($1.5 billion) in 2024 to just VNĐ14 trillion ($530 million) in 2025. — VNS
