Overall, the banking system’s CASA ratio reached 20.3 per cent, recovering from the bottom of 17.6 per cent recorded in the first quarter of 2023.The competition among banks to attract stable CASA sources, particularly from individual customers, has intensified. Many new products and initiatives, including the auto-earning feature, which allows accounts to automatically generate daily profits from idle money, are being introduced to entice customers.The banks are also pushing out promotions to attract new customers. These successes would lay a solid foundation for the sector's breakthrough in 2025. However, the industry faces challenges, including trade barriers such as anti-subsidy investigations by the US Department of Commerce (DOC).Nam emphasised that global competition necessitates improved corporate governance and strict adherence to international market regulations. With proactive efforts from enterprises and support from local authorities and regulatory agencies, trade obstacles can gradually be overcome. This approach promises to maintain a stable supply chain, enhance product quality, and drive export growth.Yet, challenges remain. In marine capture fisheries, meeting requirements to combat illegal, unreported and unregulated (IUU) fishing requires greater transparency, but businesses face difficulties accessing vessel data.For tuna, regulations mandating a minimum catch size of 0.5 metres create difficulties for fishermen and fishing companies, necessitating revisions to sustain raw material supplies. Meanwhile, the shrimp and pangasius industries face stiff competition from Ecuador, India and Indonesia, requiring improvements in breeding and cost reductions to maintain market positions.The achievement of the $10 billion export milestone in 2024, can be attributed in part to efforts to open and strengthen connections with key markets such as the US and the EU. Shrimp remains the flagship product, projected to account for $4 billion in exports. Pangasius and tuna also reported growth, with pangasius estimated at $2 billion and tuna approaching $1 billion.Mainland China is the leading importer of Vietnamese seafood, accounting for $1.7 billion, up 19 per cent. In 2024, the sector's total export turnover is projected to reach approximately US$10.2 billion, including $3.1 billion from natural rubber, $4.6 billion from processed rubber products, and $2.5 billion from rubberwood. These figures highlight the industry's continued prominence in the global supply chain.”He as well as other speakers at the conference mentioned the EUDR as a significant challenge faced by the sector.The EUDR mandates that rubber imported into the EU must be sourced from deforestation-free areas, with full traceability and documentation to prove compliance. Producers must also conduct due diligence to ensure that their supply chains meet these standards.Enterprises therefore must invest in production processes and improve traceability to meet these international market requirements, especially those of the EU, Hưng said.Prof. Joseph Adelegan, secretary general of the International Rubber Study Group, emphasised the importance of traceability and sustainable production, saying that Southeast Asian countries, especially Việt Nam, need to focus on improving quality and traceability to comply with the stringent requirements of the EU. Meeting these standards will help the country’s rubber industry achieve sustainable development.He highlighted that Thailand, the world's largest producer of natural rubber, has long prepared for EUDR compliance, allowing it to export high-value products to major EU markets. Việt Nam has favourable conditions comparable to Thailand and has seen promising developments.Compliance with EUDR regulations imposes challenges such as high production costs, and limited technical capacity in developing regions, but compliant producers will have opportunities to “gain market access to the EU for deforestation-free products, premium pricing for sustainably sourced rubber, and long-term competitiveness through enhanced supply chain transparency,” he pointed out.Võ Hoàng An, the association’s general secretary, said rubber exports to the EU were worth $587.6 million in the first ten months of the year, accounting for 6 per cent of the sector’s total export revenue.While not Việt Nam’s leading export market, the EU is an attractive market for Vietnamese enterprises given the market’s high purchasing power and advantages brought from the EU-Việt Nam Free Trade Agreement, he said.“Therefore, evaluating opportunities and challenges related to EUDR is vital for building effective adaptation strategies,” he said.He highlighted that the regulation has raised substantial concerns within Việt Nam’s rubber industry. Tối 28/11, Bộ Văn hóa, Thể thao và Du lịch phối hợp với Đại sứ quán Cộng hòa Cuba tại Việt Nam tổ chức chương trình nghệ thuật biểu diễn của Đoàn nghệ sỹ Nhà hát Ballet Quốc gia Cuba tại Nhà hát Hồ Gươm nhân kỷ niệm 60 năm buổi biểu diễn đầu tiên của đoàn tại Việt Nam vào tháng 12/1964. Người đã bày tỏ sự tin tưởng chắc chắn rằng một ngày nào đó họ sẽ được biểu diễn ở một đất nước Việt Nam độc lập và thống nhất. With its enclosed artificial bay spanning 4,500 hectares of water surface, Ras Laffan serves as Qatar's primary liquefied gas production hub and the world's largest LNG export facility.Established in 1996, it initially focused on storing and processing natural gas from the North Field. Over time, growing demand has transformed Ras Laffan into a massive industrial zone, with expanding LNG production facilities.Currently, there are 13 major corporations and companies in the gas sector operating within the complex. At the invitation of His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs of the State of Qatar, His Excellency Phạm Minh Chính, Prime Minister of the Socialist Republic of Việt Nam, paid an official visit to Qatar from October 30 to November 01, 2024, marking the first official visit by a Prime Minister of Việt Nam to Qatar in 15 years.2. With sincerity, mutual trust and understanding, His Excellency Prime Minister Phạm Minh Chính paid a courtesy call on the Emir of Qatar, His Highness Sheikh Tamim bin Hamad Al Thani, held an official talk with Prime Minister and Minister of Foreign Affairs, His Excellency Mohammed bin Abdulrahman bin Jassim Al Thani and called on Speaker of the Shura Council, His Excellency Hassan bin Abdulla Al-Ghanim, and met with the Minister of Communications and Information Technology; the Minister of Labour; the Minister of State for Energy Affairs; Chairman of Qatar Investment Authority (QIA); and Chairman of Qatar Businessmen Association (QBA).3. The two sides consider negotiating bilateral agreements on the areas of, among others, visa exemption, labour, economic and trade to expand their market access. The two sides emphasized the importance of economic, trade, and investment cooperation and recognized the significant potential for collaboration in other sectors such as energy, oil and gas, especially liquefied natural gas (LNG), agriculture, Halal industry, banking, etc. The two sides agreed to strengthen trade and investment activities, with an aim to attract more investment from Qatari funds to strategic investment projects in Việt Nam enhance business connections, and support investors from both sides;6. The two sides recognised the importance of promoting education and training, tourism, and cultural and sports exchange to strengthen people-to-people connections and deepen mutual understanding. Both sides agreed to increase scholarships for each other’s students. In addition, both sides agreed to explore cooperation opportunities in emerging sectors, such as semiconductors, artificial intelligence, cloud computing, clean energy, solar energy, digital transformation, innovative governance, green and circular economy, among others.8. During the visit, the two sides signed a number of bilateral agreements and MOUs to enhance cooperation namely: i) Protocol between the Government of the Socialist Republic of Việt Nam and the Government of the State of Qatar amending the Agreement between the Government of the Socialist Republic of Việt Nam and the Government of the State of Qatar for Air Services signed on 08 March 2009; ii) Memorandum of understanding on cooperation in the field of sports between the Government of the Socialist Republic of Việt Nam and the Government of the State of Qatar; iii) Memorandum of understanding on cooperation in the legal field between the Ministry of Justice of the Socialist Republic of Việt Nam and the Ministry of Justice of the State of Qatar; iv) Memorandum of understanding on cooperation in the field of diplomatic training and education between the Diplomatic Academy of Việt Nam of the Ministry of Foreign Affairs of the Socialist Republic of Việt Nam and the Diplomatic Institute of the Ministry of Foreign Affairs of the State of Qatar; v) Memorandum of understanding between State Capital Investment Corporation and Qatar Investment Authority LLC concerning investment cooperation.9. The two sides exchanged views on international and regional issues of mutual interest and underscored the importance of upholding international law and the United Nations Charter, advocating the resolution of disputes by diplomatic means to maintain peace, stability, and security and promote development at regional and global levels.10. The experience of successful case studies in Asia suggests that Việt Nam has yet to achieve the focused policy results needed to sustain high rates of economic growth.“Efforts to improve Việt Nam’s economic performance and transformations in the global economy must meet the increasingly stringent environmental requirements.”Addressing the event, CIEM President Trần Thị Hồng Minh said: “Today’s forum underscores our commitment to fostering a resilient, sustainable and inclusive economic pathway for Việt Nam.“As we navigate an increasingly complex global landscape marked by geopolitical shifts and environmental challenges, this platform allows us to chart a forward-looking course, positioning Việt Nam as a leader in green technology, innovation and sustainable growth.”Việt Nam's economy in the period from 2024 to 2025 faces a pivotal juncture, marking the final stages of the 2021-2025 socio-economic development plan, she stressed. The achievement of Việt Nam’s economic goals hinges on outcomes in these two years, saying that concentrated effort during this “drop point” will be crucial.Growth prospectsPresenting Việt Nam’s current economic status and outlook for the next year, Nguyễn Hữu Thọ, director of CIEM Economic Analysis and Forecast Department said the country has regained the growth momentum similar to the pre-COVID period, at a relatively high rate of 6.8-7 per cent.The International Monetary Fund (IMF) also considered Việt Nam’s growth rate this year to be the highest among ASEAN countries, he added.He noted Việt Nam’s deep integration with the global economy, implying that international developments will significantly impact the country’s economic trajectory. Although he anticipates global geopolitical instability, he projects a positive outlook for global economic growth due to a potential recovery in trade and improved inflation control.Domestically, there are encouraging signs within the business sector. Orders for 2024 already show notable improvement over 2023, fostering optimism for increased productivity and enterprise expansion. However, the dynamics of enterprise turnover highlight challenges: for every 100 new businesses entering the market in previous years, 50 left, resulting in a net gain of 50. By contrast, in 2024, 89 enterprises exited for every 100 newcomers, leaving only 11 to carry forward, illustrating the volatility in business retention that may impact Việt Nam's growth objectives.The expert’s insights highlight a balanced outlook for Việt Nam's economy in 2025. Although Foreign Direct Investment is anticipated to remain robust, its economic impact is uneven across Việt Nam, with 74 per cent concentrated in 14 provinces and cities, including Hà Nội and HCM City. This concentration reflects FDI’s focus on import-processing for export, leading to limited direct contributions to domestic growth.Domestically, purchasing power is expected to see little change in 2025, with income levels yet to achieve a breakthrough. However, international tourism is projected to grow, positively impacting GDP growth, although the benefits may vary across regions.Exports are forecasted to perform well, contingent on stable global geopolitical conditions. Rising trade defence measures present a challenge, with an increasing number of trade defence cases per billion US dollars in trade. Infrastructure development, both digital and transport, along with institutional reforms, are seen as significant contributors to Việt Nam's economic resilience in the coming year. Accordingly, inflation is expected to remain controlled and GDP growth could surpass 2024 by up to 0.4 per cent.Reform neededTo sustain economic momentum, the Central Institute for Economic Management (CIEM) emphasises institutional reform, focusing on reducing business conditions and administrative procedures. By 2030–2040, it aims for a stable institutional framework to minimise frequent amendments. For resource allocation, CIEM recommends prioritising emerging and resilient businesses, such as those returning to the market or producing import-substitute goods, to maximise growth support in a resource-limited environment.However, there is an increasing disparity between the domestic and the FDI sectors from 2010 to 2024, meaning the domestic economy is not adequately robust to expand its presence in international markets.So challenges remain and the domestic economic sector, for instance, lacks the strength to expand significantly in international markets. While structural shifts toward modernisation are underway, progress is slower than anticipated. Furthermore, key economic hubs —Việt Nam's 'economic locomotives'—have shown signs of slowing down. To sustain momentum into 2025, the economy will need notable advancements and strategic progress, experts told the forum.Meanwhile, the structural transition towards modernisation (increasing proportions of industry and construction sectors) is happening at a slower pace than expected.Entering 2025, FDI, export and infrastructure are projected to be the highlights of Việt Nam’s economy. International forecast agencies also predict that inflation will be well-controlled, while the country should boast a growth rate equal to or at 0.2-0.4 per cent higher than 2024.Perfecting institutions, mobilising resources, developing infrastructure and devising support policies for business and export are part of the key recommendations for economic growth going forward, the CIEM representative said.Domestically, purchasing power is expected to see little change in 2025, with income levels yet to achieve a breakthrough. The percentage of internet users in the EU engaging in online shopping has risen from 66 per cent in 2018 to 76 per cent in 2023.After three years of the EU - Việt Nam Free Trade Agreement (EVFTA), trade between Việt Nam and the EU has seen notable progress. Export growth to the EU averaged 8.1 per cent from 2021 to 2023, while Vietnamese businesses are successfully venturing into e-commerce with the EU."The EU and Việt Nam have made significant strides in promoting bilateral trade through the EVFTA. <table align="center"><tbody><tr><td style="text-align:justify;"><img alt="" src="https://image.vietnamnews.vn/uploadvnnews/Article/2024/10/4/378826_IMG_0147.jpg"/></td></tr><tr><td style="text-align:justify;">Bến Tre Province awarded investment registration certificates for projects at a conference held on October 3. — VNS Photo Nguyễn Diệp</td></tr></tbody></table>BẾN TRE — The Cửu Long (Mekong) Delta province of Bến Tre has approved six projects with a total capital of nearly VNĐ8 trillion (US$322 million).The province awarded investment registration certificates for these projects at an conference held on Thursday within the framework of the 2024 Bến Tre Province’s Investment Promotion Conference themed "Bến Tre - Eastern vision and sustainable development potential" from October 2 to 3.Permanent Deputy Prime Minister Nguyễn Hoà Bình attended the conference and highly appreciated the efforts of the province’s entire political system for organising this annual event.“It helps mobilise huge resources to promote the province's rapid and sustainable development goals in the coming time,” he said.The province has achieved important results, including the continued growth of economic sectors, improved infrastructure, positive results in building new rural areas, and improved lives of residents.“Most notably, the province’s investment environment is becoming more open and favourable,” he said.It has consistently ranked among the top 10 provinces and cities nationwide with the best performance in State management capacity, and has become a reliable destination for investors.With an important position in the Mekong Delta region, it owns favourable conditions and advantages to develop, especially in marine economy, renewable energy and eco-tourism.It is one of the major suppliers of agricultural and aquatic products for HCM City and the region.“It still has a lot of room, potential and opportunities to reach a breakthrough in development,” he said.He urged the province to make more improvements, focus on improving the investment environment, simplifying administrative procedures, eliminating unnecessary licences, calling for resources for development, enhancing inter-provincial connectivity, promoting economic transformation and restriction, and developing key sectors.“It needs to pay attention to start-up incubation, investment and development, and developing large-scale enterprises,” he said.Developing high-quality human resources and vocational education associated with demand, as well as promoting research and the application of science and technology, digital transformation and innovation are also needed.He also asked investors to have a long-term investment plan in the province, strictly comply with local policies, and contribute to local socio-economic development.The provincial People's Committee chairman Trần Ngọc Tam said the province has called on investment for 32 priority projects by 2023 in the fields of industry, infrastructure construction, industrial parks and clusters, petrol and gas, tourism, urban and residential areas, agriculture and rural areas, the environment, and port infrastructure.“The conference provides a list of projects given priority for calling for investment, as well as preferential policies for investors,” he said.It also creates an opportunity for local businesses to introduce themselves, seek opportunities for investment cooperation, expand production and business markets, he said.The province is offering investment incentives for secondary investment projects such as exemption land leasing fee for three to 11 years, a leasing duration of a maximum of 50 years, and corporate income tax exemption or a 10-50 per cent reduction.It now is home of 330 projects, including 67 projects with foreign direct investment and 263 domestic projects. On this occasion, the provincial People’s Committee signed MoUs with 23 investors with a total estimated capital of more than VNĐ300 trillion ($12 billion) to develop projects in many fields. — VNS

Liquidity plummeted to VNĐ13.7 trillion (US$552 million), marking a 40 per cent drop compared to the previous session.The VN30-Index, which tracks the top 30 stocks by market capitalisation on the HoSE, also fell by 10.25 points or 0.76 per cent to close at 1,336.21 points. In the VN30 basket, 22 stocks declined, five advanced and three remained unchanged.Leading the market’s downturn were large-cap stocks in the financial and manufacturing sectors, with the Vietnam Dairy Products Joint Stock Company (VNM) posting the steepest decline in market capitalisation, dropping 2.56 per cent and contributing nearly 0.9 points to the VN-Index's overall decrease.This was followed by the Vietnam Joint Stock Commercial Bank For Industry And Trade (CTG), which declined by 1.66 per cent, and the Vietnam Rubber Group - Joint Stock Company (GVR), which fell by 1.83 per cent.However, the market's losses were mitigated by gains in some key stocks, led by PetroVietnam Gas Joint Stock Corporation (GAS), which rose by 1.1 per cent, contributing over 0.4 points to the VN-Index.Experts from the Việt Dragon Securities noted: "Liquidity declined compared to the previous session, indicating a cautious state between supply and demand. Despite this hesitation, the market once again dipped below the 1,290-point mark due to supply pressure from the psychological resistance zone at 1,300 points. This signal could increase the market's risk.""It is expected that the market will continue to test supply and demand around the 1,290-point region before giving a clearer signal," the experts added. "Therefore, investors should slow down and observe market movements to reassess conditions. In the meantime, consider using this rebound to restructure portfolios to minimise risks."On the Hà Nội Stock Exchange (HNX), the HNX-Index also dropped by 0.29 per cent, closing at 232.67 points.During the session, a total volume of nearly 54 million shares worth more than VNĐ1.1 trillion were traded on the northern bourse.Foreign investors resumed their net selling trend, with net sales amounting to over VNĐ573 billion on the HoSE. — VNS
